STATEMENT OF WORK

Mobile Logistics Office Units (MLOU)

PREPARED BY:

DEPARTMENT OF HOMELAND SECURITY

FEDERAL EMERGENCY MANAGEMENT AGENCY

LOGISTICS MANAGEMENT DIRECTORATE

April 1, 2024

1. INTRODUCTION

It is the intent of FEMA to purchase ISB (Incident Support Branch) Units in the third-generation platform (MLOU Version 3) category. The units will be a part of rapid deployment systems that quickly respond to disasters, emergencies, or special events. This will provide initial support to disaster victims or supporting disaster management teams. These units will be deployed in less than favorable conditions and must be self-sustaining to support its assigned mission.

This Statement of Work (SOW) outlines the operational requirements. The proposal submitted should be a “rack ready” with only the cabling to be installed as listed. The US Government is responsible for any internal wiring of the communications rack unless specifically identified below.

2. BACKGROUND

The Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) responds to national emergencies and disasters wherever they occur. As part of the agency’s capability to mobilize personnel and assets capable of coordinating disaster relief efforts, the agency needs Mobile Logistics Office Units sufficiently equipped with satellite and communication technologies for provide shelter during field operations and to communicate with FEMA Headquarters.

3. PURPOSE

The Department of Homeland Security (DHS) - Federal Emergency Management Agency (FEMA) intends to procure fourteen (14) new, rugged Fifth Wheel Trailers designed to be pulled by semi-trucks. The trailers are retrofitted to operate as Mobile Logistics Offices Units (MLOUs) for use in disaster response operations. The trailers are a minimum of 39-foot in length.

4. PROPOSAL REQUIREMENTS

4.1 Proposal submitted should be considering the unit to be “racked and stacked” or “turnkey” ready according to the FEMA specifications given when delivered. Any exceptions will be noted in this SOW and in the proposal submitted.

4.2 Scale drawings prepared to show all proposed work including electrical and network schematics.

4.3 Requirements for all proposed materials (i.e., paints, woods, insulation, lights, etc.)

4.4 Descriptions of proposed work to include design specifications, drawings, and materials.

4.5 Drawings should show the total exterior of the trailer and must not exceed standard 13.6 DOT maximum travel height, 39-foot length, 8 foot and 6-inch width. Roof clearance will allow for a Starlink Satellite Antenna and a Direct TV satellite antenna.

4.6 Proposals should include any suggested design enhancements to include cost variations.

4.7 Contractor will provide a pricing schedule for any repair and maintenance requirements outside of warranty repairs for a period of 5 years. Pricing should show both unit on operational/FEMA location and returned to manufacture’s site.

5. DELIVERY REQUIREMENTS

5.1 Vendor will schedule and coordinate all transportation for both the movement and delivery of each completed MLOU to 501 West Felix Street, Fort Worth, TX 76115. Delivery POC is Chris Krablin, chris.krablin@fema.dhs.gov or 817-653-5445.

5.2 One set of paper and one set of electronic “as-built” drawings will be provided specifically for each of the delivered units at the time of delivery.

5.3 One paper copy in a binder format of the operator’s manual to include the entry door lock codes will be provided on delivery of every unit.

5.4 Outside compartment door keys and entry door backup keys will be provided on delivery.

5.5 The vendor is responsible for all DOT-related permits and inspection after completion. Permits must be provided at the time of delivery.

6. BASIC DESIGN REQUIREMENTS

6.1 Units will be a minimum of 39-foot rugged Fifth Wheel Trailers designed to be pulled by a semi-truck.

6.2 Expected operating conditions will be included in the operational design and engineering of the units. Load requirement will be conducted to determine the correct unit size. The units will be expected to operate in austere and remote locations where outside temperatures could range from -10F degrees to +110F degrees.

6.3 There must be two (2) or more HVAC units installed to meet these requirements and provide redundancy for continual operations even if one unit fails to operate. A minimum of two units must be capable of ensuring proper airflow and cooling to the IT/Telco compartment.

6.4 Provide two (2) aluminum entrance doors with crash bar on interior. Doors will have a keypad locking/unlocking mechanism with an auxiliary key lock/unlock

6.5 Entrance doors are required to have manual fold out steps stored within the body. Entry steps must be open grating and have under step lighting for safety.

6.6 Fold down doors used as a step must be able to hold a minimum weight of 300 lbs. Entrance steps must be equipped with an exterior grab rail or handrail.

6.7 Drip moldings must be provided above entry doors.

6.8 Roof access will be by a ladder on the rear of the vehicle and must be Zico brand.

6.9 All cabinets must be aluminum construction for light weight requirement and the cabinet door surfaces must be capable of being written on with dry erase markers.

6.10 All cabling and wiring will be labeled at the termination ends and every 18” on center on cable and wiring runs.

6.11 The contractor will provide a warranty period of sixty (60) months covering the trailer chassis construction, shelter construction, exterior accessories, electrical distribution system, and HVAC components.

7. TRAILER CHASSIS CONSTRUCTION REQUIREMENTS

7.1 General Body Specifications

7.1.1 Chassis Design: Must be Aluminum Dual Axle Semi style trailer.

7.1.2 Engineering:

• Design, Engineering and Manufacturing must be certified by 3rd party Engineering firm.

• Must be Engineered, manufactured, and certified to applicable NATM, RVIA, NFPA, OSHA, FVMSS and Mil-STD guidelines.

• Body design and construction will maximize smooth surfaces and rounded corners.

7.1.3 Trailer Frame Construction - The main frame of the standard trailer must be comprised of the following features and must meet or exceed the listed specifications and be purposefully engineered to minimize weight while maximizing payload:

Long sills of W16x26 A572 beam Cross members of 2”x3”x0.125” HSS A500 tube Full perimeter frame of 2”x3”x0.125” HSS A500 tube at outside of perimeter of cross members Fully welded joints to ensure maximum strength and longevity.

Fully undercoated to maximize resistance to corrosion.

7.1.4 Trailer Capacity, Specifications, and Dimensions:

• GVWR: Up to 48,000lbs

• Axles: Two (2) 12,000#, Dual Tandem, Air Ride Axles.

• Brakes: Air brake system with ABS.

• Wheels: 17.5” aluminum wheels with tire valve extenders on rear inside dual wheels.

Commercial Tires: 215/75R17.5, and must meet or exceed load range G.

• Mud flaps must be installed with anti-sail brackets for the rear axle wheels.

• Coupler: 2.5” King Pin

• Dimensions:

- Exterior:

o Standard Length: Minimum of 39 Feet o Width: 8’6” o Height: 12’0” Standard

• Trailer Lighting:

o DOT lighting to meet or exceed FMVSS 108 must be included.

o Stop/Turn/Tail Lamps, Side Marker Lamps, Clearance Lamps, and Identification Lamps must be LED and meet applicable SAE lens coding requirements.

• Trailer must be equipped with a 7-way Heavy Duty connector & glad hand air connections.

• Auto Levelling System: Trailer must be equipped with four (4) hydraulic leveling legs controlled with a centralized leveling system.

8. SHELTER CONSTRUCTION

8.1 Shelter Floor Structure (the specifications below are the minimum acceptable standard for FEMA):

• The floor will be supported with 2.3”x3”x .349” “I” beams 16” on center.

• Floors will be insulated to a minimum of R14

• Sub-flooring will be constructed using 1 1/8” TIG plywood

• The finished floor will be a black commercial grade Lonseal, Loncoin or equivalent. Flooring will be continuous, with all exposed edges capped.

8.2 Shelter Wall Structure (the specifications below are the minimum acceptable standard for FEMA):

• Must be fabricated from 2”x2”x0.125” 6000 series aluminum tubular beam framing on 16” on center.

• Sidewalls must be rivetless and be sheeted with a minimum of .090” thick aluminum sheet; butted together and chemically adhered to the aluminum frame with structural adhesive.

• Walls are to be structurally fastened to the sub-frame.

• Joints and seams must be fully welded, sealed and weather proofed.

• Walls will be insulated to a minimum of R14.

• Each entrance door and operational compartment must be equipped with drip molding.

• Wall reinforcement must be engineered and installed, as applicable, where external wall mounted equipment is located.

8.3 Shelter Roof Structure (the specifications below are the minimum acceptable standard for FEMA):

• Roof bows must meet or exceed and be fabricated from 2”x2”x0.125” 6000 series aluminum tubular beam framing 12” on center.

• Roof bows must be crowned to facilitate rainwater runoff.

• The roof must be skinned with a single sheet of .040” aluminum that will be chemically adhered to the roof bows.

• Standard roof skins must be installed over a layer of VHB™ tape around the perimeter, chemically adhered to each roof bow with structural adhesive and finally sealed with UV-stabilized Dicor lap sealant to ensure a watertight seal.

• All equipment mount roof penetration screw locations and seams must be sealed with UV-stabilized Dicor lap sealant to a minimum thickness of 6.35mm.

• The aluminum roof must be finished with no less than three (3) coats of highly flexible UV-reflective latex elastomeric roof coating consisting of a self-etching primer and a white topcoat.

• Roof coat must be applied at a minimum of 1.9 gallons per 100 square feet per coat for optimal thermal and weather resistant properties.

• The roof must be engineered and constructed to support a live load of 25 psf or greater.

• Roof sections reinforcement must be engineered and installed where air conditioning units or other roof mounted equipment is located.

• Roof will be insulated to a minimum of R14.

8.4 Slide-out Rooms - Two (2) flat-floor slide-out rooms are required to be installed on the trailer.

8.4.1 Streetside Slide-out

• One (1) 15’ slide-out installed on the streetside front

8.4.2 Curbside Slide-out

• One (1) 13’ slide-out installed on the curbside front

8.4.3 The two (2) Slide-outs support the conference table area

8.4.4 Windows – Each slide-out will have two (2) insulated windows (4 total) in each of the slide-out sections for visibility.

• Windows will be installed in the side walls with one facing towards the front of the unit and one facing towards the rear of the unit.

• Windows will have an interior device allowing the window to be shaded or closed to visibility from outside to inside and inside to outside.

8.5 Entrance Door(s) & Step(s):

• Two (2) 32” x 80” standard size entrance doors must be installed.

o One (1) installed on the front curbside (forward of the slide-outs) o One (1) installed on the rear curbside (rear of the slide-outs)

• Entrance doors must be equipped with crash bar on interior, exterior thumb latch with dead bolt lock and cypher lock.

• Entrance doors must include a pneumatic strut to keep the door open or closed as required.

• Entrance doors, to include locking mechanisms, must have an automotive grade seal to provide watertight access.

• Entrance doors must be equipped with a 20% smoked grey tempered safety glass window.

• Entrance doors must be equipped with an interior grab rail to securely close the door from the inside.

• Each entrance door will have a cartridge assisted manual fold out step system. Handrails will either be permanently attached to the fold out step system or be of an attach/removable type to be stored within the body of the vehicle. If the handrails are to be of the attach/removable type, the attachment and removal must use a quick connect system.

• Entry steps will be open grating and have under step lighting for safety.

8.6 Exterior Graphics

• Standard trailer paint schemes to be single color OEM high gloss white.

• All paint applications must conform to the paint manufacturers requirements and recommendations.

• Include a basic graphic decal package for FEMA logo and color design (FEMA will supply vehicle branding guidelines).

9. EXTERIOR ACCESSORIES

9.1 Roof Access Ladder - One (1) tactical flip down ladder will be installed on the rear of the unit for access to the roof of the shelter.

9.2 Exterior Perimeter Lights:

• Ten (10) 12V LED scene lights to be installed on the exterior of the shelter to improve safety during nighttime operations.

o Three (3) to be installed per side, two (2) front and two (2) rear.

o Controlled by a switch inside the trailer.

• Eight (8) 12V LED yellow marker lights will be installed at the lower corners of the slide-outs, 2 per slide-out.

o Lights will be visible 180 degrees marking the ends/edges of the slide-outs to improve safety during nighttime operations

9.3 Pneumatic Mast:

At a minimum one (1) 40’ pneumatic mast to be installed on the rear of the trailer.

o Mast must include a 150-pound head capacity. Actual payload will be less due to Nycoil and other factors.

o Mast must include 1-1/4” ID Nycoil for routing of power and data to mast head.

o Nycoil must be pre-wired with:

Three (3) Ethernet lines Two (2) LMR 400 lines Two (2) Coaxial cable lines One (1) dedicated line for mast camera connectivity o Mast integrations must include a mast head engineered to be a camera / antenna mounting platform.

o Two (2) LMR antenna will be mounted to the mast in an upside-down configuration. Antennas will be of the proper specifications for the radios outlined in paragraph 14.6 of this document.

o The pneumatic mast to operate with manual controls.

o One deployment/retracting control switch will be installed on the exterior of the unit within sight of the mast.

9.4 Awnings:

Two (2) horizontal arm powered awnings must be installed on the curbside of the shelter.

o One (1) 8’ awning installed over the forward entry door.

o One (1) 8’ awning installed over the rear entry door.

Manual controls operate the awning.

Integrated auto-retract systems to be installed to protect the awnings, occupants, and shelter from high wind damage.

9.5 Rear bumper/mast area will have a final finish that is anti-slip.

10. Shelter Interior

10.1 Interior Design:

• The interior will be divided into four (4) distinct work/function areas:

o Server and mechanical area at the very front of the unit o Workstation area (6 workstations) o conference area (conference table that is networked for 6 persons).

o Entry and storage area at the very rear of the unit

• All work/function areas will be separated by a wall mimicking the shelter wall construction as outlined in Section 9.2.

• Interior separation walls will have a sliding door with a non-locking latch operational from both sides of the door.

• The four (4) work/function areas will have low-profile surface mounted dimmable area LED lighting.

• There will be a 5 min 12v light timer at the inside unit entry doors to light the entrance way and power panel and act as temporary lighting until the coach battery switch can be activated and normal ceiling lights turned on. This will be powered and fused at the coach battery compartment.

• Each work/function area will have one (1) five (5) pound ABC-rated fire extinguisher or meet DOT requirements, whichever requirement is greater.

10.1.1 Server and mechanical area:

Provide two (2) 19 ½” equipment racks with 42U of rack space o Located on the curb side of the unit o Racks will be mounted on a lockable sliding track system allowing them to be slide forward for rear rack access o All empty spaces will be filled with 1U blank panels

Electrical Cabinet – additional information on requirements in Section 12.0 Galley Area - Refer to figure 3.0 below as an example o One (1) microwave o One (1) coffee maker o One (1) AC Mini Refrigerator o Two (2) duplex 110v AC GFI outlets

10.1.2 Workstation area

There will be at minimum 6 workstations.

Overhead cabinets will be installed over all the workstations o All cabinetry to be fabricated from aluminum and coated light gray.

o Cabinets to include white dry-erase fronts.

o Aluminum panels to be 5000-series alloy, extrusions will be 6000-series alloy, with principal walls no less than .090” thick.

o Cabinet latches to be powder coated.

o Hinges to be continuous extruded aluminum and shelf brackets to be zinc plated.

o Overhead aluminum cabinets must be designed to fit standard 3-ring binders with construction as described above.

Work surfaces will be fabricated from ¾” plywood and ½” MDF with Wilsonart HD or equivalent laminate tops, PVC edging to prevent chipping and personal injury.

Workstation Supports:

o To be brushed finish 0.190” thick aluminum wall brackets for extended lengths o To be black wrinkle powder coated 1”x1”x1/16” continuously welded tubular vertical supports for extended lengths.

Network Communications and Power Ports for each workstation:

o Three (3) data ports with two ports (2) configured for public internet and one (1) FEMA internet port.

o One (1) duplex 110V AC outlet with two (2) USB charging ports.

o HDMI wall plates and extenders wired to AV matrix switch, one for each side of the work area.

Each workstation will have a wall hung Telco/IP communications platform supplied and installed by the contractor.

Workstations will include under cabinet individually switched 110V LED lighting.

There will be two wall mounted 32” display screen connected to video switching system outlined in

Section 15 of this document.

10.1.3 Conference area

There will be at a minimum 6 seats at the conference room table Overhead cabinets will be installed in the conference room area.

o All cabinetry to be fabricated from aluminum and coated light gray.

o Cabinets to include white dry-erase fronts.

o Aluminum panels to be 5000-series alloy, extrusions will be 6000-series alloy, with principal walls no less than .090” thick.

o Cabinet latches to be powder coated.

o Hinges to be continuous extruded aluminum and shelf brackets to be zinc plated.

o Overhead aluminum cabinets must be designed to fit standard 3-ring binders with construction as described above.

Work surfaces will be fabricated from ¾” plywood and ½” MDF with Wilsonart HD or equivalent laminate tops, PVC edging to prevent chipping and personal injury.

Will have two wall mounted 50” monitor display screen connected to video switching system outlined in Section 15 of this document.

Contractor will provide one (1) conference table to accommodate a minimum of 6 persons.

o The conference table will be secured to the floor structure.

o The conference table will have conference call system provided and installed by the contractor.

o The conference table will have in-table data, HDMI, and power ports:

- 6 data drops for the FEMA network

- 6 data drops for the Public network

- 2 HDMI Ports

- 8 110v power outlets

- 8 USB power ports

10.1.4 Entry/Storage Area

Curbside entrance door.

The contractor will provide base cabinetry of sufficient size to allow the installation of three desktop printer/scanner units. Cabinetry will allow for the printer/scanner units to remain in position while in transport without damage. Printer/scanner units will be supplied by FEMA.

The contractor will provide all necessary wiring connections from the printer/scanner units to the sever rack in the server and mechanical area.

11. Electrical Power and Distribution Systems

11.1 Generator:

One (1) *20KW Commercial Mobile AC diesel engine generator to be mounted in a compartment engineered for thermal and sound reduction. * Power assessment to be completed to determine correct capacity. Generator power requirement conservatively set at 125% capacity.

Generator function is to be controlled via a trailer manual control system.

Fuel supply to be sized to insure greater than 24 hours of uninterrupted operation at full load before refueling.

Fuel levels are to be displayed with a physical fuel gauge.

Exhaust is ported away from entrances, windows, and slide-outs (where applicable), extending beyond the edge of the side wall skirt.

11.2 AC power Distribution:

The AC power distribution panel must be installed and equipped with single-phase, three-wire service and be configured with thermal magnetic circuit breakers sized for 125% of the anticipated load.

o AC electrical panel to include red letter multimeter.

o One (1) automatic transfer switch with manual backup must be installed to select between

SHORE–OFF–GEN.

Outlets:

o 120V 20A duplex outlets to be installed throughout the interior of the unit.

- Outlets to be installed adjacent to respective equipment

- One (1) duplex outlet with integrated USB power ports required at each workstation

- Duplex outlets to installed as appropriate on exposed walls.

o Four (4) 120V 20A GFCI protected duplex outlets to be installed on the exterior. Strategically placed, one on the front and one on the back.

o UPS-backed outlets (red in color) to be installed at each workstation or other electrical appliance locations to ensure displays, computers and other equipment continue to operate in the event of a power outage.

Shore / Incoming Power:

o One (1) 100A shore power inlet to be installed.

o One (1) 50’ 100A shore power cord.

o One (1) 15A shore inlet to be included for charging onboard batteries.

11.3 DC Power Distribution:

One 12V Distribution panel to be installed o Electrical panel to include red letter multimeter.

o All 12V circuit breakers to be resettable and appropriately sized 125% of anticipated load.

o One (1) 12V main disconnect switch to be installed in the trailer control center.

Four (4) Group-31 12V deep cycle lead acid auxiliary batteries to be provided and installed by the contractor.

Two (2) PFC 85A converters must be directly connected to the system to provide sufficient power to all trailer based 12V systems. This converter must also provide charging to the auxiliary batteries.

One (1) 12V manual master disconnect switch to be installed in the trailer battery compartment.

11.4 Wiring Standards:

All electrical circuits and appliances to be UL listed and conform to applicable national electric codes, NEC and FMVSS regulations.

Main supply lines must be a minimum of 2-gauge copper multi-stranded battery cable.

The trailer is to be wired for both AC and 12VDC.

All wiring to be separated in relation to application and will feature separate and distinct AC and DC control panels and circuit breakers.

All wiring to be run behind trailer walls with access points clearly marked and engineered for ease of replacement or additions.

All wiring to be bundled, tied, trimmed, and protected from chafing and abrasion All wiring will be numbered or lettered at terminal ends and 18” centers on wiring runs through the unit.

Where wire passes through a bulkhead, body member or sheet metal, it must be protected by plastic or rubber grommets or conduit. All wires and looms to be routed to assure that they do not abrade or be damaged by any part of the trailer.

Cabling to be supported on minimum 16” centers.

12. HVAC System

Standard heating, ventilation, and air conditioning (HVAC) system must be engineered to keep interior temperatures between 68F and 74F when exterior temperatures are between -10F and +110F.

Systems and engineered for redundancy.

A minimum of two (2) commercial wall mounted systems for cooling and heating must be installed.

o Must be engineered to keep interior temperatures between 68F and 74F when exterior temperatures are between -10F and +110F.

o A ducted system shall be utilized to reduce air flow noise and improve temperature continuity throughout the shelter.

13. Communications/ Network Infrastructure

13.1 Power

13.1.1 120V AC Power:

One (1) double-conversion 3KVa UPS to be included and installed o Note: The double-conversion UPS provides substantial improvement in equipment protection over standard UPS technologies and thus is required.

Power to the UPS units to be controlled via back up on/off switches on the UPS units.

UPS units must be tested to ensure full operability with generator power.

19 ½” equipment rack to contain two (2) 120VAC PDU power strip(s).

13.1.2 12VDC Power:

14.1.1 100 amps of thermally protected 12V DC power to be provided via a 20x8-32 hot sub bar adjacent to the electronics rack.

13.2 Network Distribution

Wiring/Cabling:

o The shelter is to be pre-wired for data, voice, and video.

o Wiring and cables are to be run through chase ways. Chase ways are to be covered with color-matched fabric to blend into the wall paneling and provide separation between AC/DC power cabling, radio, voice, data, and AV cabling.

o All data communication cabling and accessories to be Cat6.

Patching:

o Panduit Patch Panels – Two (2) modular 24-port Cat6 patch panels to be installed in the communications rack to route data communications.

Wireminders – Rackmount wireminders with covers to be installed to assist in cable management in the electronics data rack.

Network Interface / IO Panel:

o One (1) 2-panel (up to 16 ports total) modular network interface panel to be fabricated from

0.125” (minimum) aluminum and integrated through the shelter to facilitate hardwired distribution of audio, data, and video signals.

- Panel to be installed on the curbside of the trailer.

- The network interface panel door must include an automotive grade seal to maintain weather integrity.

- The network interface panel is to be engineered to allow the panel door to be closed and locked.

- The interior of the panel is to be equipped with a 12V LED light for nighttime operations, facilitating port identification and connections.

o Modules are to be fabricated from aluminum and include engraved cover plates to clearly identify each port and its purpose. Port labels must directly correspond with respective cabling and ports in the data racks’ patch panels.

o External Shelter Pass-Through Access: One (1) key locking pass-through with weatherproof door must be fabricated from 0.125” (minimum) aluminum and is to be installed to permit cables to pass through from the exterior to the interior of the shelter and routed to the electronics rack. The pass-through clear opening is to be no less than 2.25” to accommodate large cable bundles / plugs.

14. Audio Video Systems

14.1 4K Routing System: Extron 16x8 Video Matrix Switching w/ 4 Audio Outputs – manual buttons on rack mounted unit

DHS Enterprise Architecture Compliance

All solutions and services shall meet DHS Enterprise Architecture policies, standards, and procedures. Specifically, the contractor shall comply with the following HLS EA requirements:

- All developed solutions and requirements shall be compliant with the HLS EA.

- All IT hardware and software shall be compliant with the HLS EA Technical Reference Model (TRM)

Standards and Products Profile.

- Description information for all data assets, information exchanges and data standards, whether adopted or developed, shall be submitted to the Enterprise Architecture Division (EAD) for review, approval and insertion into the DHS Data Reference Model and Mobius.

- Development of data assets, information exchanges and data standards will comply with the DHS Data Management Policy MD 103-01 and all data-related artifacts will be developed and validated according to DHS data management architectural guidelines.

- Applicability of Internet Protocol Version 6 (IPv6) to DHS-related components (networks, infrastructure, and applications) specific to individual acquisitions shall be in accordance with the DHS Enterprise Architecture (per OMB Memorandum M-05-22, August 2, 2005) regardless of whether the acquisition is for modification, upgrade, or replacement. All EA-related component acquisitions shall be IPv6 compliant as defined in the U.S. Government Version 6 (USGv6) Profile (National Institute of Standards and Technology (NIST) Special Publication 500-267) and the corresponding declarations of conformance defined in the USGv6 Test Program.

a. Definitions

i. Component: a unit defined by the supplier that connects to and functions as part of the product. For software products, a component is a unit of software defined by a supplier at the time the component is built, packaged, or delivered. For hardware, a component is one hardware unit designed to connect to and function as part of a larger product.

ii. End-of-Life (EOL): means that an ICT product has reached the final stage of the product life cycle in which that version of the ICT product will no longer be supported nor manufactured (e.g., no patches will be developed, no security improvements will be made, and, sometimes, no troubleshooting technical assistance will be offered).

iii. End-of-Support (EOS): means that an ICT product will no longer be supported (e.g., no patches will be developed, no security improvements will be made, and, sometimes, no troubleshooting technical assistance will be offered).

iv. Information and Communications Technology (ICT): encompasses the capture, storage, retrieval, processing, display, representation, presentation, organization, management, security, transfer, and interchange of data and information;

includes all categories of ubiquitous technology used for the gathering, storing, transmitting, retrieving, or processing of information (e.g., microelectronics, printed circuit boards, computing systems, software, signal processors, mobile telephony, satellite communications, and networks).

v. Product: part of the equipment (hardware, software and materials) for which usability is to be specified or evaluated.

b. Original Equipment Manufacturer (OEM) End-use Information and Communications Technology (ICT) Product

i. The contractor shall provide new equipment unless otherwise formally approved by the Government, in writing. The contractor shall provide only Original Manufacturer (OEM) end-use products to the Government. In the event that a shipped OEM product, or part or component of that product, fails, all replacements must be new (i.e., non-refurbished, not previously used) OEM.

ii. The contractor may provide previously used OEM products only with written Government approval. Such parts shall be procured from their original source and shipped only from the manufacturer's authorized shipment points.

c. Accounting of Components in ICT Products

i. The contractor shall provide and maintain a list of components for each product used in performance of the contract, including through subcontracts or other arrangements. This list for each product shall provide the component manufacturer's name, address, state, and/or domain of registration, and, where applicable, the Unique Entity Identifier (UEI) number, for all components comprising the ICT products.

ii. The contractor shall notify the Government when a new contractor/subcontractor/service provider is introduced to the ICT provided on this contract, or when suppliers of components or products are changed. If a software component used in the performance of the contract is updated with a new build or release, the contractor must update the list provided in accordance with (i) above to reflect the new version of the software. This includes software builds to integrate an updated component or dependency.

iii. For software products, the contractor shall provide all OEM software updates, and patches to correct defects, for the life of the product [i.e., until the "End of Life" (EoL) or "End of Support" (EoS)]. Software updates and patches shall be made available to the government for all products procured under this Contract and replaced when End of Support (EoS) is reached.

iv. A contractor using team members in performance of the contract (e.g., subcontractors or other service providers) shall ensure that the standards for the accounting of components in this subsection are met by team members.

d. Supply-Chain Transport

i. The contractor shall use formal, documented and accountable transit, storage, and delivery procedures (i.e., the possession of the end-use product to be delivered is documented at all times from initial shipping point to final destination, and every transfer of the product from one custodian to another is fully documented and accountable) for all information and communication technology (ICT) shipments to fulfill this contract.

ii. The contractor shall maintain all records pertaining to the transit, storage, and delivery of ICT deliverables under this contract through at least 6 months after acceptance and make available for inspection upon request of the Government.

iii. The contractor shall make use of tamper-proof or tamper-evident packaging for all shipments.

iv. The contractor shall provide a packing slip for each container or package with the information identifying the contract or order number, a description of the hardware/software enclosed (Manufacturer name, model number, serial number), and the customer point of contact.

v. The contractor shall provide a shipping notification to the intended government recipient; with a copy transmitted to the Contracting Officer, or other designated representative. This shipping notification shall be provided electronically and identify the contract or order number, a description of the hardware/software being shipped (manufacturer name, model number, serial number), initial shipper, shipping date and identifying (tracking) number.

e. Changes to Ownership and Control

The Contractor shall immediately notify the Contracting Officer and Contracting Officer's Representative regarding any significant changes to corporate ownership or control from contract award through final delivery or the end of the period of performance. A significant change would be one in which a change occurs in the individuals or entities who, directly or indirectly, either (1) exercises substantial control over an entity, or (2) owns or controls at least 25 percent of the ownership interests of an entity.
