4Contractor should be permitted to receive the ETF if the there is an early termination since the contractor will be required to continue services (e.g., communicate with property, utility company, furniture removal and closing out the contract after the POP) especially when the requisite notice is not given to the contractor.Section 11 requirement for Contractor to provide the lease and actual charges should be removed particularly since leases are provide at the inception/prior to the HUD Inspection/Move-in and sometimes the property owners do not provide timely invoice especially when there is an early termination, damage to the unit or a holdover; otherwise Contractor will be performing services beyond POP without compensation.FEMA will provide a 60 day ETF notice and will pay 2 months ETF. FEMA anticipates leases being the full 12 months of the base period. Vendor contract with the property owner should be identcal to the Terms and Conditions that FEMA requires in the contract between FEMA and the vendors.
