| 1 | We are performing independent research on the Combined Synopsis/Solicitation (70FB8027Q00000005). Submit all narrative documents in searchable PDF format. The completed pricing sheet may be submitted in Microsoft Excel (.xlsx) format and as a PDF. Do not submit password-protected or encrypted files.
The combined Cover Letter/Business Information, Technical/Capability Information, and Past Performance Information submission is limited to 15 single-sided pages. The page limit excludes the completed pricing sheet, signed SF 1449, representations and certifications, required financial-responsibility/supporting information, and attachments requested by the solicitation. Pages exceeding the limit will not be evaluated.
3 FAR 52.217-9(c) states the total duration of the contract, including options, shall not exceed 8 months, but the CLINs provide a 4-month base period and two 3-month option periods (10 months total), plus up to 6 months under FAR 52.217-8. Which governs, and should offerors price all three CLINs? FAR 52.217-9(c) is revised to state that the total duration of the contract, including exercised options under FAR 52.217-9, shall not exceed 10 months. This is consistent with the four-month base period and two three-month option periods shown in the CLIN schedule.
Offerors shall provide pricing for all three CLINs:
CLIN 0001, Base Period: November 17, 2026, through March 16, 2027 CLIN 1001, Option Period 1: March 17, 2027, through June 16, 2027 CLIN 2001, Option Period 2: June 17, 2027, through September 16, 2027 For evaluation purposes, the Government will evaluate the total price of the base period and all option periods. Consistent with FAR 52.217-8, the Government will also evaluate a potential six-month extension using the rates proposed for the final option period. The FAR 52.217-8 extension is not included in the awarded value unless exercised.
| 4 | SOW 7.3 requires a complete deep cleaning (including carpet hot-water extraction) at the end of each period of performance. Since the pricing sheet has only monthly CLINs, should the deep-cleaning cost be included in the monthly unit price for each period? | Yes. Offerors shall include all costs associated with the end-of-period-of-performance deep cleaning, including carpet deep cleaning, in the applicable monthly CLIN unit prices. No separate CLIN will be added for deep-cleaning services. |
| 5 | How many restrooms are in Suites 212 and 216, and how many toilets, urinals and sinks do they contain? How many breakrooms/kitchen areas and paper-towel, soap and toilet-paper dispensers are in the space? | The SOW does not identify the number of restrooms, fixtures, breakrooms or kitchen areas, or the quantity of paper-towel, soap, and toilet-paper dispensers in Suites 212 and 216. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation. |
Offerors shall base their proposals on the SOW requirements for the approximately 13,008-square-foot facility and provide sufficient labor, supplies, equipment, and supervision to perform all required services, including maintaining all applicable dispensers stocked and functional throughout the period of performance.
6 Of the 13,008 square feet, how much is carpeted versus hard-surface flooring, and what is the approximate square footage of the warehouse area? This affects daily floor care and the end-of-period carpet extraction. The SOW does not identify the square footage of carpeted areas, hard-surface flooring, or the warehouse area within the approximately 13,008-square-foot facility. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation.
Offerors shall base their quotations on the SOW requirements and include sufficient labor, equipment, supplies, and associated costs to perform all required daily floor care and end-of-period deep cleaning, including carpet extraction, as applicable.
7 What is the average daily number of FEMA employees and visitors at the Las Vegas Branch Office? The Government does not have a verified average daily count of FEMA employees and visitors available for release. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation.
Offerors shall base their quotations on the SOW requirements, including the approximately 13,008-square-foot service area, required service hours, and required cleaning frequencies. The contractor remains responsible for providing sufficient labor, supplies, equipment, and supervision to meet all requirements of the SOW.
| 8 | Is there a building dumpster or trash collection point the contractor may use to dispose of collected waste, or must the contractor haul trash off-site to a disposal facility? | The contractor shall provide all labor, equipment, transportation, and disposal services necessary to remove and properly dispose of all collected waste off-site at an authorized disposal facility. Offerors should base their quotations on the requirements stated in the SOW and provide any resources necessary for performance. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation. |
| 9 | Will FEMA provide a janitorial closet or storage space for contractor supplies and equipment, and access to water (mop sink) and electrical power for cleaning equipment? | The contractor shall provide, transport, secure, and remove all supplies and equipment necessary to perform the required services. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation. |
Access to water and electrical power may be provided, as available, to support contract performance; however, the contractor shall coordinate access requirements with the designated Government point of contact and shall not rely on Government-furnished utilities as the sole means of performance. Offerors should base their quotations on the requirements stated in the SOW and provide any resources necessary for performance.
10 1. May the prime contractor use a qualified local small-business subcontractor to perform the on-site janitorial services, while the prime contractor remains responsible for contract management, quality control, and performance? Subcontracting: Yes. The prime contractor may use a qualified local subcontractor to perform on-site janitorial services, provided the prime contractor remains fully responsible for contract performance, including management, supervision, quality control, staffing continuity, and compliance with all solicitation and contract requirements.
As this is a small-business set-aside, the prime contractor must comply with FAR 52.219-14, Limitations on Subcontracting.
| 11 | 2. May an authorized representative of our proposed local subcontractor attend the mandatory site visit on behalf of One & Done Cleaning Co., LLC? | 1. Site-visit attendance: Yes. An authorized representative of the proposed subcontractor may attend the site visit on behalf of One & Done Cleaning Co., LLC, subject to the two-representative limit per offeror and all FEMA facility-access, identification, visitor-control, safety, and security requirements. Please note that site-visit attendance is strongly encouraged but is not required to submit a quotation. |
| 12 | 3. What is the required process for registering our representative for the November 10 site visit? | Registration process: To register, notify the site-visit point of contact, Omar Benitez Molina, by email at Omar.benitezmolina@fema.dhs.gov no later than November 6, 2026, at 2:00 p.m. Eastern Time. Include the following for each attendee: |

11 Could you confirm whether FAR 52.222-54 (E-Verify) applies to this order, and if it does, that the contractor may enroll within 30 days of award as the clause allows? FAR 52.222-54, Employment Eligibility Verification, applies to this solicitation and any resulting contract.
If the successful offeror is not enrolled in E-Verify as a Federal Contractor at the time of award, it must enroll within 30 calendar days after award, consistent with paragraph (b)(1)(i) of the clause. The contractor must then meet the applicable employee-verification timeframes specified in FAR 52.222-54.
