About this file

This is Amendment No. 0001 to a solicitation for generator maintenance and testing services issued by the Department of Homeland Security Federal Law Enforcement Training Centers. The amendment corrects discrepancies in the original solicitation and provides answers to vendor questions.

The corrected offer due date and time is September 18, 2026 at 1600 hours ET. The period of performance runs from October 1, 2026 to September 30, 2031. The solicitation involves maintenance and load bank testing for 15 generators across multiple buildings at the facility. Key technical clarifications include: Building 91 (625 kW), Building 147 (100 kW), Building 198 (60 kW), Building 201 (125 kW), Building 101 (35 kW), and Gate 10 (50 kW). Annual load bank testing requires 2 hours of operation under load. Repairs columns in the price schedule apply per individual generator, with per-generator repair CLINs (0016, 1016, 2016, 3016, 4016) requiring authorization through approved Service Contract Work Requests. All 15 generators will be available in April for major inspections and load bank testing. Preventive maintenance invoicing is tied to completion of each scheduled service, with the option to invoice monthly or individually. The contract is subject to availability of appropriated funds per FAR Clause 52.232-18. Offerors must provide compliance statements for FAR 52.222-50, Combating Trafficking in Persons, and confirm subcontractor compliance upon award.
