About this file

This file contains Responses to Questions for Solicitation 70LGLY25QSSB00022, a turn-key Audio/Video system procurement for the Federal Law Enforcement Training Center (FLETC). The solicitation seeks a comprehensive A/V solution for a large executive conference room, including system design, hardware procurement, existing equipment removal, new equipment installation, configuration, programming, documentation, testing, and staff training. Key technical requirements include a Microsoft Teams Room system, a seamless large format display/video wall (approximately 150" in size), ceiling-mounted microphones, minimal exposed cabling, and hardwired laptop connection points. The system must use an Atlona Velocity control system and prioritize standardization with existing FLETC conferencing infrastructure.

Specific equipment specifications include a single large centrally located conference table, no podium, ceiling-mounted microphones covering the entire room, and camera positioning to capture presenters at the conference table. The project requires removing existing A/V equipment (projector, speakers, microphones, cameras) which will be returned to FLETC CIO. FLETC will provide facility support for electrical work, structural corrections, and power requirements. The vendor is responsible for waste removal and disposal. The room is expected to be out of service for no more than two weeks during installation, with the intent to create a standardized, functional conference room audio/visual environment that meets FLETC's collaboration and teleconferencing needs.

QuestionAnswer
Is Atlona Velocity required, or is an equivalent system acceptable?Atlona Velocity Only
What is the wall material (e.g., drywall, concrete)?Drywall
Should the large format display be a seamless unit, or is the use of multiple monitors acceptable?Seamless display
How many simultaneous content sources need to be displayed on the video wall? The anticipation is for 1 source at a time to be displayed. Choice for additional simultaneous sources is fine, but not required.
Can you provide quantities of all components and sizes of displays that need to be removed?Various A/V gear mounted in a podium rack, ceiling mounted LCD projector and mounting bracket, 1 60” LCD tv and mounting bracket, 11 in-celing mounted speakers (6”), numerous ceiling mounted microphones for existing/previous teleconferencing system(s), 2 Cameras for existing/previous teleconferencing system(s). All equipment that is removed will be returned to FLETC CIO directorate and does not have to be disposed of. The existing motorized projection screen does NOT have to be removed. It can be retracted into its ceiling cabinet and left in place.
How many cameras are required in the room? (i.e. one up front to capture the audience, one in back of room to capture the presenter)The existing setup has 2 cameras, one in front, one in rear. Ideally, we would want the same or better.
How many input connections are required?Minimum of 2, one for the MS Teams Room Teleconferencing system, one for a laptop/desktop to connect to at a designated location. Additional inputs for future expansion would be beneficial.
Should these be dedicated connections for specific devices (laptops, tablets, wireless systems)?Connections should be labeled in the control system so they are easy to identify. I.e. “Microsoft Teams Room”, “Computer – Right Wall”, “Computer – Left Wall”, etc.
Should the connections be located on the conference table, near the presentation area, or at multiple locations in the room?Connections should be located in applicable spaces. One connection for a MS teams room appliance. Recommendation was to have the appliance located in the equipment rack and a touch panel for the teams room located on the conference table ideally with HDMI passthrough for devices at the conference table. If no HDMI passthrough on the Teams room, an additional connection should be located at the main conference table for a laptop to connect. Additional connections can be wall plates located on right/left sides of the room for additional inputs.
Will multiple classifications for MS Teams be necessary?Single classification – Teams Room Pro
To achieve video wall optimal showing, the existing wood paneling at projection wall would need to be removed in full, the wall reskimmed and repainted to achieve full wall projection capability. Please confirm this is acceptable future condition. The intention of this solicitation is to remove the projection system and replace it with a video wall/large format display. The wood panelling can be removed if it is in the way of a large format display being mounted to the wall, but the concept should not revolve around a projection style system.
Please provide the name and contact for a building contractor approved to work in the building to support the above. If the panneling requires removing, FLETC Facilites team (FMD) will be enlisted to assist.
Please confirm existing contract number for incumbent AV Integrator/Programmer.N/A
All above floor raceways for connections from/to table and rear wall are part of the room's overall AV design. New furnishings were noted. Is there a brand/type of new tables with images available? Not at this time. The new table is projected to be a single large conference room style table.
Can the room be taken out of use during the period of performance finalized and pre-approved at award of contract? If no,Yes, ideally the room would be out of use for no longer than a 2 week period to allow for deinstallation of existing hardware and installation of new hardware.
Should AV Integrator assume redundancy at all times until final cutover?N/A
Where will the laptop connections reside if that is a requirement ?See question #9.
Can we specify a Barco Clickshare wireless presentation system in place of a hard-wired laptop connections ?No - Conferencing system must be MS Teams Room. Additional connections should be hardwired. The intent is to standardize this room with the rest of FLETC's Conferencing & A/V systems. Introducing a new system (Barco Clickshare) would require additional software to be loaded on user's PCs and require training for using the system specific to this room.
The Teams system is there a requirement for the platform to run on Windows or Android?Current MS Teams rooms are running on a windows platform. Preference would be to remain the same for continuity/standardization purposes.
There currently is a display in the rear of the room, is there a requirement to replace or remove? This display will be removed as part of the deinstallation phase and returned to FLETC CIO for proper disposal/repurposing. There is no requirement to replace this display.
Will there be a dedicated PC for the system for content presentation? No - There will be a Microsoft Teams Room system for conferencing and users will bring their laptops with them to the room if they require content presentation.
Is there a requirement for a tracking camera for the presenter in the front of the room? There is a requirement for a camera for the Microsft Teams Room conferecing system. Motion/person tracking is not required (as most users requsted this be disabled) but will not be discounted if included in the proposal.
Is there a requirement for the video wall to be touch enabled for whiteboarding sessions via Teams?Touch sensitivity is not a requirement
Is there a requirement for voice lift using a wireless microphone system? No - Teams room system should have ceiling mounted mics mounted in appropriate spaces around the room
Is there a defined GUI for the touch panel?Control system touch panel- Atlona Velocity, Microsoft Teams Room touch panel - Teams Room Pro. Specifics for layout & images will be determined with selected vendor during the design/implementation process.
Is the area for the videowall raised? Is it a stage area?Video wall will be in the front of the conference room. Currently, there is a small stage (Approx 6" lift from floor level)
Is there local power on the existing wall? There is standard 120v power on the front wall. If other power is required, current power is not in correct location, or if a dedicated circuit is required, please include this requirement in your design and FLETC Facilities Electricians can be requested to make these adjustments.
Will FLETC supply all facility work for installation?yes
Power?yes
Structural corrections for videowall support?Yes if required
How large is the existing table?new table will be 1 large centrally located conference room style table
Configurable/ moveable?no, fixed position
What type of lighting does the room use?can lighting & fluorescent
Will there be a need to control lighting from the control system?no, Power for display & audio, input sources, audio levels, etc for A/V system.
Is there enough light for Video conferencing?yes
Is Atlona Velocity control and hardware required? Do you have a waiver for it to be used as it is not all TAA?Atlona Velocity Only
Can equipment be shipped to site direct with secure storage on-site?Equipment can be sent to FLETC Glynco for storage post contract award.
Is there a preferred VTC system. In many of our DHS Installs we utilize Cisco EQ Codecs, is that in line with the standards at this location?Microsoft Teams is our VTC system
Is the Atlona Velocity control system optional, would something like a Crestron or like manufacture an option?Atlona Velocity Only
Does the transport method of the video and audio distribution also need to be Atlona or only the control system?Control system - required. Video & audio distribution can be other brand as long as the Atlona control solution can control sources/audio levels from that equipment.
Does this system need to accommodate the divider in the room being closed and needing both sides to be used separately? The divider will not be used. The room should be treated as 1 large conference room.
How many sources will be needed in the room, such as Lap Top connections, Podium PCs, Cable Tuners, etc?See question #7 & #9
Will the main conference table be in a permanent location or may it move around at times?new table will be 1 large centrally located conference room style table - fixed location
It was mentioned that the main table will be changing, can we get a drawing showing the new table shape and location? I hand drawing would be okay. This would help determine how cables will reach this table.Table will be centrally located in the room, similar distance from the 'stage' as the current table set up. See drawing Right --> (Not to scale)-------->
Will the Podium still be used, if so will there be any A/V Sources there, such as a Lap Top or PC?Podium will go away completely. See questions #7 & #9 for A/V sources.
Will people be presenting from the stage at times? There is no plan for anyone to use the 'stage' to present. The room will be treated like a large conference room. Presenters are expected to be seated at the conference table.
Is any kind of local sound reinforcement needed, such as a podium mics or Wireless mics?Sound reinforcement Mics were not requested as part of this solicitation. The only Mics will be the Microsoft Teams rooms mics that should be ceiling mounted and spaced appropriately.
Will DHS be providing electrical if work needed, such as power for a video wall?See Question #27.
Will DHS be providing any type of structural support needed, such as wall reinforcement for a video wall or displays?See Question #30.
Does the new video wall need to be above the chair rail on the front wall. If it does not, would DHS be providing resources to do this?Video wall should be the same size (or larger) than the current projection. The current projection extends lower than the chair railin
Can a picture from above the dividing wall be taken to show cables access between each side of the room?
Is a new display wanted or needed for the rear of the room?No
Is it the intention that the ceiling mics will pick up the whole entire room, or only the main conference table?Ideally the whole room. In the event that there are individuals who need to speak that are not sitting at the main conference table. One of the down-falls of the current Teams system in the room is that it does not support enough microphones to adaquately cover the whole room.
Is it possible to amend or add in NAICS Code 334310 or 541519?Those NAICS do no meet the intent of the project.
Does FLETC intend to modify the display wall to adequately support, provide power, and update in-room mechanical hardware to accommodate the weight, electrical needs, and offset the heat-load of the new LED display? Doing so will likely require removal of several AV components in the existing system (lectern & umbilical, associated components, etc.) If FLETC intends on removing the AV components themselves, please confirm the AV vendor can remove the associated items from the de-installation scope as defined in the solicitation?Any requirements for modification to the room to support the video wall (structural requirements, electrical requirements, etc) should be noted when submitting the proposal. This information will be taken into account before the project begins so that FLETC Facilities can make preparations prior to the vendor coming on site to begin installation. All existing A/V components (projector, in-ceiling speakers, ceiling-mounted microphones, cameras, amps, A/V swithers, VTC hardware, etc) are to be removed by the selected vendor and returned to FLETC CIO prior to the installation of the new components. The Podium will be removed from the stage area once the A/V equipment has been taken out and will not be replaced.
The solicitation states that the MS Teams and AV control panels should be located at the main conference table in the center of the room, but that exposed cabling should be minimized. The room does not currently have any floor cores for furniture outside of the stage area. Does FLETC intend to add any floor pathways to conceal AV cabling? This area can have low profile floor cable concealer (such as Legrand OFRBC-8) running the wiring from the 'stage' area to the conference table.
Will the main conference table referenced in the solicitation be permanently placed, or will the room's furniture be reconfigurable?new table will be 1 large centrally located conference room style table - fixed location
Will a cable cubby or some other kind of table connection interface be required for the new table? If yes, should this be furnished by the AV vendor?FLETC's existing Microsoft Teams rooms have a HDMI passthrough feature where user's are able to connect their laptops to display on the screen. The expectation is to have the same feature or a separate HDMI input at the same location on the conference table. Reccomendations on how to acheive this will be left up to the vendor.
Will the new room layout include an instructor's lectern? If yes, would that be a more ideal location for AV/Teams control panels? No, podium will be removed. A/V control panel and Teams room system should be located on the conference table.
There are currently two input plates to the left of the room when facing the existing projection screen. Are these the only additional sources, beyond Teams itself, that should be included in the new AV design?Input 1 for the teams room system. Input 2 should be to connect a latpop from the large conference room table in the middle of the room. Additional inputs can be provided where the current input plate is located and on the oposing wall, but are not required as part of this solicitation.
The existing system includes a confidence monitor at the rear of the room. Does that remain a requirement for the new AV system? The monitor at the rear of the room will be removed and not replaced.
The existing system includes a presenter camera at the rear of the room. Does that remain a requirement for the new AV system? The camera in the back of the room was there to show staff presenting from the stage. Going forward, the plan is to not utilize the room in this way. Presenting should occur at the conference table. Camera(s) should be positioned so they can see presenters regardless of where they are sitting at the conference table.
If the final furniture layout will closely match the current state of the room, a single or dual camera system will likely be inadequate to fully cover all seating areas. Would an auto-switching multi-camera system (i.e. QSYS ACPR or Crestron 1Beyond w/ Automate) be acceptable in the proposed AV design?Furniture layout will be changing to relfect a more traditional conference room, with a central large table (see drawing with question #44). Proposers are welcome to submit whatever camera as long as it will work with a Microsoft Teams Room system.
Will waste disposal of packaging materials and other non-hazardous waste items discarded during the AV installation be facilitated by FLETC, or should the AV vendor plan to remove all trash from the facility and dispose of it off-site?Waste removal/disposal should be handled by the vendor/installer
Will the government issue a conformed solicitation with any changes resulting from the answers to questions?Answers to these questions and any changes will be submitted as an amendment to the solicitaion.
How many cameras are requested for this space. Only 1 installation location was provided but multiple "cameras" called out.MS Teams Room system camera quantity and location should be determined by vendor as part of the system design. Cameras should be installed so they can see presenters regardless of where they are sitting at the large conference table in the center or the room. Initial recomendation was in the front of the room positioned by or above the video wall. (dependent on available space)
How many sources/inputs will be needed for the system? IE... BYOD inputs in the wall, table. Cable TV Box, CCTV and ect.Minimum of 2, one for the MS Teams Room Teleconferencing system, one for a laptop/desktop to connect to at a designated location. Additional inputs for future expansion (on oposing right/left walls) would be beneficial for future expansion.
What, if any, video wall layouts are needed?FLETC CIO is looking for a single seamless large format display that is the same size or larger than the current projected solution in the front of the room now (approx 150").
In the pictures taken during the site inspection, there is a display on the back wall of the room. Is this display staying in the design (GFE), being replaced or removed from the AV System? If the display is staying in the design can we please get the make and model of the display? The rear display will be removed as part of the deinstallation phase and not replaced.
