65. Part 6. Required Plans and Documents, Page 46. The first sentence of the first paragraph under this section states "All plans shall be marked and handled as FOUO information." FOUO is now considered CUI (Controlled Unclassified Information) which requires CMMC Level 3 safeguards to be in place for any Government Agency or contractor to handle and store. Does the Government have CMMC Level 3 rated IT systems to properly receive, process and store this information?

Answer: Plans shall be marked as specified at page 46.

66. Part 6. Required Plans and Documents, Page 46. The first sentence of the first paragraph under this section states "All plans shall be marked and handled as FOUO information." Our understanding is that FOUO is now considered CUI (Controlled Unclassified Information) which requires CMMC Level 3 safeguards to be in place for any Government Agency or contractor to handle and store. CMMC Level 3 compliance is not yet required for DoD contractors. It is unrealistic for the Government to require offerors to prepare and submit CUI data at this point in time. Can the Government revise the marking/classification guidance for this requirement to eliminate the requirement for either CUI or FCI (Federal Contract Information)?

Answer: Typographical error. The correct reference is, “With the exception of the plans at paragraphs 6.8 through 6.10”.

68. L.8.5 Factor 3 - Past Performance. The first paragraph in section L.8.5 states: "The offeror shall provide information on no more than three (3) contracts performed". The second paragraph in section L.8.5 states: "This is in addition to the five (5) contracts listed in the paragraph above.".

Can the Government please deconflict the 2 statements so that the number of required Past Performance references required from the Prime offeror match?

Answer: 3. L.8.5 statement should read “This is in addition to the three (3) contracts listed in the paragraph above.”

69. Standard Form 1449/ Supplies and Services Section B. In Block 20. Schedule of Supplies/Services the Period of Performance is listed as 2/2/2022 to 1/31/2027. Yet, on page 2 of the RFP the Phase -In period starts on 1/2/2022 to 1/2/2022 and on page 12 of the RFP CLIN 5001 has a Period of Performance ending on 9/30/2027. Can the Government please clarify the Period of Performance dates for this contract?

Answer: Phase-in period starts on January 02, 2022 and ends January 31, 2022. CLIN 5001 through CLIN 5009 is October 01, 2026 through January 31, 2027.

Yet, the POP under each of these CLINs is for 2/1/22 to 9/30/22 which totals 8 Months. Can the Government please explain the discrepancy in the Quantity /Unit and POP section of these CLIN's?

Answer: The quantities listed on 0006, 0008, and 0009 are estimated quantities for the year.

Contractor does not provide a bid on these CLINS. These are used for SCWR actions with funding provided by the Government in the form of a lump sum estimated amount. The hourly rate would be based on the CBA classifications as negotiated with the contractor at time of need.

The day rate would be negotiated based on actual costs and again at time of need. CLIN 0007 funds are in the form of Lump Sum (LS) to be utilized when needed during the performance period of contract. For evaluation purposes a lump sum is provided for each specific CLIN all years for these CLINS, see question 54.

71. Supplies and Services Section B. CLIN X007 has a Unit reference of 1 LS in column D of the Schedule of Supplies and Services. Can the Government please explain what LS means as used in column D of the Schedule of Supplies and Services?

Answer: LS equals Lump Sum.

72. Supplies and Services Section B. CLIN X009 has s Unit reference of DA in column D of the

Schedule of Supplies and Services. Can the Government confirm that "DA" as used in column D of the Schedule of Supplies and Services stands for "Day”?

73. Supplies and Services Section B. CLINs X0006, X0007, X0008, and X0009 all state that " The amounts listed are Government provided funds and contractor is to use these figures in their proposal". However, there are no amounts associated with these CLINS for offerors to use. Can the Government provide the plug numbers that appear to be missing from CLINS X0006, X0007, X0008, and X0009?

Answer: X0006: Contractors are to propose hourly rate. X0007: Contractors are to use $8,333.00 for evaluation purposes for this CLIN. X0008: Contractors are to propose hourly rate.

CLIN 1006 has a Quantity and Unit reference of 460 Hours, CLIN 1007 has a Quantity and Unit reference of 2 LS, CLIN 1008 has a Quantity and Unit reference of 166 Hours and CLIN 1009 has a Quantity and Unit reference of 80 Days. Yet, the POP under each of these CLINs is for 10/1/22 to 9/30/23 which totals 12 Months. Can the Government please explain the discrepancy in the Quantity /Unit and POP section of these CLIN's?

Answer: CLINS X0006 through X0009 are not monthly actions. CLINS X0006 through X0009 are utilized on an as needed basis throughout the PoP.

75. Supplies and Services Section B. CLIN 1007 has a Quantity and Unit reference of 2 LS. Can the Government define what "LS" is, and what two of them would equate to?

81. 1.7.1. The PM Qualifications paragraph under this section states that the on-site PM "...shall have successfully managed a comparable operation which included postal operations, furniture/equipment assembly, assets and logistics management support, on-call moving, and on-call support." The chances of any individual located anywhere near Glynco Georgia having all these requirements are extremely unlikely except for the incumbent. Placing all these requirements against one position gives unfair competitive advantage to the incumbent and equates to a personal services contract (which is not authorized by FAR 37.104). Request the Government revise and broaden the PM requirements for comparable service to remove the possibility of having a personal services contract and the unfair competitive advantage to the incumbent that this language provides.

Answer: See response to question 11.

90. Section E-Annex E-2 LOGISTICS SERVICES PERFORMANCE REQUIREMENTS SUMMARY.

This section details the performance standards and maximum payment reductions for not meeting performance standards. For some lines where the performance standard is 100%, the maximum payment reduction is up to 5.7% of the monthly invoice. An example is PRS #4 which states that all outgoing Government mail and parcels are at are at BG0741 NLT 3:30 pm on same day of receipt. If once in a month, outgoing mail is received at BG0741 one or more minutes late, the contractor invoice can be reduced by 5.7%. With mail not leaving BG0741 until approximately 4:30 P.M., the likely impact to government operations would be none. This penalty seems drastically inappropriate and severe in relationship to any negative repercussions that may be caused by a slightly delayed delivery time. Can the government reassess the Performance Requirements Summaries where 100% performance standards are required to avoid significant payment reductions to ensure those Performance Requirements and Payment Reductions reflect the true impact to government operations?

Answer: Performance Requirements Summary for Inter-Office Mail/Parcel Pickup and Delivery Services has been changed to Maximum Payment Reduction. The reduction will be based on percentage of allowed Monthly CLIN Amount times Actual Percent Defective.
