Solicitation Number: 70FBR919Q00000040 Lodging Accommodations
Notice Type: Combined Synopsis/Solicitation
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. The solicitation number is 70FBR919Q00000040 and is issued as a Request for Quotation (RFQ). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract.
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 721110 and 531110. This is a full and open requirement for vendors in the local area of Guam and Commonwealth of the Northern Marianas Island (CNMI).

Period of Performance:

· Option Period I: April 27, 2019 – July 20, 2019
· Option Period II: July 21, 2019– October 19, 2019
· Option Period III: October 20, 2019 to January 19, 2020
Delivery, Inspection, Acceptance and FOB Point of Contact will be provided to awardee.
5. PROVISIONS AND CLAUSES:

a. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items (Oct 2018), applies to this acquisition and is incorporated by reference.
b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows:
The proposals will be evaluated according to the following criteria.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is Lowest Price Technically Acceptable (LPTA)
(1) Technical;
(2) Past Performance
(3) Price The Government intends to award a commercial purchase order resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements.
Factor 1: Technical Approach The Contractor’s proposal will be evaluated on its demonstrated ability to meet the needs of the Government. To be considered technically acceptable, you must receive a Yes for each of the following questions. Offerors will be rated in accordance with criteria listed below:

Factor 2 – Past Performance Offerors must submit evidence to include two (2) references of successful past performance on two (2) projects of similar scope and complexity to the technical and management requirements of this solicitation.

Factor 3- Price The Government will evaluate pricing for accuracy and completeness based on information submitted in the Offeror’s written submission. This process will involve verification that figures are correctly calculated, and that pricing is presented in the requested format.
Government will evaluate the submitted pricing. Price will be evaluated to determine whether it is fair and reasonable and if it reflects the offeror’s understanding of the work. This factor will be evaluated utilizing price analysis techniques identifies in FAR 15.404‐1. The analysis will include price reasonableness. Offerors are cautioned unreasonably high or low prices may cause your proposal to be deemed unacceptable and rejected.
6. Only eligible bidders can bid in the Local Area of CNMI for award will be given to the lowest priced, technically acceptable, responsive and responsible local Commonwealth of the Northern Marianas Island area within disaster declaration DR-4404 CNMI based on SAM registration address. Please complete FAR 52.226-3 (In full text). If the offeror does not meet representation criteria of FAR 52.226-3c, he/she shall furnish documentation to support its representation IAW FAR 52.226-3d. FAR Clause 52.226-4 (In full text) & 52.226-5 (In full text) applies to this requirement.
7. All prospective offerors must be actively registered in the System for Awards Management (SAM) at the time of proposal submission.
8. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 2018) applies to this acquisition and is incorporated by reference.

10. 52.217-8 --Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed six (6) months. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) days.

52.217-9 Option to Extend the Term of the Contract.
As prescribed in 17.208(g), insert a clause substantially the same as the following:
Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within one (1) days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least one (1) days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed nine (9) months.

11. All responsible sources should submit quotes to Carolyn.Knight@FEMA.DHS.GOV by 9:00 AM Chamorro Standard Time (ChST), Wednesday, March 13, 2019.
Technical and/or administrative questions must be submitted in writing to Carolyn.Knight@FEMA.DHS.GOV no later than 2:00 PM ChST Tuesday, March 12, 2019. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation and posted to FedBizOpps. Inquiries and information received after the established deadline will only be answered/addressed if considered essential to the requirement and in the best interest of the Government.
