FEMA Region IX Emergency Medical Evacuation Insurance and Services

RFQ 70FBR924Q00000004

Question and Answers

QUESTION: Could you provide details on any historical incidents or losses related to the medical evacuation program in the Asia Pacific region? This includes the nature of incidents, outcomes, and any corrective measures taken.

ANSWER: Historical data prior to 2005 does not exist, the after-action reporting requirements were put into place by PKEMRA and so we only have one report available (post PKEMRA) which is the last two medical evacuation incidents which were; Tropical Cyclone Gita (events 3397EM-AS and 4357DR-

AS).

FY2018 - Medical Evacuation from American Samoa FY2018 - Medical Evacuation from American Samoa

Information and Analysis: During the response to Cyclone Gita in American Samoa (AS) there were two incidents during which staff had to be transported by medevac from the island. The first medevac instance occurred after a staff member was diagnosed with dengue fever, a mosquito-borne tropical virus. The second instance was after a taxi driver injured three employees in a vehicle accident, requiring one of the injured personnel to be medevacked.

FEMA used contracting support to transport sick and injured staff members back to the continental United States for medical care. After the contract was activated, it took between 24 and 48 hours for the transport to arrive in American Samoa, which was longer than the 12 hours deployed staff had anticipated.

QUESTION: What lessons have been learned from past incidents or losses, and how have these lessons influenced the current requirements and expectations for medical evacuation services?

ANSWER: No losses have been reported or documented. Region 9 views the cost as a means to provide a core capability to ensure safety of its workforce when working in remote and or austere locations, specifically locations with limited access to medical resources and/or damaged medical facilities (e.g.

damages from a natural or manmade disaster). Region 9 now annually trains all of its full-time staff and supervisors on medical evacuation insurance and services as well as maintains standard operating procedures for employees and supervisors to execute timely actions should a medical emergency exist. In addition, all responders deploying to an eligible location whether foreign or domestic are provided just in time training as well as a tutorial in using mobile application(s) or other platforms for accessing the services.

QUESTION: On page 32 of the submission it indicates Friday January 22, 2024. Friday is the 19th and I want to be sure we submit in time.

ANSWER: The deadline to submit a quote is 8:00AM PST on Monday, January 22, 2024.

QUESTION: Page 3 of the RFQ Combined Synopsis/Solicitation Document states:

Description:

All interested companies shall provide responses for the required services as described in Attachment

(Statement of Work), Attachment 2 (Pricing Worksheet) and Attachment 3 (Scenario for Response).

Period of performance will be for a base year and four (4) one-year option periods.

However, ATTACHMENT C Pricing Worksheet only has space for a one year period January 2024 – January 2025.

Can you please clarify if FEMA is looking for a one (1) year proposal or a base year and four (4) one-year option periods proposal.

ANSWER: The period of performance is one (1) year January 2024 – January 2025. The purchase Order will not include option periods. This is a one-year bridge contract while a separate longer/larger contract requirement is under internal development.
