On 30 September 2024, the Contracting Officer received the following questions. Please see the Contracting Officer’s answers, in red:
1. I was looking over the Texas regulations for security guards and finding that Level II guards are classified “unarmed”. If the solicitation expectation is to have “armed” guards in Texas, that would require Level III. This is confirmed with several partner subs.
This requirement is not a state requirement, it is a Federal requirement. The Federal government and the state differ in defining this task, however, because this is a Federal requirement, Armed Guards are requested. A Federal Level II Armed Security Guard is someone who is armed with a handgun and can performs basic security duties such as monitoring entry points, checking identification, and conducting routine patrols. State definition can be deviate from the federal definition.
2. Can you please confirm if the guards need to be armed or not, and will an amendment be needed or possibly an SF30 modification?
There is no need to amend this requirement. As stated above, this is a Federal requirement, and the task will be performed at a Federal location, thus, the state law does not apply.
3. Is the 37,800 man hours based on a 24/7 work scope?
Yes, however, this only pertains to DR-4781-TX. DR4798-TX is projected to be 17,280.
4. Per our calculations of a 24hr work scope without over-time, 37,800hrs / 12wks (3mo) / 40hrs (single guard)/ 3 (24hr shift or 3 x 8hr shift) = ~ 27 guards. The SOW/PWS calls out 36 guards under
1.0 Scope. Can you please clarify hours for both 37,800 and
17,280?
Thanks for the input, but the math is not correct as it relates to this requirement. 12 weeks is 3 months, if we are using 4 weeks equaling a month. This requirement is for 90 days. In your math, you would only have 84 days, based on 7 days a week versus 12 weeks (12*7=84). That’s 6 days less than this requirement.
If you take the 37,800 and divide it by 90 days, it will equal 420 hours per day. Take the 420 and divide it by 12 (assuming you have 2 guards working 12 hour shifts) it will equal 35. The government is requesting 36 guards.
With that said, be advised that the government has provided a max number of hours. Those hours are subject to change, based on the needs of the Government.
5. Reviewing SF1449 we require clarification on start dates for 90 day period of performance for CLIN 0001, CLIN 0002, CLIN
1001, CLIN 1002, CLIN 2001, CLIN 2002, CLIN 3001, CLIN
3002.
The start date is TBD. It’s based on the award date of this action.
6. Are there expectations that all these compliance requirements, be satisfied prior to feet-on-ground, day 1 or is there some time to allow successful completion?
