FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA)
TRANSPORTABLE TEMPORARY HOUSING UNIT (TTHU) GENERAL LIVING KITS
STATEMENT OF WORK (SOW)
1. BACKGROUND
As part of its disaster and emergency response mission under the Stafford Act, FEMA provides
General Living Kits consisting of standard household items to eligible disaster Survivors housed in Transportable Temporary Housing Units (TTHUs).
The purpose of this requirement is to establish a Firm Fixed Price (FFP) Blanket Purchase
Agreement (BPA) to fulfill the requirement for the General Living Kits on as-needed basis.
2. SCOPE
The Contractor shall furnish all labor, material, supplies, equipment facilities and all additional necessities to build a General Living Kit in accordance with specifications and guidelines outlined in this SOW.
The Contractor shall:
• Select the material(s) that meet the requirements specified in this SOW;
• Assemble General Living Kits to include all required material;
• Pack materials/items in accordance with packing guidelines in suitable storage container and
• Deliver General Living Kits to destinations as set forth in each issued BPA Call Order.
Unless otherwise stated, all items shall be in accordance with Federal Acquisition Regulation
(FAR) Part 23.4 - Use of Recovered Materials and Bio-based Products. Please visit www.biopreferred.gov for more information.
3. DELIVERABLES
3.1 TTHU General Living Kits:
There is only one (1) type of General Living Kit. The requirements of the General
Living Kit are listed below. If the required products are not available, the contractor shall replace the products with an item that meet or exceed the SOW specifications.
The contractor shall provide an explanation of how the replacement product meets or exceeds the SOW specifications.
All General Living Kit items, except item GLK-8 – Wastebasket Container, shall remain in the original manufacturer/factory packaging. All items that complete the
General Living Kit shall be new and unused.

4. PACKAGING, LABELING AND DELIVERY
4.1 Packaging Instructions
All individual items that make up the complete General Living Kit shall remain packaged and sealed in the original factory packaging.
4.1.1 General Packing Instructions: Due to the unknown circumstances which can arise during disaster response and recovery, it is possible that the pallets of General Living Kits may be moved several times, double-stacked for storage, and stored in warehouses or stored outside with no protection in all types of weather. The Contractor shall ensure that the General Living Kits are packaged to withstand such handling as well as climatic conditions. Climatic conditions can include blowing snow, flurries, freezing rain, high humidity, rain, sleet, or snow.
All items shall be packed to improve the safety of the contents during shipping and to minimize any harm for the duration of the entire storage period.
4.1.2 Living Kit Container: Each General Living Kit shall be packaged in a single box or container. To conserve space, items from the General Living Kit may be placed into the
Wastebasket Container. All boxes/containers shall be sealed with security/tamper resistant/ tamper evident tape on all open edges. The General Living Kits shall be packaged to be stored for a duration of up to 3 years in unconditioned space. Any individual General Living Kit packaging, container or box shall be able to fit through standard 32-inch residential doors. Each living Kit shall not exceed 30 pounds. See Labeling Instruction for requirements to label the
Secondary Container/Living Kit Container.
4.1.3 Palletizing/Packaging of Living Kit Container: General Living Kits shall be palletized for transportation. No part of the Living Kit Container shall be partially placed on the pallet. The contractor shall use industry standard size pallets (48 inches by 40 inches, 4-way). Pallets shall be fully covered on all sides (excluding the bottom) with a minimum of (10) layer of stretch-wrap.
Additional cardboard support should be placed between each layer of boxes/containers of Living
Kits to prevent sagging. Material shall be stacked so the total height of each pallet and material does not exceed 55 inches. Pallets shall be hardwood or other industry standard material and designed for pickup from all four sides. The Contractor shall ensure that the General Living Kits are packaged to withstand such handling as well as severe climatic conditions. Contractor shall use edge protectors, angle boards or corner protectors on each pallet to prevent shifting and reduce damages during movement.
During the Palletizing of the General Living Kits, if individual General Living Kits are not sized for easy packing on pallets the contractor may combine multiple General Living Kits into boxes or containers to facilitate shipping and placement on a pallet. Boxes or containers holding multiple General Living Kits shall not exceed 50 pounds so that they are easily moved by a single person.
4.2 Labeling Instructions
TTHU General Living Kits shall be marked so that the contents of the Living Kit Container and its contents are easily identified. The boxes/containers shall be labeled on five (5) sides (top and four sides).
The labeling shall identify “FEMA TTHU General Living Kit”, the date the General Living Kit is packaged and the company providing the living kit. The General Living Kit Container shall be labeled with marking of either Calibri or Times New Roman in 24-point font at a minimum.

4.3 Tracking and Delivery
4.3.1 Tracking
The contractor shall provide notice of shipping once shipping is initiated. The notice shall be provided by email to the Contracting Officer (CO), the Contracting Officer’s Representative
(COR) and the delivery point of contact (to be identified on each BPA Call Order). Each shipment notification shall include a copy of the contractor’s bill of lading (BOL) and an estimated date of delivery. The contractor shall require that the delivery carrier’s driver notify the delivery point of contact 24 hours prior to delivery unless the delivery is using a commercial carrier such as FedEx, UPS, DHL, etc.
The contractor shall provide an electronic spreadsheet showing details of commodity shipped from place of origin to destination with each invoice submitted for payment. At a minimum, the electronic spreadsheet must provide the following details:
• Load number;
• Bill of Lading number, nomenclature and units shipped and
• Personal identifier for each unit, carrier, truck number, trailer number, place of origin, and destination.
4.3.2 Delivery
Delivery locations will be within the Contiguous United States (CONUS) and/or Outside the
Contiguous United States (OCONUS). Specific delivery locations will be identified in the BPA call order request for quote.

Non-standard locations include FEMA field operations such as Joint Field Offices (JFO) and
Manufactured Housing Staging Areas (MHSA). Non-standard locations could also include the
TTHU manufacturer or other FEMA offices and storage locations. Addresses for non-standard locations will be provided in the BPA Call Order Request for Quote.
5. PERIOD OF PERFORMANCE:
The period of performance shall be one (1) base year with four (4) one (1) year option periods.
6. PLACE OF PERFORMANCE:
The place of performance shall be at the contractor’s facility for the manufacturing of the
General Living Kits.
7. PRODUCTION CAPACITY:
7.1 Initial Delivery After Award
The contractor shall be able to produce and ship no less than 2,000 General Living Kits, that shall arrive at the FEMA destination within four weeks (calculated as 28 calendar days) from the date of the BPA Call Order award, if the delivery location is within 500 miles of the contractor’s production facility. The contractor shall receive an additional day for every additional 500 miles or portion thereof.
Consideration may be given, up to two days, if the 28th day falls on a weekend day (Saturday or
Sunday) and the destination facility is not open. Delivery distances will be calculated using the
MapQuest online web site.
The following are delivery examples used at a hypothetical production facility located in the center point of Burlington, MA as calculated by MapQuest:
Example 1: A BPA Call Order is awarded for delivery to FEMA’s MHSS located in
Cumberland, MD.
MapQuest provides a driving distance of 535 miles. If the BPA Call Order is awarded was awarded on Monday, May 27, 2019 the delivery would be required on or before Tuesday, June
25, 2019.
Example 2: A BPA Call Order is awarded for delivery to FEMA’s MHSS located in Selma, AL.
MapQuest provides a driving distance of 1277 miles. If the delivery order was placed on
Monday, May 27, 2019 the delivery would be required on or before Wednesday, June 26, 2019.
7.2 Weekly Production Rate
The contractor shall be able to produce General Living Kits at a rate of at least 500 complete kits per week, for no less than six weeks, before encountering any shortfalls that directly affect the
General Living Kit production
