FEMA R8 RRCC and Response – Interior Painting Project

Questions and Answers
Q: Are the baseboards staying on?
A: The baseboards will not be removed or painted. Per the SOW:
“Contractor will be responsible for providing all materials required to cover and protect the following areas from paint and foreign debris:
• Baseboards, switches, outlets, thermostats, fire alarms, security lights, exit signs, door stops, and all other fixtures, hardware, and furnishing on all walls.”
“… Painting does not include the baseboard…”
Q: What is the height of the walls in each room?
A: Per the SOW, “Wall height approx. 8 ft.”; See SOW, Attachment A: B710 Lower and Upper Floor
Plans; There are some areas that have a slope and/or step due to raised floors.
Q: The doors in some of the rooms are not the same height or level. Which door should be used for measuring purposes when trying to determine the ‘top portion’ of the wall that must be painted, when the wall will have an accent color and magnetic, whiteboard paint?
A: Per Amendment #00002, the SOW was updated as follows:
“Walls: marked with an “A/M” in Attachment C: Visual Depiction, identify walls that shall be painted with Glidden - Antique White (or equal) on Top portion and Bottom portion of wall; Smarter Surfaces:
Smart Magnetic Whiteboard Paint – (color) White, or equal shall be painted in the Middle portion of wall.
• Glidden - Antique White (or equal) shall be painted on Top portion of wall, measuring approx. …. <measurement varies by room>… inches from ceiling, down. One door in the room is marked as the "alpha" door; the painted top portion shall be level with the top of the door frame of the alpha door across the entire room. All walls that have a painted top portion shall be level across the entire room. No top portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the top portion painted.”
Q: Do the door jambs and side edge of doors need to be painted on the doors identified as in the SOW as having the interior side only painted?
A: The SOW has been updated to reflect the following: “The door jamb and side edge of door against the door jamb shall not be painted.”; Please note this does not affect the doors identified as needing to be painted on both sides, interior and exterior.
Q: Will the dry-erase/white boards that are currently mounted on the walls, need to be taken down/dismounted?
A: FEMA will have the dry-erase/white boards dismounted, prior to the painting project commencing.
Q: Will the TVs that are currently mounted on the walls, need to be taken down/dismounted?
A: Per the SOW:
“The TVs will remain mounted to the wall during this project. The contractor shall provide materials and labor to cover and protect, the TVs from paint. The areas surrounding the TVs shall be painted.”; The contractor shall paint around and behind the TV, without damaging the equipment.”
