COMBINED SYNOPSIS/SOLICITATION

for

TTHU General Living Kits

Synopsis: This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Part 13.5 using Simplified Acquisition Procedures for certain commercial items supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number is 70FB8020Q00000001 and is issued as a Request for Quote (RFQ).

FEMA has determined a need for Transportable Temporary Housing Unit (TTHU) General Living Kits.

This solicitation incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2020-01, effective November 12, 2019.

The North American Industrial Classification System (NAICS) code is 423220. The small business size standard is 100 employees.

It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.

The Government contemplates awarding one (1) or more Firm Fixed Price Blanket Purchase Agreements (BPA’s) resulting from this solicitation to the offeror(s) whose offer conforming to the solicitation, is the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors.

To be considered for award you must have an active System for Award Management (SAM) registration by the closing date of this solicitation. Vendors who submit quotes but do not have an active SAM registration will not be considered for award. Please visit www.sam.gov for more information or to register.

52.212-2, Evaluation - Commercial Items is applicable to this procurement. Award will be made to the Offeror’s with the lowest prices technically acceptable. whose quote conforms to the requirements of the solicitation and Statement of Work (SOW). To be considered for award, all offerors shall address all evaluation criteria.

Offerors shall respond to all evaluation factors. Failure to address all factors will result in offeror being non-responsive and therefore will not be considered for contract award. If an offeror receives an unacceptable rating for one (1) or more evaluation factors, the offeror will no longer be considered for award. Should either of these situations occur, the Offeror’s price proposal will not be evaluated.

Evaluation Factors for Award Technical factors are all of equal importance. Factors 1 and 2 will be evaluated as acceptable or unacceptable. To receive on overall rating of acceptable and be eligible for award, the offeror must be technically acceptable for all evaluation factors. Factor 3, past performance, will be evaluated as acceptable, neutral or unacceptable.

Award will be made to the lowest priced, technically acceptable offeror whose quote conforms to the requirements of the solicitation and Statement of Work (SOW). To be considered for award, all offerors shall address all evaluation criteria. Failure to address all criteria will result in offer being non-responsive and therefore will not be considered for contract award.

Offerors shall respond to all evaluation factors. Failure to address all factors will result in offeror being non-responsive and therefore will not be considered for contract award. If an offeror receives an unacceptable rating for one (1) or more evaluation factors, the offeror will no longer be considered for award.

The content of the offerors proposal must not exceed 50 single spaced pages using a font size of 12. Each “page” is one sheet, 8 ½” x 11”, with at least one-inch margins on all sides, using Times New Roman font. Pages shall be consecutively numbered. Page numbers, notation of proprietary information, and any other identifying information printed on each page are excluded from the margin requirements. Any foldout pages shall not exceed either 8 1/2" x 22" or 17" x 11", which when folded in half will be no larger than 8 1/2" by 11". The foldout will count as two pages. The Government will not review content exceeding the 50-page limitations.

Factor 1: Technical

Offerors will be evaluated based on items quoted. All items shall meet or exceed the items in the SOW. Unless otherwise identified in the SOW, all quoted items shall be in accordance with FAR Part 23.4 – Use of Recovered Materials and Bio-based Products. A response of “Unacceptable” for one or more questions will result in a rating of unacceptable and that offeror shall not be eligible for contract award.

Subfactor 1.1 General Living Kits The Government will evaluate the Offeror’s quoted items for compliance with Statement of Work. Offeror shall clearly identify in its quote what items and quantities will be included in the General Living Kit.

Evaluation Ratings for Technical Factor 1

Rating Definition

Acceptable Quoter proposes to provide items, in the correct quantity, required in the SOW to make up complete living kit. Quoted Items are in accordance with FAR 23.4 – Use of Recovered Materials.

Factor 2: Product Availability/Ability to Meet Schedule/Tracking Method

Offerors will be evaluated based on their response to the questions below. All Offerors shall be in agreeance with all requirements outlined in the SOW. A response of “No” for one or more questions will result in a rating of unacceptable and that Offeror shall not be eligible for contract award. Offerors shall respond to all questions.

Subfactor 2.1 Production Requirements The Government will evaluate whether the Offeror can meet the production requirements as described in Section 7.2 of the Statement of work. Offeror shall clearly explain in its quote how it will meet these requirements. Methods to explain can include but are not limited to:

• Agreement with suppliers;

• Factory production capacity in items per week produced if manufacturing capacity is something that the vendors identify as a capability; and/or

• Available inventory maintained in stock.

Subfactor 2.2 Shipping Notification Requirements The Government will evaluate whether the Offeror can meet FEMA’s shipping notification requirements as described in Sections 4.3 of the SOW. Offeror shall clearly explain in its quote how it will meet these requirements. Methods to explain can include but are not limited to:

• Written acknowledgement of the requirement as part of the contractor’s proposal; and/or

• A sample email that would meet the shipping notification requirements.

Subfactor 2.3 Packaging Requirements The Government will evaluate whether the Offeror can meet FEMA’s packaging requirements as described in Sections 4.1 of the SOW. Offeror shall clearly explain in its quote how it will meet these requirements. Methods to explain can include but are not limited to:

• Written acknowledgement of the requirement as part of the contractor’s proposal;

• A sample of the packaging; and/or

• Photographs of the packaging as part of the proposal.

Subfactor 2.4 Labeling Requirements The Government will evaluate whether the Offeror can meet FEMA’s labeling requirements as described in Sections 4.2 of the SOW. Offeror shall clearly explain in its quote how it will meet these requirements. Methods to explain can include but are not limited to:

• A sample of the label that meets the labeling requirement packaging.

Rating Definition

Acceptable Meets or exceeds minimum standards outlined in the SOW.

Unacceptable Does not meets or exceed minimum standards outlined in the SOW.

Factor 3: Past Performance

Present and Past Performance will be evaluated as a measure of the Government’s confidence in the Offeror’s ability to successfully perform based on previous and current contract efforts within the last three years. Provide no less than three (3) references to include the following:

1.Name of Company 2.Point of Contact 3.Current Telephone Number and Email Address 4.Title of Work 5.Period of Performance 6.Value ($) and Quantity

Evaluation Ratings for Technical Factor 4

Rating Definition

Acceptable Past Performance indicates satisfactory performance.

Neutral No relevant past performance history.

Unacceptable Past Performance does not indicate satisfactory performance.

Factor 4: Price

The award will be based on the lowest evaluated price of proposals meeting or exceeding the technical acceptability standards. The Government will evaluate price to determine whether the the quoted price is fair and reasonable. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). If an Offeror is found to be not technically acceptable for any technical factor, that Offeror’s price proposal will not be evaluated.

The reasonableness of the price proposed will be determined on the basis of adequate price competition by comparing the proposed prices among offers. The prices will also be compared against the Independent Government Cost Estimate (ICGE).

The Government intends to make award without discussions.

Questions are due to the Contracting Officer and Contract Specialist no later than 12pm EST December 18, 2019. Responses to questions will be posted no later than 12pm EST, December 20, 2019.

Quotes are due to the Contracting Officer and Contract Specialist, no later than 11:59pm EST, January 5, 2020.

All quotes that fail to include all solicitation requirements will be considered non-responsive and therefore not eligible for contract award.
