About this file
This is Amendment 001 to a Request for Quotation (RFQ) issued by the Federal Emergency Management Agency (FEMA) Region 10 for professional language interpretation services in response to Presidentially Declared Disaster 4893 (Typhoon Halong in Alaska). The amendment clarifies the scope of work, identifies estimated service hours, working hours, and travel reimbursement procedures. The solicitation number is 70FBR026Q00000013, with an effective date of April 15, 2026.
The contractor shall provide professional English-to-Central Alaskan Yup'ik interpretation services for disaster response operations in designated areas of Alaska, including Anchorage and Bethel. Services may be delivered in-person or remotely. The estimated requirements are 220 hours for over-the-phone or virtual interpretation (CLIN 0001) and 120 hours for on-site interpretation (CLIN 0002), with only actual hours worked being billable. Office hours are 7:30 a.m. to 5:00 p.m., with over-the-phone interpretation currently scheduled for Thursdays; hours are subject to change. The contract type is hybrid: firm fixed price for interpretation labor hours plus cost reimbursement for authorized local travel per Federal Travel Regulations. The period of performance runs from April 27, 2026 through July 26, 2026, with one optional 90-day extension period. The solicitation is set aside for contractors registered in SAM with "All Awards" status and a primary business location in one of ten federally designated disaster areas in Alaska; if no local offers are received, all offers will be considered. Pricing shall be a firm fixed hourly rate (fully burdened) with itemized travel expense reimbursement submitted monthly. Evaluation criteria include interpreter qualifications and experience, deployment capability, price, past performance, and local area preference. The contractor must comply with Service Contract Act Wage Determination 2015-5687 Revision 27 (dated 12/03/2025). Questions must be submitted by 2:00 p.m. PT on April 21, 2026, and proposals must be submitted by 2:00 p.m. PT on April 23, 2026, to Sandra.Shanks@fema.dhs.gov and FEMA-R10-Contracts@fema.dhs.gov.
