About this file

This document appears to be a set of questions and answers related to a Request for Quote (RFQ) for the FEMA Direct Lease DR-4795-NM Housing program. The RFQ is seeking proposals from Property Management Companies and/or Property Owners to lease furnished rental units to provide temporary housing for eligible applicants displaced due to the South Fork Fire, Salt Fire, and related flooding in Lincoln County, New Mexico.

Key details include:

  • The Base Period of Performance is 12 months.
  • FEMA will refer eligible applicants directly to the Property Owner/Management Company to execute a Lease Agreement, and the applicant will also sign a License-In Agreement with FEMA.
  • FEMA will conduct monthly "recertifications" to ensure applicants are working toward permanent housing.
  • FEMA is only accepting proposals from registered SAM vendors with rental properties available in the Ruidoso area.

Question NumberQuestion/CommentVendor RecommendationFEMA Response
1In my prior reasearch for the RFI and now in my current research for the RFQ, I have encountered challenges in meeting the FMR criteria within a 30-60 mile radius of the disaster area.We would recommend FEMA to consider increasing the FMR based on the research of unfurnished units compared to furnished units. Please let us know if you need further clarification.Lincoln County is the only county designated for DR-4795-NM Direct Housing. We cannot go outside of the county for properties/units. FMR will not increase.
2Would it be possible to expand the NAICS code to include 531110?Contracting Response - Yes, NAICS 531110 will be added to the Solicitation Amendment.
3Should there be a set-up fee included on the pricing sheet?FEMA is looking for furnished units. No set-up fee should be required.
4Please clarify the Base Period of Perfromance- 6 or 12 months? The Base Period of Performance is 12 months.
5Please provide clarification for this statement "FEMA will refer the Applicant to the Owner/Property Management Company for execution of a Lease agreement for the rental unit." Will occupants sign the DLOLA/vendor packet through the vendor/property management company or property owner and send a copy to the FEMA COR; or will the occupants sign the vendor packet through FEMA HOMES?FEMA will contact the Applicant regarding license in dates and documentation required. The Applicant will be signing a lease agreement based on the Property Management Company and or Property Owner terms and conditions. The Applicant will also sign a License-In Agreement with FEMA stating they understand the rules/regulations laid out by FEMA. The FEMA Lease agreement is part of the attachments. The PMC or Property Owner will provide their lease agreement.
6Please provide clarification for this statement "…the Owner will provide FEMA with access to the unit to visis Applicants. FEMA will provide the Owner with advance notice when a visit is requested." Will period visits be self-scheduled and managed by FEMA, or will the vendor be involved in any way?…the Owner will provide FEMA with access to the unit to visis Applicants. FEMA will provide the Owner with advance notice when a visit is requested. FEMA conduducts "recertifications" on units to ensure the Applicant is working toward their permanent housing plan. This is usually done on a monthly basis.
7Is the Government only looking to go into contract with the owners of the properties being offered or with agents who lease from the owners with rights to sub-lease to FEMA.Any Property Mangement Company, Property Owner who is registered with SAMs and has rental properties available in the Ruidoso area.
