Award will be made to the responsive, responsible contractor who provides the best value to the Government. In performing the best value analysis, all non-cost evaluation criteria, when combined, are approximately equal to cost or price. Each quotation will be evaluated according to the following cost and non-cost criteria.
Technical Evaluation Criteria
Proposals will be evaluated based on the following:
1. Technical Approach
2. Past Performance
3. Staffing & Project Management
4. Cost/Price (The Contracting Officer will perform the cost evaluation in a separate document.)
1. TECHNICAL APPROACH: The Government will evaluate offeror’s understanding of requirements and an approach that meets performance or exceeds capability standards identified in the Statement of Work (SOW). Offeror’s proposal must present an acceptable solution with few or no significant weaknesses, and no greater than a moderate risk of unsuccessful performance.
EVALUATION FOR TECHNICAL PROPOSAL
Each quotation will be assigned an adjectival rating based on the evaluated criteria. The adjectival rating and price shall be considered in determining the best value. Please note, lowest price does not necessarily equate to best value. The adjectival rating scheme and definitions are provided below.
2. PAST PERFORMANCE
The Past Performance evaluation will assess the offeror’s probability of successfully meeting the Government’s requirements based on recent and relevant performance information. The Government may consider information submitted by the offeror, the Contract Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS), customer references, and any other reasonable source of past performance information available to the Contracting Officer. Offeror’s past performance will be rated using the evaluation rating definition provided in the table below.
RATING DESCRIPTION
Outstanding Excellent in all respects; offers one or more significant strengths not offset by weaknesses;
significantly exceeded performance or capability standards; performance areas assessed had very few minor issues or concerns; very good probability of success with an overall very low degree of risk in meeting the Government’s requirements
Very Good High quality in most respects; offers one or more strengths not offset by weaknesses; exceeded some performance or capability standards; the performance areas assessed had few minor issues or concerns; good probability of success with overall low degree of risk in meeting the Government’s requirements.
Satisfactory Adequate quality; demonstrates good understanding of requirements and approach that meets performance or capability standards; performance areas assessed contain minor issues or concerns; moderate degree of risk in meeting the Government’s requirements.
Unacceptable Quotation contains major errors, omissions or deficiencies; fails to meet performance or capability standards; an unacceptably high degree of risk in meeting the Government’s requirements.
RATING DEFINITIONS FOR PAST PERFORMANCE
Neutral No relevant performance record is identifiable upon which to base a meaningful performance rating. This is neither a negative or positive assessment.
Superior Based on an offeror’s past performance record, essentially no doubt exists that the offeror will successfully perform the required effort.
Satisfactory Based on an offeror’s past performance record, it is likely that the offeror will successfully perform the required effort.
Unsatisfactory Based on an offeror’s past performance record, it is not likely that the offeror will successfully perform the required effort.
3. Staffing & Project Management
The Government will evaluate the offeror’s proposed staffing and project management approach to determine whether it provides adequate staffing, coordination, and oversight to successfully complete the work in accordance with the SOW. Consideration will be given to defined roles, trade coordination, site management, and the offeror’s approach to maintaining schedule and quality throughout performance.
RATING DEFINITIONS FOR STAFFING AND PROJECT MANAGEMENT
Outstanding Approach significantly exceeds requirements and demonstrates exceptional staffing, coordination, and project oversight with very low-performance risk.
Very Good Approach exceeds requirements in various areas and demonstrates strong staffing, coordination, and project oversight with low-performance risk.
Satisfactory Approach meets requirements and demonstrates adequate staffing, coordination, and project oversight to successfully perform the work.
