QUESTIONS & RESPONSES

QUESTION: Table 1 of Task 2 is inconsistent with the Stormwater Design Manual (Chapter 3) in classifying what is a structural practice per Task 2.1. Specifically, BMPs 10 through 17 in Table are in chapter 5 of the Stormwater Design Manual and are considered Micro-Scale/ESD Facilities. Are all the BMPS in table 1 to be inspected and maintained or just the structural facilities (Chapter 3 of the design manual)?

RESPONSE: All listed BMPs are to be inspected and per maintained. Per MDE MS4 requirements, all BMPs shall be inspected and maintained. As such, BMP Type as listed in Table 1 of Task 2 will be more aligned with BMP types in MDE’s Technical Memorandum #9, Maintenance Schedules, than the Stormwater Design Manual.

QUESTION: The plans provided are design plans. Are As-built plans available for the facilities not under rehabilitation or construction?

RESPONSE: As-built plans are not currently available. BMP as-built plans are currently being reconstituted. These can be provided once approved by MDE but will not be available immediately.

QUESTION: Do any of the inspections such as the annual inspections have to occur under the supervision of a Professional Engineer licensed in Maryland?

RESPONSE: MDE MS4 requirements only necessitate a qualified person to conduct inspections.

QUESTION: Are the size of the ponds available in Acres of square footage?

RESPONSE: Areas can be provided but will be approximate.

QUESTION: Are the maintenance periods for the various BMP types to be derived from the MDE maintenance documents provided in the solicitation?

RESPONSE: Refer to MDE Technical Memorandum #9, Maintenance Schedules, as this contract shall allow FLETC to meet MS4 permit requirements. This contract does not require monthly inspections or maintenance, but these identified items shall be included in the quarterly activities (i.e. clearing the BMP of trash).
