About this file
This is a Questions and Answers document for federal contract opportunity 70FB8026Q00000057 issued by FEMA for the procurement of Freezer Racks (Metro Max Shelving Units with Freight and Delivery). The requirement involves polymer shelving units without mechanical parts; there is no refrigeration maintenance component despite initial PSC coding confusion. The product specifications and quantities are detailed in an attached parts list. This is a total small-business set-aside for supplies with PSC 7125 and NAICS 337215, and the nonmanufacturer rule applies—small business offerors must manufacture the item or source it from another small business unless a waiver is obtained from the SBA by the Contracting Officer.
Delivery must be completed within 90 days after notice to proceed, with supply and delivery only (no assembly, installation, testing, or commissioning required). No site visit is available, and no bonding, insurance, credentials, or past performance documentation is required. The primary point of contact is Joy Case at 19844 Blue Ridge Mt. RD, Mt. Weather, VA 20135. The question deadline was September 1, 2026, at 11:00 AM CST, with the time reference being Chicago, Illinois, USA. The Contracting Officer clarified that the SOW has been updated to reflect the Metro Max Shelving Units requirement, resolving earlier documentation discrepancies regarding examination tables.

Because this is a total small-business set-aside for supplies, please confirm whether the nonmanufacturer rule applies and whether any class or individual waiver is available. For supply item requirements (examples: parts, software, mobile trailers, widgets, etc.) for a small business to qualify under a small business set-aside (including socioeconomic set-asides), the small business must manufacture the item or provide the item from another small business. A waiver to the NMR waives all performance (manufacturing of the item) requirement for the small business bidding under a set-aside and allows a small business offeror to provide the item from any size business. Waivers are requested from SBA by the
