About this file
This document is a Questions and Answers (Q&A) file dated November 3, 2025, for solicitation 70FBR026Q00000001, focusing on interpretation services for FEMA. The Q&A addresses several key points, including ethnic clarification (specifically requesting Yup'ik interpreters, not Iñupiat), interpretation logistics, and regional communication considerations. FEMA indicates a preference for local interpreters in Anchorage or Bethel, Alaska, particularly those impacted by Typhoon Halong, and offers flexibility with interpretation methods including live and phone-based services.
The document provides additional context about regional communication challenges, with guidance to verify telecommunications coverage. Respondents are advised to check with carriers about phone coverage areas, with mentions of GCI Communications potentially being the sole provider in some Alaskan regions. The Q&A also emphasizes the need for advance notice for travel and events, recommending at least a 2-day lead time for interpreters traveling between Anchorage, Bethel, and Kotzebue due to potential logistical challenges like storm-related disruptions.

November 3, 2025
1) Are you aware that the Northwest Region of Alaska are Iñupiat, and not Yup'ik -completely different ethnicities.
• We are aware. The request is for Yup’ik.
2) Will there be a lead time for public events that require live interpretations?
• There will likely be lead time. Over the phone interpretations are also an option, depending on the event or need.
3) Due to flights and potentially no lodging because of the storm, there needs to be at least a 2-day notice for travel from Anchorage to Bethel and Anchorage to Kotzebue.
• Understood. FEMA prefers to collaborate with interpreters who have been impacted by Typhoon Halong or reside in the affected area. Additionally, FEMA prioritizes working with local interpreters currently located in Anchorage or Bethel, Alaska to minimize the need for travel.
4) Do you know if GCI is the only telecommunications provider that is in service in the YK area?
