About this file
This is a Performance Work Statement (PWS) for solid waste disposal and recycling services at the Federal Law Enforcement Training Center (FLETC) located in Cheltenham, Maryland, effective February 27, 2026.
The contractor shall provide all personnel, equipment, vehicles, and materials to perform non-hazardous integrated solid waste and recycling disposal at FLETC. Services operate Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding federal holidays, with dumpsters emptied weekly. The contract specifies 15 dumpsters across multiple buildings: 9 waste dumpsters (8 cubic yards each) and 6 recycling dumpsters (8 cubic yards each, with 3 located at Building 5). The contractor must maintain all equipment in operational condition, repair or replace damaged dumpsters within 2 weeks, and police the area within a 10-foot radius of dumpsters. All trucks must be weighed upon arrival and departure at the rear entrance scale. Historical data indicates solid waste collection ranges from greater than 40 tons (FY20) to greater than 49 tons (FY25), with recycling ranging from greater than 39 tons to greater than 45 tons respectively. Special provisions include delivery of open-top roll-off dumpsters within 24 hours for bulk items and construction debris, and provision of five 30 cubic yard roll-off dumpsters annually with charges limited to dump fees only.
The contractor must submit monthly invoices with weight tickets by the 10th of the following month and return all recycling proceeds to the government within 15 days via electronic funds transfer, ACH, credit card, or IPAC payment using specified FLETC banking information. Performance thresholds allow no more than three validated complaints monthly for waste disposal and dumpster cleanliness, two for equipment maintenance, one property damage complaint per quarter, and zero complaints for unscheduled collection services. Contractor employees require FLETC badges or short-term access passes, arranged through the Contracting Officer Representative (COR). All contractors assume responsibility for spill containment, cleanup costs, and any property damage caused during operations, with all trucks required to carry spill kits.

Integrated Solid Waste/Recycle Disposal
1.2. The contractor shall provide dumpsters, equipment, vehicles, materials, and labor to dispose of non-hazardous solid waste and recyclable materials accumulated on site. The contractor shall empty the waste and recycling dumpsters once a week to prevent their capacity from being exceeded and to maintain the dumpsters in a sanitary condition, free of dirt, debris, and odor, in accordance with local commercial practices and Environmental Safety and Occupational Health (ESOH) regulations and guidance provided at www.osha.gov. When a dumpster needs to be moved or relocated, the contractor will do so at the COR's request. When a request to move or relocate a dumpster is essential and cannot wait until the next service date, the contractor must move or relocate the dumpster within 24 hours of notification.
1.2.1 The contractor will keep all equipment, vehicles, and dumpsters in operational order throughout the contract. All dumpster doors, tops, or damage to the dumpster body, including rusted-out bottoms, will be repaired, or the dumpsters will be replaced. If it takes longer than 2 weeks to repair a dumpster, the contractor will replace the dumpster with a temporary dumpster of the same size until the broken dumpster can be repaired. Vehicles will not be driven on site if they are found to be leaking oil or fluids.
1.2.2. The contractor shall pick up all litter and waste on the ground within a ten-foot radius of the dumpsters during the collection. No trash shall be on the ground when the area is inspected after the collection.
1.2.3 Upon arrival and departure from the site, all trucks will be weighed. The truck scale is found at the rear entrance from Frank Tippett Road. Contractor employees will notify the COR each time they are on site performing the duties of this contract. If something is blocking a dumpster and preventing the driver from emptying it, the driver or supervisor should immediately contract the COR and explain the situation. Do not leave the site without informing the COR and sending picture proof. Blocked dumpsters do not excuse a lack of policing in the dumpster area.
1.2.4. The contractor shall have open top roll off dumpsters on hand and ready to deliver on site when requested to dispose of bulk items, including but not limited to furniture, wood, metal, and NON-FREON appliances, or construction debris. Roll-off dumpsters will be requested by the COR or the Contracting Officer (CO). The contractor may have up to 24 hours from the COR's notification to drop off an open-top roll-off dumpster or pick up a dumpster when it’s ready to be emptied. Some projects may require an additional dumpster; the COR or CO will inform the contractor how to proceed when requesting pickup.
Invoicing
1.2.5. The contractor will provide all waste and recycling weights for the separate types of recycling; the amount of proceeds received from each recycling type, and copies of the original weight tickets. The original weight tickets for waste and recycling will also be copied and sent along with the monthly invoice for reimbursement of dump fees to the CO, unless the CO provides different invoicing instructions.
