About this file

This document is a Q&A file for a janitorial services solicitation for FEMA Region 1's Federal Regional Center in Maynard, MA. The solicitation covers an 11-month base year from 1/12/2026 to 12/12/2026, is a 100% small business set-aside under NAICS Code 561720, and will be awarded based on best value. Key procurement details include a mandatory site visit on 12/22/2025 from 8:30-9:30am EST, with interested participants required to email specific FEMA contracting personnel by 7:00am EST that morning.

The Q&A reveals additional contract insights, including that weekend janitorial work is not standard (except during emergency RRCC activations), which occur 0-2 times annually. The previous contract was valued at $66,000. Contractors have discretion in staffing for specialized tasks like carpet shampooing, and can use truck-mounted equipment. The evaluation will assess four factors: Price, Technical Approach/Management Plan, Past Performance, and Mandatory Site Visit Attendance, with Technical Approach being the most significant factor. The solicitation uses Service Contract Act Wage Determination 2015-4047 for Middlesex County, Massachusetts.

1.Question: The FRC is staffed one weekend per month with 20 military reservists, When planning, should we plan for one 7-day week per month?

2.Question: Over the last 5 years what is the average time per year that the base goes into RRCC mode?

Answer: Over the past 5 years the RRCC has been activated 0 to 2 times per year on average. Emergency activation falls under the hourly “emergency rate” CLIN.

3.Question: What is the dollar value of the current/previous contract?

Answer: 66K.

4.Question: How many jumbo double roll tissue paper dispensers are required to be provided?

Answer: yes.
