About this file

This is a Quality Assurance Surveillance Plan (QASP) for a Waste Disposal and Recycling contract at the Federal Law Enforcement Training Centers (FLETC) in Cheltenham, Maryland, effective January 13, 2026. The contractor shall furnish all necessary personnel, services, equipment, tools, materials, vehicles, facilities supervision, and other resources to provide waste disposal and recycling services in compliance with federal, state, Department of Homeland Security, and local commercial regulations, standards, and practices. The Multi-Functional Team objectives emphasize cost savings through reduced manpower, man-hours, and vehicle expenses; operational efficiencies by freeing site personnel for mission-critical activities; and improved customer service via a Help Desk at (301) 877-8531 that routes requests to the Contracting Officer Representative (COR).

The QASP establishes clear performance objectives with specific thresholds and assessment methods. Key performance requirements include: weekly dumpster emptying without exceeding load capacity (maximum three validated customer complaints per month); equipment maintenance keeping dumpsters and vehicles in proper working order, clean and odor-free (maximum two validated complaints per month); delivery of monthly reports, logs, sales, and weight tickets by the 15th of each month (no missed months); property damage not exceeding one incident per quarter; and unscheduled collections or dumpster relocations performed within 24 hours of request (no more than one missed per quarter). The COR monitors contractor performance through random inspections, customer complaint validation, and periodic surveillance, submitting monthly surveillance reports to the Contracting Officer. The contractor must maintain an internal quality control program acceptable to the Government and produce Quality Control Reports documenting inspection dates, outcomes, and preventative measures.
