Combined Synopsis/Solicitation Description:

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation;

proposals are being requested and a written solicitation will not be issued. The Government intends to award a firm fixed price purchase order under the Simplified Acquisition Procedures using FAR Part 13.

(ii) The solicitation reference number is 70RDA124Q00000007. This requirement is issued as a Request for Quotation (RFQ).

(iii) This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-01.

(iv) This solicitation is NOT set aside for small business. The associated North American Industry Classification system (NAICS) code is 531120 for meeting hall and room rental or leasing the small Business size standard is $34,000,000.00. All responsible sources may submit a quotation which shall be considered by the agency.

(v) The Contract Line Item Numbers, Items, Quantities, and Units of Measure are not applicable, see Section II - Statement of Work for detailed requirements. The quoted firm-fixed-price shall include all costs associated with this effort.

(vi) The contract shall provide for conference room space and audio/visual equipment in accordance with Section II – Statement of Work.

(vii) The period of performance: March 26, or 28, 2024, from 6:00 am ET to 6:00 pm ET, including set-up, conference time, and breakdown. The period of performance will include an event space walkthrough and a one-day conference on a date to be determined. Quoters shall indicate available dates from the list above in their Technical Quotation. The place of performance shall be the contractor's facility.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (Nov. 2021) applies to this acquisition.

ADDENDUM TO 52.212-1:

Technical Quotation

Quoters must address each of the technical requirement outlined in the Statement of Work. The technical requirements include the facility space, audio-visual equipment, and support services.

As part of the technical evaluation, the Government may request a walkthrough or tour of the proposed facility. Walkthroughs and/or tours may be conducted in person or virtually as agreed upon by the Government and the Offeror. The Technical Quotation shall be no more than three

(3) pages.

Price Quotation

Quoter's Price Quotation submission must include the following information:

SAM Unique Entity Identifier (UEI);

Northern American Industrial Classification System (NAICS) Code;

Contact Name;

Contact Email Address;

Contact Telephone Number;

Complete Business Mailing Address; and

Socio-Economic Category / Business Size.

The price quotation shall also include any assumptions and exceptions to the RFQ and a completed Attachment 1: Price List for the optional items described in the Statement of Work.

Each Offeror shall submit a Price Quotation as a separate document from the Technical Quotation. There is no page limit for the Price Quotation. No price information shall be in the Technical Quotation.

(ix) The provisions at 52.212-2, Evaluation - Commercial Items (Nov 2021) apply to this acquisition.

FAR 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL

SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. The following factors, listed in descending order or importance, shall be used to evaluate offers: (i) technical capability, (ii) past performance, and

(iii) price. Technical capability and past performance, when combined, are significantly more important than Price.

(b) The Government reserves the right to select the best-suited quoter(s) from initial responses, without engaging in exchanges with Quoters. Quoters are strongly encouraged to submit their best technical solution and price in response to this RFQ.

Following receipt of quotations, and completion of evaluation of each eligible Quoter’s response, the Government may perform a comparative analysis (comparing Quoter responses to one another) to select the Quoter that is best suited to fulfill the requirements, based on the Quoters’ responses to the factors outlined in this RFQ and their relative importance.

Once the government determines the Quoter(s) that is the best-suited (i.e., the apparent successful Quoter(s)), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.

Evaluation Factor 1 – Technical Capability

Technical Capability: Quoters shall address each of the requirements outlined in Section II - Statement of Work. Technical Capability will be rated as technically acceptable or technically unacceptable. Technically Acceptable Rating will be assigned if the quote clearly meets the minimum technical requirements outlined in Section II - Statement of Work. If any of the technical requirements are not addressed, the quote will be assigned a technically unacceptable rating and the Quoter may no longer be considered for award. As part of the technical evaluation, the Government may request a walkthrough or tour of the proposed facility. The walkthrough may be conducted in person or virtually.

Evaluation Factor 2 – Past Performance

The Quoter’s past performance will be evaluated on the basis of information contained in the Contractor Performance Assessment Reporting System (CPARS). The past performance evaluation will assess the Quoter’s record of providing high quality services of a similar nature in a manner that ensure maximum accuracy, cost effectiveness and overall client satisfaction.

Quoters without available CPARS ratings will receive a neutral rating.

Evluation Factor 3 – Price

The Government will conduct its price analysis using one or more of the techniques listed below:

Comparison of proposed prices received in response to the solicitation.

Comparison of proposed prices with independent government cost estimates.

EVALUATION AND AWARD

It is the intent of the Government to award a single firm fixed price (FFP) purchase order from this solicitation. All interested parties must quote on all items. Award will be made to the responsible quoter that presents the best value to the Government.

The Government intends to award upon the basis of initial quotations. Discussions are not anticipated; however, the Government reserves the right to hold discussions at the sole discretion of the Contracting Officer. Quoters are therefore cautioned that each initial quotation must contain the Quoter's best quote.

A written notice of award or acceptance of a quotation shall result in a binding contract without further action by either party.

(x) FAR 52.212-3 Offeror Representationsand Certifications - Commercial Items (Dec 2022), applies to this acquisition. The Quoter shall complete only paragraph (b) of this provision if the Quoter has completed the annual representations and certification electronically via the system for Award Management (SAM) at www.sam.gov. The Offeror is hereby required to complete the annual Offeror representations and certifications prior to the response due date.

Statement of Work

Facility Requirements for the Strategic Industry Conversation Event

Introduction

The Department of Homeland Security (DHS), Office of the Chief Procurement Officer (OCPO) has a requirement to secure a facility rental for a large meeting space and breakout rooms to host the DHS Strategic Industry Conversation event to be held in March 2024. The Strategic Industry Conversation will be a one-day event held from 8:00 am until 5:00 pm ET.

Purpose

The purpose of this industry engagement event is to facilitate information sharing between the public and private sectors to strengthen industry and DHS shared interests of homeland security.

This event offers DHS the opportunity to have a conversation with industry about the Department’s priorities, procurement objectives, and strategic vision.

Requirements

DHS needs to secure a facility within the National Capital Region (NCR), not more than five

(5) miles from the District of Columbia, that includes the following requirements:

Facility Requirements:

DHS would like access to all facility spaces the night prior to the event for setup. Prior to the contract award, the government needs the ability to walk through the space.

a) Facility rental space in National Capital Region (NCR), not to exceed five (5) miles from the District of Columbia, shall be for one of the following dates: March 26, or 28, 2024 from 6:00 am ET to 6:00 pm ET, including set-up, conference time, and breakdown.

The facility shall be Metro-accessible within three city blocks.

b) Shall be within 0.25 miles of commercial driver-paid or free parking facilities that would reasonably be expected to have at least 300 available parking spaces for the duration of the event. This can include the facility’s own parking garage/lot.

c) Shall be within 0.15 miles of at least three fast to medium-speed dining options.

Conference Room Space Utilization for Event Program:

The plenary and breakout rooms must be sufficiently spaced apart to minimize the amount of noise and traffic flowing through the hallways during concurrent sessions.

a) One (1) main plenary conference room with seating to accommodate an audience of up to 800 participants. The plenary conference room shall include an elevated skirted stage approximately 48 feet x 36 feet with one (1) speaker’s lectern/podium and a table with six (6) chairs stage with stairs at stage right and stage left with wheelchair access.

Optional Item: Offeror may propose a layout for the plenary session with configurations for theatre, classroom, or round banquet tables. The technical quotation must specify which rooms are most suitable for each proposed configuration.

b) Two (2) additional separate breakout rooms to accommodate approximately 400 participants per room in rounds-style seating format. The breakout rooms shall include an elevated skirted stage approximately 24 feet x 12 feet with one (1) speaker’s lectern/podium and a table with six (6) chairs, stage with stairs at stage right and stage left with wheelchair access.

Optional Item: Offeror may propose an alternate layout for the breakout room in either theatre or classroom style;

Specify which rooms are most suitable for each configuration;

Optional Item: The Government may require that the breakout rooms be reset, including the use of a partition wall to divide the two (2) breakout rooms into four

(4) breakout rooms that can accommodate 200 participants each.

Optional Item: notepads and pens at each seat;

Optional Item: two (2) American flags Optional Item: furniture to be used on stage to facilitate interview or panel sessions:

o Two (2) sofa chairs/armchairs o Two (2) end tables o One (1) sofa – capacity to seat up to three (3) individuals

c) One (1) large space, either in an indoor open space or within an enclosed room, to facilitate networking tables/booths that can accommodate ten (10) high-top/round tables, with two (2) chairs at each table;

Optional Item: additional high-top/rounds throughout contracted space

d) Eight (8) six-foot tables, or at least 48 feet of registration space with a power source on the ends and middle, with white table skirts for conference registration set up outside the main plenary conference room;

Optional Item: Storage space or designated areas for attendee coat check with an attendant for program hours of 8:00 am to 5:00 pm ET;

e) Two (2) off-stage holding rooms (conference room style) where DHS officials can meet before and during the conference. Holding rooms must have a 25 person capacity.

f) The Offeror shall have availability for a site walkthrough or tour prior to contract award as a part of the technical evaluation process. The walkthrough or tour may be conducted in person or virtually. After contract award, the Offeror must have availability for a site visit/walkthrough 20-30 days before for preparatory activities.

g) Pitchers of water and/or water coolers in the contracted rooms;

h) Ability to set-up event directional signage from the entrance to the event center (easel stands, digital, etc.); and

i) In the event that this event is canceled due to inclement weather, a new date will be offered.

Audio Visual Requirements:

Tech Support Engineer (one per room during the entire event) to manage technology i.e. laptop, sound, music, and projection screen for each room;

a) Audio/visual screen projection equipment and services;

a. Tech Support engineer (one per room during the entire event) to manage technology i.e. laptop, sound, music, projection screen for each room;

b. Plenary Space

i. One (1) Laptop with HDMI capabilities;

ii. Vendor shall provide all necessary cables, connectors, and adapters to ensure seamless integration of all audio equipment;

iii. One (1) projector screen with minimum HD capabilities;

iv. Pipe and drape behind stage/projected presentation;

v. Minimum one (1) projection screen in the room;

Optional Item: rear-facing projection;

Optional Item: for up to two (2) projection screens in the room;

Optional Item: for IMAG Camera (Image Magnification) equipment and technician;

c. Breakout Spaces

i. One (1) Laptop with HDMI capabilities per room;

ii. Vendor shall provide all necessary cables, connectors, and adapters to ensure seamless integration of all audio visual equipment;

iii. One (1) projector screen with minimum HD capabilities per room;

iv. Pipe and drape behind stage/projected presentation;

v. Minimum one (1) projection screen in the room;

Optional Item: rear-facing projection;

Optional Item: up to two (2) projection screens in the room;

b) Audio equipment and services;

a. High-quality speakers suitable for the venue's size and acoustics with a professional-grade soundboard or mixing console capable of managing multiple audio inputs and outputs;

b. Vendor shall provide all necessary cables, connectors, and adapters to ensure seamless integration of all audio equipment;

c. Plenary Space

iii. Six (6) wireless microphones, evenly spaced (front, middle and back);

Optional Item: two (2) wireless microphones in room;

Optional Item: two (2) lapel microphones in room;

Optional Item: ten (10) walkie-talkie headsets with in-ear earpieces for event staff; Headsets shall be fully charged and configured to a unified program channel for headset users.

iii. Six (6) wireless microphones, evenly spaced (front, middle and back);

Optional Item: two (2) wireless microphones per room;

c) Internet equipment and services

a. Wi-Fi throughout venue for up to 600 devices;

b. Dedicated wireless for registration and staff, up to 25 devices;

Optional Item: access for up to 200 additional devices;

Optional Item: dedicated hardwire internet connections in the plenary session room and the additional breakout rooms;

Optional Item: dedicated hardwire connection in the registration area;

4.0 Period of Performance

The estimated period of performance of this purchase order will be March 26, or 28, 2024.

Offerors shall include the dates that the proposed space is available from the list of acceptable dates provided. The exact date will be determined at the time of purchase order award.

5.0 Place of Performance

Performance will occur at the Contractor’s facility in the National Captial Region (NCR), not more than five (5) miles from the District of Columbia.
