About this file
This document is Amendment 0002 to a Request for Quote for Tactical Training Walls issued by the Department of Homeland Security's Federal Law Enforcement Training Centers (FLETC) located in Charleston, South Carolina. The solicitation number is 70LART26QPFB00008, with an effective date of April 22, 2026.
The amendment addresses questions submitted regarding the tactical training walls project for Artesia, New Mexico. Item 0001 specifies a complete supply package of tactical training walls including wall panels, door units, connector hardware, finishing materials, and technical documentation, with shipping included to the destination. The Product/Service Code is 5410 (Prefabricated and Portable Buildings). Key clarifications provided in the Questions and Answers section confirm that: wall panel heights of 84 inches are acceptable as an alternative to the standard 96 inches; 48-inch wide panels are required to create rooms of various sizes and hallways approximately 8 feet wide; panel materials must comply with solicitation specifications and be evaluated accordingly; connector/bracket systems and finish/coating systems must meet or exceed solicitation requirements; and installation services are at the vendor's discretion regarding inclusion in base pricing. The government emphasizes that the tactical building will be constructed in an open-air environment in Artesia, New Mexico, which experiences exceptionally high sun, UV, and wind exposure (sustained winds of 45 MPH with gusts up to 90 MPH), and the structure is intended to remain permanently installed. All quotes will be evaluated in accordance with the terms and specifications outlined in the original solicitation and its attachments.

QUESTIONS AND ANSWERS FOR QUOTE 70LART26QPFB00008 AMENDMENT 0002
TACTICAL TRAINING WALLS
1. Question:
Wall Height Requirement Clarification
The specification references standard wall panels approximately 48” x 96” (8 ft height).
Would the Government consider alternative panel heights (e.g., 84” / 7 ft) if the system otherwise meets all functional and modular requirements?
ANSWER:
84 inches would be sufficed height
2. Question:
Panel Width / Modularity Clarification
The specification includes panels sized approximately 48” x 96”, 48” x 48”, and 24” x 96”.
Would a system utilizing a standardized panel width of approximately 54” (4.5 ft), while maintaining full modularity and compatibility across configurations, be considered acceptable?
ANSWER:
The training walls will be utilized to create rooms of various sizes and hallways approximately 8 feet wide. The 48” panels will provide this capability.
3. Question:
Material Composition and Ballistic Properties
The specification calls for panels constructed of pressure-treated fascia or equivalent durable material suitable for repeated assembly/disassembly and environmental exposure.
Would alternative materials (e.g., ripstop polyester or similar synthetic composites) that provide comparable durability and outdoor performance be considered acceptable, even if such materials are not ballistic-rated and may allow NLTA/simulation rounds to pass through?
ANSWER:
Please refer to the solicitation requirements and associated attachments for all minimum specifications. All quotes will be evaluated in accordance with the terms of the solicitation issued.
4. Question:
Wall Panel Requirements:
Trango Systems modular wall panels utilize Panel-o-Foam a closed cell cross-linked Polyethylene foam laminate manufactured using an extrusion process that has been laminated on both sides to a solid HDPE extruded sheet. Trango panels are modular, interchangeable and designed for outdoor use without the need for paints or primers. The attached data sheet provides the required information to be evaluated and approved as an equivalent solution.
ANSWER:
The tactical building will be constructed in an open-air environment. Artesia NM has exceptionally high sun, UV and wind exposure. This structure is intended to remain up continuously. The main exposure issue with the wind. We regularly have sustained winds of 45 MPH and gusts of up to 90 MPH.
Please refer to the solicitation requirements and associated attachments for all minimum specifications. All quotes will be evaluated in accordance with the terms of the solicitation issued.
5. Question:
Connector/Bracket System:
Trango Systems employ a turnkey connector solution that securely attaches wall panels directly to one another. Trango walls do not require spacer posts, or different types of configuration connectors. All configurations shall be achieved using Trango key connectors that are constructed of the same materials as the walls. Trango key connector extrusion process is laminated on both sides to a solid HDPE extruded sheet surpasses the requirement for powder coating or corrosion painting. Trango wall kits will be delivered with ample key connectors that exceed the connector bracket requirements. Trango requests that the key connector system shall be approved as equivalent connector / bracket system.
Please refer to the solicitation requirements and associated attachments for all minimum specifications. All quotes will be evaluated in accordance with the terms of the solicitation issued.
6. Question:
Finish/Coating System:
Trango Systems modular wall panels utilize Panel-o-Foam is a closed cell cross-linked Polyethylene foam laminate manufactured using an extrusion process that has been laminated on both sides to a solid HDPE extruded sheet. Trango panels have performance temperature range from -76 ° F. Panels are outdoor designed with a maximum of 1% water absorption rating. Trango panels provide acoustical absorption rating ISO-10534-2, Value .22NRC. This provides additional acoustic overpressure absorption for trainers and students. Trango's panel design meets and exceeds the required finish and coating requirement. The attached data sheet provides the required information to be evaluated and approved as an equivalent solution.
ANSWER:
Please refer to the solicitation requirements and associated attachments for all minimum specifications. All quotes will be evaluated in accordance with the terms of the solicitation issued.
7. Question:
Installation and Assembly Requirements
Trango seeks clarification if the customer desires to have Installation option included in the CLIN base price or proposed as an option?
At the vendor’s discretion.
