The following is a proposed description to be considered as seem on other RFPs from various services. For example Billeting clerk <10 years, Warehouse Lead > 10 < 20 years, and DPTMS Plans & Operations Chief > 20 years, this protects Personal Information and allows for accurate pricingPlease reference to the Performance Based Statement of Work (PBSOW) which is listed in the solicitation. Because the emphasis of a PBSOW is to state the requirement in general terms of what the result is to be done, rather than the method it is done. The PBSOW provides the contractor maximum flexibility to devise the best method to accomplish the required results. Based on this contractors submitting proposals are to utilzie their profesional judgement to determine which labor categories would be best used to fulfill the requirement for the Government request.
13RFPSection L.7 Phase 2 Factor 4 page 270 of 279Though the RFP stipulates that the offerors provide a detailed breakdown of how pricing was developed, no submission template was supplied. 18RFPSection M.2 Factor 4 (d) and (e )No incumbent staffing demographics are provided. The absence of these demographics may lead bidders to use more junior staffing seniority and lower-level labor categories. This will result in lower evaluated prices, which may be determined to be unbalanced. We recommend that the Government provide historical staffing by labor category aligned to the SCA and include a range of experience levels such as 5-7 yearsOver the past two (2) years of historical data the number of staff which has been utilized for this requirement has ranged from a minimum of 22 up to 28.
