VALOR Accommodations Statement of Work 4404DR – Super Typhoon Yutu

Title of Project: Lodging Accommodations for VALOR Volunteers

Scope of Work: Contractor shall provide lodging for up to 32 people on the island of Saipan for VALOR volunteers repairing homes for Super Typhoon Yutu response.

Background: On October 26, 2018, the President issued a major disaster declaration for the Commonwealth of the Northern Mariana Islands as a result of Super Typhoon Yutu. With few sheltering or transitional housing options, many survivors are sheltering in place in damaged and potentially unsafe dwellings. The Voluntary Agencies Leading and Organizing Repairs (VALOR) program has been authorized to support approved nonprofit organizations in making emergency repairs to these damaged dwellings. Due to a lack of available local labor to make such repairs, skilled volunteers are being recruited from member agencies of National Voluntary Organizations Active in Disaster (VOAD). Invitational travel is being extended to these volunteers to cover their travel expenses to make home repairs in CNMI. Volunteer work crews will deploy on two week rotations maintaining a target labor force of 30 volunteers. So the number and configuration of volunteers will change on a weekly basis.

Period of Performance:

· Base Period – From March 18, 2019 – April 26, 2019

· Option Period I: April 27, 2019 – July 20, 2019

· Option Period II: July 21, 2019– October 19, 2019

· Option Period III: October 20, 2019 to January 19, 2020

Requirements

· Housing for up to 32 volunteers (32 beds, 1 person per bed) which may be split across multiple units

· Common space for volunteers to congregate (meeting room)

· Access to shared bathroom accommodations

· Utilities included

· Lawn maintenance included

· Safe and Secure;

· Windows, door(s) that lock, accessible ingress/egress - if multiple levels, secure stairs

· Indoor plumbing (restroom (shower/toilet), sink, air conditioning, fire suppression/ fire extinguisher

· Access road to lodging that is safe and accessible via 2 wheel drive car

· Space for vehicle parking

· Air conditioning included in lodging accommodations

· Access to a kitchen with stove and refrigerator, no other appliances are required
