RFP
M.4.4 Evaluation Factors states, "1 factor with a “Low Confidence” rating will remove the Offeror from further consideration for award." Will FEMA provide the Corporate Experience rating offerors receive as part of the Phase I Advisory notification and/or notify offerors who receive a "Low Confidence” Corporate Experience rating as part of the Advisory notification that due to such rating they have been removed from further consideration for award?
The confidence ratings listed in the chart on page 103 of the amended RFP will used to rate the Phase I: Corporate Experience.
These confidence ratings will also be used to rate Phase II: Staffing and Management Approach.
L.3.1 p94; "Offerors that have the most highly competitive proposals and advised to proceed to Phase II of the proposal processes will receive the Phase II submission due date in the advisory notification, as well as the date and time for the
Offeror’s oral presentation." Please clarify if the government expects the notification of Phase II submission due date to comport with L.3.1 p92 Proposal Due Date / Phase II: Tuesday, March 16, 2021.
The due for phase II will be changed to the following: "The due date for Phase II proposals is anticipated to be approximately 7 days after the advisory notice is provided to vendors. The final date will be provided to vendors advised to proceed to Phase II in their advisory notice.”
L.3.1 p92 "Phase II Page Limit: .... shall be in MS Word or PDF Format appears to conflict with p95 Page Limitation: ... in
Microsoft Word and/or PowerPoint formats combined." Please clarify what material would be submitted in PowerPoint.
Page 95 "PowerPoint" should be replaced with "PDF"
H.14 p25 requires Small Business Subcontracting Plan to be submitted within 7 calendar days after award; L.3.1 p99 requires an acceptable small business subcontracting plan within 30 days after award. Please clarify which timeframe is correct.
Sub-Contracting Plan is due 30 days after award. See corrections in the Amendment RFP.
SF1449 "FEMA intends to issue two (2) single award, IDIQ contracts" Is there a potential FEMA will award both to the same offeror or is FEMA committed to awarding them to separate offerors?
No. FEMA does not anticipate awarding both single-award IDIQ contracts to only one (1) vendor.
L.3.1 p96; Will the pre-determined questions from the Government be the same questions asked of all offerors who participate in oral presentations or will they be specific to individual offerors' proposals? Yes, the same questions will be asked of all offerors who participate in oral presenetations
L.3.1 p96; Please clarify when the the pre-determined questions from the Government will be provided to offerors. If in advance of orals, please clarify how far in advance they will be provided. The questions will be provided to the offerors at the beginning of oral presentation

In addition to any key personnel, offerors may include up to (2) two additional oral presentation participants.
