Snow removal services must be provided on a 24/7 basis whenever snow accumulation exceeds 1 inch, with all work completed before 6:00 a.m. Snow removal scope includes sidewalks, entrances, handicap spaces, loading docks, and fire lanes, with salt applications and ice control included at no product preference. Notably, off-site hauling of snow is required when designated storage areas become full. The contractor will have 24/7 site access and must furnish all cleaning supplies and consumables. Security and facility access requirements, site plans, property maps, and the primary point of contact will be provided upon contract award. Communication regarding service updates and weather events should occur via email or phone. The current requirement is materially the same as the prior contract (70FBR522C00000002) with substantially equivalent scope and historical contract value. Site plans and property maps are referenced in an attached checklist to assist offerors in preparing accurate proposals.

Period of performance – The solicitation states an estimated period of performance of July 20, 2026 through June 30, 2027, with four one-year option periods to follow. However, the SOW appears to include legacy period language referencing a base year of July 1, 2022 through June 30, 2023. Would you please confirm that offerors should price the current requirement using the solicitation’s 2026–2027 base period and the four subsequent option years?

The period of Peformance was updated in Amendment to the solicitaiton.

Snow removal / snow placement – The SOW states that snow must be cleared and removed from the property so that there is not an accumulation or piling of snow. Would you please clarify whether this requires offsite hauling of snow, or whether snow may be placed in approved onsite areas so long as it does not obstruct access, parking, visibility, drainage, gates, sidewalks, entrances, or other required areas? Off-site hauling for snow removal.

Prior contract / scope changes – Based on publicly available award information, One Source Commerce understands that prior contract 70FBR522C00000002 was awarded for similar grounds maintenance services at the FEMA Aurora Annex. Would you please confirm whether the current requirement is materially the same as the prior requirement, or identify any material changes in scope, service frequency, site conditions, snow/ice requirements, pressure washing expectations, or access requirements that offerors should consider when preparing pricing? Primarily the same.

Could you please confirm whether the historical contract value reflected in SAM.gov represents substantially the same scope of services being solicited under the current RFQ, or has the scope of work been materially expanded for this solicitation?

Same.
