Federal Law Enforcement Training Centers Glynco GA Campus Solicitation for IDIQ Construction
In the RFP, Section L, page 164, it says that the clients should send the completed PPQ directly to the governments CO, but the directions in the PPQ form, page 2, says that "clients are highly encouraged to submit questionnaires directly to the offeror" and that "Questionnaires may be submitted directly to FLETC." At this point, although PPQs may have already been sent out, which direction should we communicate to our clients?
Answer: All PPQ forms should be sent to the Contracting Officer via email at Jacquelyn.reed-bush@fletc.dhs.gov.
Technical Specification Section 01 45 00, Section 1.6.4.2 states “ Submit primary and alternate Key Personnel resumes and letters as described in paragraph 1.3 Key Personnel Resumes, Qualifications, Letters of Commitment, Certificates and Appointment Letters;”
however Technical Specification Section para. 1.3 title Submittals does not reference key personnel resumes/qualifications/letters of commitment, etc.” Please clarify where Para. 1.3 Key Personnel Resumes, Qualifications, Letters of Commitment, Certificates and Appointment Letters can be found.
Answer:
In Specification Section 01 45 00, paragraph 1.3 Submittals under Title Key Personnel Resumes, Qualifications, Letters of Commitment, Certificates and Appointment Letters; describes the requirements for key personnel to be submitted. It is the Offerors responsibility to create and provide Key Personnel Resumes, Qualifications, Letters of Commitment, Certificates and Appointment Letters.
Section M, Page 168, para. 1 states “Provide resumes for the proposed key personnel of the prime contractor including project manager, project superintendent, and quality control manager.”. Technical Specification Section 01 45 00, para. 1.6.42 states “Offerors shall initially submit their proposed primary and alternate key personnel resumes and letters with the technical proposal during the contract solicitation phase. Please clarify which resumes are required at the time of proposal submittal, and if letters of commitment are also required with the proposal submittal.
Answer:
Please submit the following requirement stated in the following specification section Technical Specification Section 01 45 00, para. 1.6.42 states “Offerors shall initially submit their proposed primary and alternate key personnel resumes and letters with the technical proposal during the contract solicitation phase.
Section III Past Performance, page 163 says to include a maximum of five (5) contracts and then the next sentence says do not list more than three contracts. Please clarify whether we are to include 5 contracts or limit it to 3 contract.
Answer: This question is addressed in amendment 001 javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$RecentDocumentResults$ctl00$DocumentNumberLink','')
Section III Past Performance, page 164 mentions a sample Past Performance Tracking Record provided as Attachment 29, but the RFP documents do not appear to include this form. Can this be added to the forms on the solicitation website?
Answer: FLETC Past Performance Questionnaire Form is provided in amendment 001.
Change the verbiage to read the following: (p164-165) Correction has been attached to this amendment.
A Past Performance Questionnaire Tracking Record, or equivalent form(s), containing the same information, shall be maintained by the offeror, documenting all exchanges between and follow-ups made to each of the POCs identified. The offerors will provide a Past Performance Tracking Records spreadsheet (offerors developed the worksheet). All Past Performance Tracking Records shall be submitted with the offeror’s Past Performance Section. This exchange/contact between the offeror and its POCs cease upon submission of the offeror’s proposal to the Government in response to this RFP. The Government may conduct follow-up discussions with any of the people identified in the Tracking Records or in the offeror’s Past Performance Section. The Government may obtain other information by sending out additional questionnaires and/or through other sources.
The RFP Sections L and M request the same information for "recent relevant contracts" be included in both the Management Approach and Past Performance sections. Can we provide this information under Past Performance and just reference it within the Management Approach or should we include it in both sections?
Answer: No. Each requirement must be addressed as indicated in the solicitation.
The Past Performance Questionnaire for this solicitation currently located on the Government's website is in an unusable format with much of the text kind of garbled. Can you provide a clean version for us to use or is there a standard version that we can download from another location?
Answer: See amendment 001 for the PPQ form.
Is there a hierarchy of importance for the Past Performance contract relevancy? I.e., are “Contracts with local subcontractors in the Glynco, Ga, area or within southeastern United States” more important than “Contracts in which no or few local subcontractors were available”?
Answer: No, there is not a hierarchy of importance that differentiates level of importance for location of subcontractor relationships in this solicitation.
If the contractor chooses to have an office trailer on base, will electrical, sewer and other utilities be available to the contractor? Will there be a charge for these utilities?
Answer: Reference section C.16, Paragraph (a.) Government Furnished, Site, Equipment and Materials.
Can the government provide an example task order proposal submission?
Answer:
No, the means and methods of building a proposal is not the responsibility of the Government.
javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$RecentDocumentResults$ctl00$DocumentNumberLink','')
Can CPARS be submitted with the proposal in lieu of one or both of the requested Past Performance Questionnaires?
Answer: Reference Section L, Section III for past performance requirement. The Government intent is not to tell offerors how to submit their proposal.
Section 01 52 50 page 2, 1.3g appears to state that the Superintendent may also be the Safety Officer. Page 24, paragraph 1, of the solicitation says “(No multi hat position allowed)” in regards to Key Personnel and lists Safety as a Key Personnel position. However, in Section L it only lists Project Manager, Quality Control, and Superintendent and Key Personnel. If you could please clarify for me a. What positions do you want Key Personnel information for? Answer: Reference Solicitation Page 23-24 Section C.4 Contractors On-Site Key Personnel (Project Manager, Project Superintendent and Quality Control Manager)
Can the Superintendent be the Safety Officer as well? Answer: Yes, as listed in Specification Section, 01 52 50 page 2, 1.3g
Section C.4 .b on page 24 states: “The Contractor shall employ and keep a competent Superintendent and alternate Superintended who is directly employed by the Contractor on the job site at all times work is being performed.” The Quality Control Manager Section C.4.c is worded the same. Assuming that you only want one Superintendent or Superintendent Alternate and one Quality Control Manager or Quality Control Manager Alternate on the job site during all working hours. Is this assumption correct?
Answer; Reference Section C.4 Contractors On-Site Key Personnel “Key personnel include the Project Manager, Superintendent, Quality Control Manager and their respective position Alternates. Key personnel shall be directly employed by the prime Contractor. (No multi hat position allowed) Alternates serve as back-ups in the event of any absence of the primary key personnel or may serve to provide extra capacity dependent upon work load. Alternates must possess the same qualifications of the primary personnel.”
Page 163, paragraph one states “Only a maximum of five (5) contracts the offeror considers the most relevant will be considered for evaluation. Do not list more than three contracts. Contracts exceeding the first three listed will not be considered or evaluated.” Should you please clarify if you would like 5 or 3?
Answer; See amendment 001. Section III - the answer is five relevant contracts that are active ……
2nd paragraph Do not list more than five contracts….
SECTION B.3.3.c, Page 13, #26 Is FLETC amenable to a blanket bond for $3 Million per year in lieu of issuing bonds per task order?Answer: No
SECTION B.3.3.c, Page 13, #23 “All requirements in R.S. Means Facilities Construction Cost Data line items outlined as “Minimum Labor/Equipment Charge.”
The above statement is to be included in the coefficient factor. We are to believe this statement indicates none of our task order proposal can use a Minimum Labor/Equipment charge.
Answer: The means and methods of building a proposal is not the responsibility of the Government and the coefficient is applicable to every CSI line item per task order. Please follow SECTION B.3.3.c, #23 for instructions.
javascript:__doPostBack('ctl00$ctl00$body$homebody$RecentDocuments$C$RecentDocumentsControl$RecentDocumentResults$ctl00$DocumentNumberLink','')
Given the information provided at the site visit, 50% of the task orders are between $2,000 and $10,000, it seems many of the projects will include a small amount of work. It will be more difficult to estimate this cost into our coefficient of this is the case. Please confirm if our assessment is correct or if we have misinterpreted the verbiage. Answer; You are correct. 50% of the task orders were between $2000 and $10,000 dollars the base year of the contract. The Government gives no guarantees on the dollar amounts or number of task orders that may be given. No projections of work are given for the base or any option years for this solicitation. The data presented to all offerors was for reference and historical insight only and had no bearing on the future solicitation.
SECTION B.3.3.e, Page 13 It is unclear if the Offeror is to provide any RSMeans licenses for the Government.
Answer; Please Reference C6 Paragraph c. (1)
SECTION B.4, Page 14
Although the offeror is providing a coefficient for the base year and all subsequent option years, if site conditions change is there a means/method for renegotiating the coefficient? Answer; Reference Section M Under Price Since the coefficients will remain the same for the life of the contract, proposals shall be evaluated, for award purposes, based upon the total evaluated price for the base year only. Any changes in prices due to inflation/deflation and required labor rate increases pursuant to Davis Bacon Wage Determinations will be accomplished by incorporating the new edition of the R. S. Means Cost Works, Facilities Construction Data Cost Works, Facilities Construction Data Cost Works, Facilities Construction Data Cost Works, Facilities Construction Data Cost Works, and Facilities Construction Data Construction Cost Data. At the beginning of each calendar year, within 30 days, the new edition of the R.S. Means Facilities Construction Cost Data will be automatically incorporated into the contract
Example: The solicitation requires a PM, a Superintendent and a CQM on site. If more personnel are required for adequate supervision due to an influx in projects, could this be addressed in a coefficient modification? SECTION B.6.d.1, Page 15 Answer: No, see answer above.
Please confirm the items listed are not excluded from the Offerors proposal. These items are to be Non-Pre- Priced. Answer: Reference B.6.d.1.
Are there any CSI line items in 01 11 Summary of Work that are excluded?
Answer: Please reference section B6 Para. D (1).
In addition, please indicate how the Offeror is to itemize 01 33 Submittals. Will this be an hourly rate based upon the Clerk CSI line item?Answer: The means and methods of building a proposal is not the responsibility of the Government. Please reference Section B.6 page 15, paragraph d. (1)
This question was discussed during the site visit.
Please confirm the alternate On-Site Key Personnel are not required to also be on site full time. The required personnel is 3 persons, not 6.Answer: Reference Solicitation Page 23 Section C4 Contractors On-Site Key Personnel.

SECTION C.6.c.2, Page 29
The paragraph indicates that all quantities are for in place work and the Offeror is not to include waste.
RSMeans directs the estimator as follows:
Page ix Estimating with RSMeans data: Unit Prices “2. Quantify
• Determine the number of units required for each work task that you identified.
• Experienced estimators include an allowance for waste in their quantities. (Waste is not included in our Unit Price line items unless otherwise stated.)” As we are using RSMeans as our pricing guideline, please confirm waste needs to be included in our coefficient as it will not be priced in the Offerors proposal.
Answer: Please follow SECTION B.3.3.c, for instructions.
SECTION B.3.3.c, Page 13, #26
Is FLETC amenable to a blanket bond for $3 Million per year in lieu of issuing bonds per task order?
Answer: No.
SECTION C.6.c.3, Page 29
The paragraph skips from paragraph (2) to (4). Is there a paragraph (3)?Answer: Number has been corrected in this amendment
SECTION C.6.c.4, Page 29 “The “minimum” unit cost will be used whenever a UPB line item indicates a range of costs by listing “maximum” and “minimum”.”
There are many items that may be requested that require the “maximum” be used if circumstances and/or special materials are required. Can this be negotiated per task order? It would be difficult to make assumptions in an attempt to capture this cost in the Offerors coefficient. This may lead to a net loss on some task orders as a result of an inability to properly account for project costs in RSMeans. It would be difficult to make assumptions in an attempt to capture this cost in the Offerors coefficient. This may lead to a net loss on some task orders as a result of an inability to properly account for project costs in RSMeans.
Answer: The means and methods of building a proposal is not the responsibility of the Government.
Section B.3.c. OFFER and the instruction contained within should be utilized to create the coefficient for this solicitation.
SECTION B.3.c.16 Page 13
The coefficient factor must include, but is not limited to the items listed below:
“16. R.S. Means Facilities Construction Cost Data and all applicable updates” The RSMeans book indicated for the Offerors to use under Contracting Officer’s Special Instructions, paragraph 8. Unit Price Book indicates to use “R.S. Means Facilities Construction Data. Item 16 appears to cover the entire book the Offerors are to use for pricing. Please clarify.

SECTION C.18 Page 38 Can the government estimate a general number of times an Offeror can expect an emergency phone call?
Although we will maintain this number and response time, if it is frequently used, the cost of such a person on call will increase with the frequency. Answer: The Government will not give estimates on this.
Please reference section C.18 Page 38
SECTION F.5, Page 49
“The Contractor shall move, protect and replace all furnishings and portable equipment…” “This work is included in the coefficient.”To what extent is the Offeror to “protect” the furnishings? Does this include removing from the construction space, storing in a conditioned space and returning? Is this work limited to minimal moves within the construction space?
Answer: The extent of this section will be specified per each individual task order requirement please reference SECTION F.5, Page 49.
SECTION H.40, Page 89
“The Contractor shall provide a Safety Representative for this contract. This individual shall be responsible for the overall safety of the project site and shall have the authority to act in all safety matters for the Contractor. The Safety Representative shall be on site at all times during construction. The Safety Officer may not be the QCM.” Can the Safety Officer be the Superintendent? Under C.4 the solicitation indicates “No multi hat positions allowed”. Is this a required person in addition to the PM, Superintendent and QCM? Answer: Yes, reference section as listed in Specification Section, 01 52 50 page 2, 1.3g
The Duties of the Safety Officer are indicated under 01 52 50, but not specifics on whether this could be a Superintendent duty. Does the Safety Representative need to be employed by the Offeror?
Answer; Yes, reference section as listed in Specification Section, 01 52 50 page 2, 1.3g
SECTION L.12.Section III, Page 163
“Only a maximum of five (5) contracts the offeror considers the most relevant will be considered for evaluation. Do not list more than three contracts. Contracts exceeding the first three listed will not be considered or evaluated.” Please provide more information. Are the Offerors to submit five projects or three?Answer: Reference amendment 001.
