STATEMENT OF WORK (SOW)
FEMA Building 710 Interior Painting Project
Region 8 RRCC and Response Project
07/10/2023
FEMA B710 – Interior Painting Project R8 RRCC
1.0 GENERAL
1.1 INTRODUCTION/BACKGROUND
The Federal Emergency Management Agency (FEMA) Region 8 (R8) has a requirement to paint the R8 Regional Response Coordination Center (RRCC) and Response Division space located in Building 710 on the Denver Federal Center (DFC).
1.2 SCOPE
This project is to paint the walls within the RRCC and Response conference rooms as identified in this SOW, in order to create a more collaborative work environment.
Only the interior walls of the RRCC and conference rooms shall be painted. Exterior walls are not part of the SOW.
1.3 OBJECTIVE
The Contractor is responsible for providing all labor, materials, tools, equipment, supervision, and other associated supplies and services needed to execute the project in accordance with the statement of work and contract terms and conditions.
2.0 SPECIFIC REQUIREMENTS/TASKS
The Contractor shall provide all materials and labor to complete the tasks outlined in this SOW.
Contractor will supply all needed PPE for painters to utilize.
Contractor will be responsible for providing all materials required to cover and protect the following areas from paint and foreign debris:
o Baseboards, switches, outlets, thermostats, fire alarms, security lights, exit signs, door stops, and all other fixtures, hardware, and furnishing on all walls.
o Door hinges, handles, knobs, kick plates, and locks.
o Projectors, TVs, speakers, and all IT and A/V equipment.
o Glass doors and side window panels.
o Carpet o Ceiling Tiles o Walls and/or areas identified as not being painted.
Prepare and apply paint in accordance with manufacturer’s recommendations.
Rearrange existing furniture without damaging, if needed, to make room for painting.
All paint applications methods must adhere to American Society for Testing and
Materials (ATSM) paint specifications. There is no lead paint.
If necessary, the Contractor will provide suitable fillers, primers, undercoats, and finish coat materials that are compatible with one another.
Contractor shall ensure that the wall surface is adequately clean and level.
All paint to be used shall match Glidden Premium Interior in Satin and Clark &
Kensington Premium Interior in Satin in salient characteristics.
2.1 TASK ONE: Paint RRCC - Main Room: Room 127
Sub/Lower level of DFC Bldg. 710 (see Attachment A: B710 Upper and Lower Floor Plans)
The following products shall be utilized in this room:
Glidden – Antique White, or equal Glidden – Chalky Blue, or equal Glidden – Sauteed Mushroom, or equal Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal
Walls: marked with an “A” in Attachment C: Visual Depiction, identify areas that shall be painted Glidden - Antique White (or equal).
There is a (large) Multiple TV Wall Display located in this room. The Multiple TV Wall Display will remain in the room during this project. The contractor shall provide materials and labor to cover and protect, the Multiple TV Wall Display from paint. The areas surrounding the Multiple TV Wall Display shall be painted.
Pillars and Walls: marked with a “B” in Attachment C: Visual Depiction, identify either a pillar or wall; These areas shall be painted Glidden - Chalky Blue (or equal).
There are two (2) pillars located in the middle of this room. Both pillars have an electrical box mounted on one (1) side of each pillar. The contractor shall provide materials and labor to cover and protect the electrical boxes from paint. The areas surrounding the electrical box shall be painted.
Doors, Door Trim, Door Frame: marked with a “C” in Attachment C: Visual Depiction, identify a door; Doors, door trim, and/or inside of door frame shall be painted Glidden - Sauteed Mushroom (or equal).
There are two (2) doors in this room that lead to a hallway, labeled “Door to Hallway”;
o The interior, side facing inwards towards the Main RRCC room, of each door and door trim shall be painted.
o The exterior side, side facing outwards towards the Hallway shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.
There is one (1) glass door, with a side glass window panel, in this room that leads to an open cubicle area, labeled “Glass Door – Main Entrance to RRCC”;
o The interior, side facing inwards towards the Main RRCC room, of the door trim and trim surrounding the side glass window panel shall be painted.
o The exterior side of the door trim and trim surrounding the side glass window panel, side facing outwards towards the open cubicle area shall not be painted.
o The glass on this door and side glass window panel, shall be covered and protected from paint.
o The door jamb and side edge of door against the door jamb shall not be painted.
There is one (1) door in this room that remains closed, labeled “Closed Door”;
o The interior, side facing inwards towards the Main RRCC room, of this door and door trim shall be painted.
o The exterior or opposing side, shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.
There are two (2) doors in this room that lead to adjacent rooms, labeled “Door to Room 113” and “Door to Room 111”;
o Both sides, interior and exterior sides, of the doors, door trims, and inside of each door frame shall be painted.
o Both doors have a side glass window panel. The trim surrounding the side glass window panel, both interior and exterior sides, shall be painted. The glass on the side glass window panels, shall be covered and protected from paint.
Walls: marked with an “A/M” in Attachment C: Visual Depiction, identify walls that shall be painted with Glidden - Antique White (or equal) on Top portion and Bottom portion of wall;
Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal shall be painted in the Middle portion of wall.
Glidden - Antique White (or equal) shall be painted on Top portion of wall, measuring approx. fourteen (14) inches from ceiling, down. One door in the room is marked as the "alpha" door; the painted top portion shall be level with the top of the door frame of the alpha door across the entire room. All walls that have a painted top portion shall be level across the entire room. No top portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the top portion painted.
Glidden - Antique White (or equal) shall be painted on Bottom portion of wall, measuring approx. two (2) feet from ground, up. Painting does not include the baseboards. All walls that have a painted bottom portion shall be level across the entire room. No bottom portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the bottom portion painted.
Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal shall be painted to cover the entire Middle portion of wall, full area located in between Top and Bottom portion as noted above.
There are two (2) flat screen TVs, separate from the Multiple TV Wall Display, located in this room. The TVs will remain mounted to the wall during this project. The contractor shall provide materials and labor to cover and protect, the TVs from paint. The areas surrounding the TVs shall be painted.
2.2 TASK TWO: Paint RRCC - East Room: Room 111
Sub/Lower level of DFC Bldg. 710 (see Attachment A: B710 Upper and Lower Floor Plans)
The following products shall be utilized in this room:
Clark + Kensington – Lamp Shade, or equal Clark + Kensington – Terra Sol, or equal Glidden – Sauteed Mushroom, or equal Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal
Walls: marked with an “D” in Attachment C: Visual Depiction, identify areas that shall be painted Clark + Kensington – Lamp Shade (or equal).
Pillars and Walls: marked with an “E” in Attachment C: Visual Depiction, identify either a pillar or wall; These areas shall be painted Clark + Kensington – Terra Sol (or equal).
Doors, Door Trim, Door Frame: marked with a “C” in Attachment C: Visual Depiction, identify a door; Doors, door trim, and/or inside of door frame shall be painted Glidden - Sauteed Mushroom (or equal).
There is one (1) door in this room that leads to a hallway, labeled “Door to Hallway”;
o The interior, side facing inwards towards the East Room: Room 111, of the door and door trim shall be painted.
o The exterior side, side facing outwards towards the Hallway shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.
There is one (1) door in this room that leads to an adjacent room, labeled “Door to Main RRCC Room 127”;
o Both sides, interior and exterior sides, of the door, door trims, and inside of the door frame shall be painted.
Walls: marked with an “D/M” in Attachment C: Visual Depiction, identify walls that shall be painted with Clark + Kensington – Lamp Shade (or equal) on Top portion and Bottom portion of wall; Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal shall be painted in the Middle portion of wall.

No top portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the top portion painted.

2.3 TASK THREE: Paint RRCC - West Room: Room 113
Sub/Lower level of DFC Bldg. 710 (see Attachment A: B710 Upper and Lower Floor Plans)
The following products shall be utilized in this room:
Glidden – Best Beige, or equal Glidden – Vining Ivy, or equal Glidden – Sauteed Mushroom, or equal Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal
Walls: marked with an “F” in Attachment C: Visual Depiction, identify areas that shall be painted Glidden – Best Beige (or equal).
Pillars and Walls: marked with a “G” in Attachment C: Visual Depiction, identify either a pillar or wall; These areas shall be painted Glidden – Vining Ivy (or equal).
Doors, Door Trim, Door Frame: marked with a “C” in Attachment C: Visual Depiction, identify a door; Doors, door trim, and/or inside of door frame shall be painted Glidden - Sauteed Mushroom (or equal).
There is one (1) door in this room that leads to a hallway, labeled “Door to Hallway”;
o The interior, side facing inwards towards the West Room: Room 113, of the door and door trim shall be painted.
o The exterior side, side facing outwards towards the Hallway shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.
There is one (1) door in this room that remains closed, labeled “Closed Door”;
o The interior, side facing inwards towards the West Room: Room 113, of this door and door trim shall be painted.
o The exterior or opposing side, shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.
There is one (1) door in this room that leads to an adjacent room, labeled “Door to Main RRCC Room 127”;
o Both sides, interior and exterior sides, of the door, door trims, and inside of the door frame shall be painted.
o This door has a side glass window panel. The trim surrounding the side glass window panel, both interior and exterior sides, shall be painted. The glass on the side glass window panel, shall be covered and protected from paint.

seven and one half (7.5) inches from ceiling, down. One door in the room is marked as the "alpha" door; the painted top portion shall be level with the top of the door frame of the alpha door across the entire room. All walls that have a painted top portion shall be level across the entire room. No top portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the top portion painted.
Glidden – Best Beige (or equal) shall be painted on Bottom portion of wall, measuring approx. two (2) feet from ground, up. Painting does not include the baseboards. All walls that have a painted bottom portion shall be level across the entire room. No bottom portion of any wall shall be painted inconsistently or at a different level than any of the other walls that have the bottom portion painted.

2.4 TASK FOUR: Paint RRCC – Conference Room: Room 117
Sub/Lower level of DFC Bldg. 710 (see Attachment A: B710 Upper and Lower Floor Plans)
The following products shall be utilized in this room:
Glidden – Antique White, or equal Glidden – Sauteed Mushroom, or equal Glidden - Chalky Blue, or equal Smarter Surfaces: Smart Magnetic Whiteboard Paint – (color) White, or equal
Walls: marked with an “A” in Attachment C: Visual Depiction, identify areas that shall be painted Glidden - Antique White (or equal).
There is one (1) wall in this room that will not be painted. The wall is already painted blue/grey and has the DHS Seal and ‘FEMA Region VIII’ mounted to the wall.
Pillars and Walls: marked with a “B” in Attachment C: Visual Depiction, identify either a pillar or wall; These areas shall be painted Glidden – Chalky Blue (or equal).
Doors, Door Trim, Door Frame: marked with a “C” in Attachment C: Visual Depiction, identify a door; Doors, door trim, and/or inside of door frame shall be painted Glidden - Sauteed Mushroom (or equal).
There is one (1) door in this room that lead to a hallway, labeled “Door to Hallway”;
o The interior, side facing inwards towards the Conference Room: Room 117, of this door and door trim shall be painted.
o The exterior side, side facing outwards towards the Hallway shall not be painted.
o The door jamb and side edge of door against the door jamb shall not be painted.

Furniture and IT Equipment: There are multiple desks, chairs, flags, and IT equipment that will remain in the room during the painting project. The contractor shall provide materials and labor to cover and protect, all furniture and equipment remaining in the room from paint and damage.
2.5 TASK FIVE: Paint Response – Conference Room: Room 247-A
Upper level of DFC Bldg. 710 (see Attachment A: B710 Upper and Lower Floor Plans)
The following products shall be utilized in this room:

Furniture and IT Equipment: There is one (1) mobile large screen TV, chairs, and desks that will remain in the room during the painting project. The contractor shall provide materials and labor to cover and protect, all furniture and equipment remaining in the room from paint and damage.
3.0 CONTRACTOR PERSONNEL, EQUIPMENT, USE OF PREMISES, WASTE, AND
LOADING DOCK
3.1 CONDUCT AND BEHAVIOR
The Contractor shall ensure that a safe and professional environment is maintained around all Contractor activities. The spaces in which the work is being performed, may have FEMA staff meetings or other business sessions during the performance of this contract. Contractor personnel shall always maintain an appropriate decorum. The Contractors and his/her personnel shall not create interruptions, noise or offensive situations that may interfere with the FEMA work environment. In the event FEMA receives a complaint regarding the behavior of a Contractor personnel, the Contractor will be notified. Upon receipt of notification, the Contractor shall promptly remove the Contractor personnel from the premises and take immediate steps to ensure that performance under this contract will not be reduced or interrupted.
3.2 RESTROOMS
All Contractor personnel are to use the designated restrooms within the building. FEMA will advise of the appropriate location for each building.
3.3 SMOKING
H.R. 2118, Prohibit Smoking in Federal Buildings. This order prohibits the smoking of tobacco products prohibits in, and on all:
Interior GSA-occupied space;
Exterior GSA-occupied space, including courtyards, garages, loading docks, stairwells, rooftops and balconies;
Other outdoor areas under GSA control within 25 feet of doorways and building air intake ducts; and Government-owned or -leased vehicles assigned to GSA.
It is the Contractor’s responsibility to inform their personnel of the Agency's no smoking policy.
3.4 WORKFORCE
All Contractor personnel must be fully trained and dressed in clean, standardized company uniforms with a standardized method of identifying personnel. Contractor personnel who are not trained or not in uniform will be asked to leave the premises. Contractor personnel shall be trained in the operation of all safety equipment required for this project.
The Contractor will ensure adequate workforce and equipment commitments. If there are delays in the services because of any shortages, any associated time and material costs will be at the Contractor’s expense.
Contractor personnel shall not accept gratuity. Contractor personnel shall not perform work other than the tasks outlined in the SOW, without prior approval and authorization from the CO. If the Contractor performs work outside of the SOW, and without approval and authorization from the CO, they do so at their own risk, to include non-payment of unauthorized work.
3.5 STAFFING
Work may be conducted simultaneously throughout all of the areas outlined in this SOW.
Contractor personnel and/or supervisors must have an organized approach to properly coordinate activity.
3.6 BUILDING PROTECTION
The Contractor shall not block access to emergency ingress/egress points of building infrastructure hubs with staged and/or stored items. This includes, but is not limited to stairwells, elevators, main corridors, electrical closets, communications closets, and mechanical rooms.
3.5 RESPONSIBILITY
FEMA will not be held liable for, or incur any additional expenses for:
Time lost completing the paint project due to the lack of proper planning from the Contractor.
Tardiness of Contractor personnel or equipment at the work site.
Contractor personnel or equipment shortages, or non-compliance, which effect an on-time completion of the work.
Any permits that are required for this contract. It will be the Contractor’s responsibility to obtain the proper permit documentation, if applicable, prior to beginning work under this contract.
Inability to provide personnel that pass the FEMA Security vetting process.
3.6 EQUIPMENT AND STORAGE
The Contractor shall provide all equipment associated with the entire project, operate in a safe manner, and adhere to all OSHA and GSA standards.
The Contractor shall provide and store all equipment and materials required to complete the project. The equipment and materials are required to be kept organized throughout the duration of the project.
3.7 CONTRACTOR USE OF THE PREMISES
During the period of the project, the Contractor will have access to the site, during the following hours only: 8:00 a.m. to 3:00 p.m. MST, Monday through Friday. No on-site work shall be performed outside these hours or on holidays unless otherwise approved by the CO.
The Contractor will need to coordinate with the CO or COR to arrange access to the Denver Federal Center. The Contractor shall not cause any damage to parking lots, hallways, walls, or any other exterior and interior areas during the performance of this contract.
The Contractor shall be held responsible for any damage caused by the Contractor’s employees and shall repair the damage at the Contractor’s expense.
3.8 WASTE MANAGEMENT
DHS, FEMA R8 has established that this project shall generate the least amount of waste possible.
The Contractor shall employ processes which ensure the generation of as little waste as possible and avoid the generation of waste due to over-packaging, error, poor planning/layout, breakage, contamination, damage from weather, etc. Of the inevitable waste that is generated, as many of the waste materials as economically feasible shall be reused, salvaged, or recycled. Waste disposal to a landfill shall be minimized to the greatest extent possible.
The Contractor is responsible for all debris removal related to work being performed under this contract.
3.9 LOADING DOCK
The Contractor shall coordinate deliveries of supplies and materials with CO or COR to avoid conflict with other tenants and other work conditions at the site. The Contractor may use the loading dock, with prior approval from the CO or COR.
4.0 SECURITY REQUIREMENTS
4.1 VETTING
Upon award the Contractor will be sent a FEMA Access Form FEMA Form FF-900-FY-21-100.
All Contractor personnel must complete and sign the form. The form shall be returned via email to the FEMA Security Office no later than seven (7) days prior to commencing work.
4.2 STANDARDS
All Contractor personnel must pass the FEMA Security vetting process to commence work.
4.3 ESCORTING
All Contractor personnel must be escorted throughout FEMA and federal spaces during performance of this contract.
4.4 BADGING
All Contractor personnel shall report to Building 710, located on the Denver Federal Center (DFC). All Contractor personnel must turn in a valid Driver’s License to receive an Escort Required Badge prior to entering and working in building 710.
5.0 PERIOD OF PERFORMANCE
The period of performance for this project shall be:
Project commencement and completion of work, including final clean up premises, shall take place within the hours specified in the SOW, during the week of August 14 – 18, 2023.
6.0 LOCATION OF PERFORMANCE
All work for this project will be performed in Building 710, on the Denver Federal Center, Lakewood, Colorado 80225.

6.0 GOVERNMENT FURNISHED PROPERTY
The Government will not furnish any resources or property to the Contractor in support of this contract.
7.0 GOVERNMENT ACCEPTANCE PERIOD
7.1 SITE CLEARANCE AND CLEAN UP
Before scheduling the final inspection, the Contractor shall accomplish the following items:
Contractor shall restore or refinish, to original condition, surfaces that are damaged due to the work of this contract.
The Contractor shall clear away all debris and excess material accumulated at the site and dispose of it away from premises, maintaining a neat site condition, and.
On completion of project, Contractor shall remove all tools, equipment and surplus materials and leave the site clean and tidy.
7.2 FINAL INSPECTION
It is the Contractor’s responsibility to report to the CO via e-mail, when the project and is complete and ready for final inspection.
Upon receipt of request that project is complete FEMA will have five (5) business days to complete the final inspection, and either accept or reject the deliverables. Final inspection will be conducted by the CO, COR, or designated FEMA representative.
The Contractor will be notified via email, that the deliverables have been inspected and either rejected or accepted.
If the deliverables are rejected, FEMA will provide a list of areas or tasks that are deficient and require correction. Upon notification of rejection, the Contractor will have five (5) business days to complete the work requiring correction.
7.2 DELIVERABLES AND ACCEPTANCE CRITERIA
To be deemed acceptable, the following criteria shall be met:
a. Walls painted with whiteboard and magnetic paint must be fully functional. Ability to write on wall with dry-erase marker, and wipe clean with no visible signs of residue.
b. Walls shall not have any visible remains of the initial paint color (ie. shall not be see-thru).
c. Walls shall have clean, straight, level lines and borders.
d. No bleeding or overpainting on corners, trims, and/or borders.
e. Paint must be applied evenly and free from sags, runs, crawls, defects, and brush marks.
e. Clean up and removal of all debris and waste.
f. No damage shall have occurred to carpet, ceiling, furniture, IT equipment, glass, hardware or any other items or areas over the course of this project. If any damage has occurred, the Contractor must remedy the damage prior to Government acceptance of the project.
8.0 OTHER TERMS AND CONDITIONS
8.1 INSURANCE REQUIREMENTS
The Contractor shall provide and maintain during the entire performance of this contract, the minimum amounts of insurance outlined in FAR 28.307-2 Liability 28.307-2 Liability. | Acquisition.GOV
8.2 DAMAGED PROPERTY
Contractor will be responsible for repairing or replacing any federal property damaged or lost during the project.
