About this file

This is a Questions and Answers document (Amendment 01) for RFQ 70LCHE26QPFB00005, addressing clarifications on speed trailer radar equipment specifications and delivery logistics.

Product Requirements: The solicitation seeks a speed detection trailer with a single-sided radar reader and driver-facing LED display showing approaching traffic speeds. Simultaneous bidirectional speed detection is not required. The unit must include automatic shutoff functionality that initiates timing from the last speed read and remains off until manually restarted. Solar power is the primary energy source, with battery backup lasting a minimum of 8 hours. The 50W solar panel specification allows for higher-output monocrystalline alternatives, and larger-capacity deep-cycle batteries meeting autonomous-operation requirements are acceptable. Pricing includes three line items (Items 1-3) with Item 4 serving as a total price summary only, preventing double-counting.

Delivery and Administrative Terms: Delivery must occur to 9000 Commo Road, Cheltenham, MD 20588, with receiving hours Monday-Friday 0730-1630. Advance notice is required, and delivery drivers must complete security documentation and obtain prior clearance. Forklifts are available on-site for unloading 53-foot flatbed trailers. The submission deadline is September 14, 2026, at 1:00 p.m. Eastern time, with earlier submissions accepted. All invoices must be directed to the contracting officer, and all items must comply with the Buy American Act.

70LCHE26QPFB00005 AMENDMENT 01

1. Does the trailer need to detect speed in both directions simultaneously?

1A. No this is not a requirement.

2. Radar direction: Must the driver-facing LED display show speeds for either approaching or departing traffic when selected, or is selectable dual-direction measurement sufficient with only approaching speeds shown on the driver-facing display? Please distinguish any required measurement, display and data-logging functions

2A. If the quoted speed trailer has dual sided readers, it will need dual sided display. A singular sided reader and display is what is required.

3. One-hour shutoff: Is the intent to stop radar and speed-display operation after 60 minutes, or to shut off only the local control interface/backlight? Does the hour run from power-on or from the last user interaction, and should the unit remain off until manually restarted?

3A. The intent is to have an automatic shutoff after a certain amount of time, and to have a manual shutoff. The timer for turnoff would start at the last speed read. Once the unit turns off it should remain off until manually turned on.

4. Solar and batteries: Is 50W an exact panel requirement or a minimum that permits a higher-output monocrystalline panel? May a larger-capacity equivalent deep-cycle battery bank be offered if it meets the specified autonomous-operation requirement?

Please identify the runtime/duty-cycle basis expected for technical evaluation.

4A. The intention is to have solar power to be the machine’s primary power source, with a battery backup for use during low light/no light situations. The battery backup should last for at a minimum of 8 hours.

5. Delivery: What required delivery date or maximum lead time applies after award? Please confirm the physical freight address and ZIP as 9000 Commo Road, Cheltenham, MD 20588, along with any appointment, security-access and unloading requirements that the supplier/carrier must include.

5A. The physical address is 9000 Commo Road, Cheltenham, MD 20588. Delivery driver must be cleared prior to arriving for delivery.

6. Response time: The RFQ says September 14 at 1:00 p.m. EST. Please confirm whether the intended deadline is 1:00 p.m. Eastern local daylight time on September 14, 2026. We plan to submit ahead of the earlier interpretation.

6A. The deadline for submissions is September 14, 2026, at 1:00 P.M. Eastern time. Earlier submission will be accepted.

7. Contract administration: Please identify the required electronic invoicing process and any additional attachments, amendments or applicable domestic-source provisions not reproduced in the attached RFQ that offerors should use when preparing their quotations.

7A. All invoices for commodities are to be sent to the contracting officer for processing. All items must follow in the Buy American Act.

8. We are working on the solicitation# 70LCHE26QPFB00005 posted on SAM.gov. Could you please clarify the following delivery details for 9000 Commo Road, Cheltenham, MD?

Offloading: Is a loading dock or forklift available on-site to unload a 53' flatbed trailer?

Access: Are there specific receiving hours, driver clearance rules, or advance notice requirements?

8A. Address clarified above. Offloading: yes, there are forklifts available to unload the flatbed trailer.

Access: receiving hours are Monday-Friday 0730 to 1630. Advance notice prior to delivery will need to be made and documentation for the delivery driver will need to be completed.

9. Schedule of Supplies: Item 4 is listed as “Total,” quantity 1 LOT. Should Item 4 be treated only as the summary of Items 1 through 3, rather than as a separately priced line item?

We want to avoid either omitting a required line or double-counting the total.

9A. Yes, Item 4 is to be used as a total price summary of Items 1 through 3.
