The solicitation requires hotels to provide lodging with king, queen, or double beds and bed linens, as well as a safe or safety deposit box. Questions and Answers Submitted for Off Center Lodging Request for Quotes 70LGLY23QGLB00100

1. Question: Will the government consider removing the elevator requirement for this

RFQ?

Answer: The Government considers all requirements before a solicitation is issued.

During this process requirements are reviewed to see if any requirement needs to be added, deleted, and/or changed.

2. Question: Does FLETC have an elevator to access second-floor dormitory units on-center?

Answer: The information requested in this question is not related to the Government’s requirement listed in this RFQ.

3. Question: Would FLETC consider using a hotel with no elevators if hotel staff will assist students with their luggage?

Answer: See question 1 above.

4. Question: Will the government consider removing the exterior corridor requirement?

5. Question: What is the purpose of excluding exterior corridor hotels from this RFQ?

6. Question: If safety is the reason for eliminating exterior corridor hotels, would providing a security guard on-site, at no additional cost to FLETC, be an acceptable alternative?

7. Question: We are performing independent research on the Combined Synopsis/Solicitation (70LGLY23QGLB00100). We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: This is not a new requirement. FLETC has been using Off Center Lodging since before Fiscal Year 1995. Due to the numerous orders that have been issued for Off Center lodging, the incumbents cannot be listed. As encouraged before when this question was submitted for prior RFQs, please submit a FOIA request for that information.

8. Question: Section C – Entitled “Requirements and Dates” says a separate Hotel Services and Prices form can be submitted for each month. Can you use just one form and place more than one rate, like in the month of March when per diem rates change? Or is it best to use another form for changes in rates?

Answer: Companies can use one (1) form to provide multiple availability and prices.

9. Question: In the Statement of Work – Section 1.2.1 entitled “Manager /Alternates” it says Contractor shall designate in writing at the time of proposal, the name of the Program/Hotel manager and alternate. Is this person in addition to the Point of Contact listed on the Authorization Letter from the Hotel?

Answer: No, that is the same person.

10. Question: How would you like the hotel rooms to be priced? Would it be per night for 2 beds?

Answer: Please see the Hotel Services and Prices form. There is a table to submit prices per night. One (1) row is for single occupancy which is one (1) person per room and another row for double occupancy which is two (2) people per room. Also, see Section C, Statemen of Work, paragraph 2.1, subparagraph a(1): “King, Queen, or double sized bed, with the same sized bed linens, blankets and comforter/bedspreads, and mattress pad or bedbug cover.”

11. Question: In the Statement of Work – Section 2 entitled “Contractor Furnished Facilities, Property and Services” sub-section 2.1 (a) (10) – Working safe or safety deposit boxes in a secure location… if a Hotel does not have either a safe or safety deposit boxes will that disqualify the Hotel from consideration?

Answer: Yes, it would prevent a hotel from receiving an award. Safe or safety deposit boxes are a requirement of this acquisition.

12. Question: I do believe the section below extracted from the solicitation violates the civil rights law. The contractor may request, from the student, the service animals’ s registration documentation.

Answer: See Amendment 0001.
