This is a Statement of Work (SOW) for erosion repair and mitigation work at the Kilohana Group Housing Site in Lahaina, Hawaii, resulting from Kona Low storm damage (Disaster DR-4909-HI, declared April 7, 2026).
The contractor must complete repairs in two damaged areas within a 60-calendar-day period of performance. In the South Damage Area (approximately 825 feet long by 65 feet wide), work includes: restoring eroded sections of Berms A and B using approved compacted soil and gravel; removing sediment from rock-lined drainage V-ditches to restore pre-storm capacity; relocating approximately ten boulders to ensure proper stormwater flow; removing sediment from two drainage basins and an under-road culvert; filling remaining erosion channels; installing twenty rows of 9-inch diameter fiber rolls (straw wattles) at 40-foot intervals with Class 1 rip rap stones on the upslope side; and installing twelve 10-foot concrete jersey barriers (six at each end with one-foot spacing between adjacent barriers). In the Northeast Damage Area, work includes: filling approximately 1,500 square feet of eroded surface with approved material to restore drainage toward the V-ditch; cleaning 250 lineal feet of rock-lined V-ditch; and installing three 60-foot rows of fiber rolls at 20-foot intervals with rip rap stone protection. The contractor must furnish all labor, materials, equipment, and disposal services in a fixed-price proposal. The County of Maui has confirmed no permit is required, but all work must comply with applicable County codes and regulations. The contractor shall pay all off-site disposal fees. Work hours are 8:00 a.m. to 5:00 p.m. HST Monday through Friday, except Federal holidays, though extended hours may be required to meet the performance deadline. A Post Award Conference is required within five business days of award, followed by submission of a draft Project Plan for COR (Contracting Officer's Representative) review and a Final Project Plan within five business days thereafter. Material submittals for soil/gravel mix, fiber rolls, and concrete jersey barriers must be provided at the Post Award Conference for COR acceptance before installation. Weekly progress reports must be submitted via email detailing labor hours, direct costs, technical progress, schedule status, and contractor concerns. 1.0 GENERAL
1.1 BACKGROUND
Two tropical storms, locally known as Kona Low storms, impacted Maui and the other Hawaiian Islands between March 10th and March 24th, 2026. The Kona Low storms resulted in disaster DR-4909-HI that was declared on April 7, 2026. Based on National Weather Service data for the Lahaina area, the Kilohana Group Housing Site experienced approximately 25 to 30 inches of rainfall during the two week period. For reference, rainfall in the Lahaina area averages 10 to 30 inches per year. The stormwater runoff caused significant soil erosion in two areas of the Kilohana site. In the South Damage Area, the erosion created hazardous erosion channels up to four feet deep and exposed several sections of the 12-inch diameter domestic water line that serves Kilohana and the adjacent neighborhood.
1.2 SCOPE
The SOW includes erosion repairs and mitigation measures for two areas of the Kilohana site designated as the South Damage Area and the Northeast Damage Area. The South Damage Area repairs and mitigation measures are described in Section 2.1. The Northeast Damage Area repairs and mitigation measures are described in Section 2.2.
1.3 OBJECTIVES
The repairs and mitigation measures included in the SOW are intended to:
• Restore erosion damaged areas to pre-storm conditions (i.e., no erosion channels in surfaces, no sediment build-up in drainage ditches and culverts, no eroded areas on berms).
• Reduce the risk of erosion during future storms by including mitigation measures in the repair areas.
• Be consistent with Kilohana’s temporary housing status and the end of FEMA’s housing mission on February
28, 2027.
1.4 GENERAL REQUIREMENTS
1.4.1 CODES AND STANDARDS
The County of Maui has confirmed that a Permit is not required for this SOW. However, the repairs performed under this SOW must comply with applicable County codes, regulations, and standards.
1.4.2 OFF-SITE DISPOSAL
Any materials or debris that needs to be removed from the site shall be disposed of in accordance with County of Maui regulations. Contractor shall pay all fees associated with transportation and disposal.
2.0 SPECIFIC REQUIREMENTS/TASKS
2.1 SOUTH DAMAGE AREA REPAIRS AND MITIGATION MEASURES
2.1.1 LOCATION
The South Damage Area is located between the chainlink fence that marks the boundary with HHFDC’s Kaiaulu o Kukuia (Kukuia) multi-family housing project and the street at the south end of the Kilohana site. The damaged area is approximately 825 feet long by 65 feet wide. The location is shown with a yellow rectangle on the right side of Exhibit A.
2.1.2 PRIOR REPAIRS
In early April, the Kukuia developer repaired some of the erosion damages on Berm A (see Exhibit B ) and filled the deep erosion channels in the South Damage Area. The repairs restored cover over the 12-inch domestic water line that had been exposed during the storms. This SOW is intended to complete the process of restoring the South Damage Area to its pre-storm conditions.
2.1.3 BERM REPAIRS
All remaining eroded areas on Berm A and Berm B (see Exhibits B, C, D, E, and G) shall be restored to pre-storm conditions using the approved mix of compacted soil and gravel (similar to the surface of the existing berms).
2.1.4 DRAINAGE V-DITCH REPAIRS
The rock-lined drainage V-ditch on the south side of the south Kilohana road experienced sediment build-up during the storms. The location of the V-ditch is shown in Exhibits E, F, and G. Contractor shall inspect the full length of the V-ditch and remove sediment in locations where needed to restore pre-storm drainage capacity.
Contractor shall remove rocks from the V-ditch if needed for sediment removal and replace them when the work is completed.
2.1.5 RELOCATE BOULDERS
Approximately ten existing boulders in the southeast corner of the site, near the top of the V-ditch described in Section 2.1.4, were relocated when the Kukuia developer installed Berm B. The area where the boulders need to be relocated is shown in Exhibits D and G. Contractor shall relocate the boulders to ensure that future stormwater runoff flows into the V-ditch as intended. Coordinate new boulder locations with the COR prior to performing the work.
2.1.6 DRAINAGE BASIN AND CULVERT REPAIRS
Two rock-lined drainage basins at the southeast corner of the Kilohana site, and the under-road culvert that connects them, experienced sediment build-up. The locations of the drainage basins and culvert are shown in Exhibit G. The northernmost drainage basin is also shown in Exhibit F. Contractor shall remove sediment from the basins and the culvert to restore pre-storm drainage capacities. Contractor shall remove rocks from the basins and culvert if needed for sediment removal and replace them when the work is completed.
2.1.7 EROSION CHANNEL REPAIRS
Most of the erosion channels were repaired by the Kukuia developer as described in Section 2.1.2. However, there are a few remaining erosion channels like the one shown in Exhibit E. Contractor shall fill all remaining erosion channels with the approved mix of compacted soil and gravel.
2.1.8 MITIGATION MEASURE - FIBER ROLLS
Contractor shall install twenty rows of approved 9-inch diameter fiber rolls (straw wattles) cross-slope at approximately 40 feet on center to reduce future erosion risks. The fiber rolls shall start at the north end of Berm A and extend to the south end of the drainage V-ditch. The fiber rolls are shown on Exhibit G with dashed lines.
The rows of fiber rolls shall be angled as shown in Exhibit G to direct stormwater runoff towards the V-ditch. A continuous line of Class 1 rip rap stones (6-inch +/-) shall be installed on the upslope side of each fiber roll. The required fiber roll installation detail is shown in Exhibit J.
2.1.9 MITIGATION MEASURE - JERSEY BARRIERS
Contractor shall install twelve 10-foot long approved concrete jersey barriers in the South Damage Area. Six jersey barriers shall be installed at each end of the South Damage Area as shown in Exhibit G. Provide a one foot space between the ends of adjacent jersey barriers to allow the passage of surface water flow.
2.2 NORTHEAST DAMAGE AREA REPAIRS AND MITIGATION MEASURES
2.2.1 LOCATION
The location of the Northeast Damage Area is indicated with a yellow rectangle on the left side of Exhibit A.
2.2.2 SURFACE EROSION REPAIRS
Approximately 1,500 square feet of surface area was eroded by stormwater runoff. The eroded areas are shown in Exhibits H and I. Contractor shall fill the erosion channels with the approved mix of compacted soil and gravel to restore pre-storm conditions and establish positive drainage toward the V-ditch.
2.2.3 DRAINAGE V-DITCH REPAIRS
Approximately 250 lineal feet of rock-lined V-ditch at the northeast corner of the Kilohana site experienced sediment build-up. The V-ditch is shown in Exhibits H and I. Contractor shall inspect the full length of the V-ditch and remove sediment in locations where needed to restore pre-storm drainage capacity. Contractor shall remove rocks from the V-ditch if needed for sediment removal and replace them when the work is completed.
2.2.4 MITIGATION MEASURE - FIBER ROLLS
Contractor shall install three, 60-foot long rows of approved 9-inch diameter fiber rolls (straw wattles) as shown in Exhibit I to reduce future erosion risks. The fiber rolls shall be installed at approximately 20 feet on center and oriented to promote drainage towards the V-ditch. A continuous line of Class 1 rip rap stones (6-inch +/-) shall be installed on the upslope side of each fiber roll. The required fiber roll installation detail is shown in Exhibit J.
