About this file

This is a Questions and Answers document for a Federal Emergency Management Agency (FEMA) Consumable Medical Supplies solicitation (70FB7026R00000003, Amendment 0001). The document clarifies submission requirements and product specifications for offerors responding to this contract opportunity.

The document addresses three primary clarifications: First, regarding partial CLIN submissions, offerors must submit complete pricing for all required contract line items across the base year and all option years, including the complete CMS kit (CLIN 0001), individual a la carte CLINs (0002–0108), the perishable items kit (CLIN 0109), transportation CLINs (0111–0114), and LSCMS Training for the base year only (CLIN 0110). Proposals lacking complete pricing for all required CLINs will be evaluated as incomplete and subject to unfavorable evaluation or rejection. Second, regarding product substitutions for CLIN 0002 (Antibacterial Cleansing Wipes), FEMA explicitly rejected a proposed format change from standard 15-count travel packs to jumbo body wipes, stating that changes in sizing do not meet specifications and would necessitate modifications to FEMA configuration kits. Third, concerning Option Year pricing, offerors must provide pricing for both CONUS and OCONUS delivery locations across all columns in the pricing sheet (columns E & F for base year through columns M & N for Option Year 4), with these CLINs to be evaluated accordingly.

FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA): QUESTION AND ANSWERS FOR

CONSUMABLE MEDICAL SUPPLIES

Solicitation No: 70FB7026R00000003 AMENDMENT 0001

Question 1: Partial CLIN Submissions: May an offeror submit pricing for individual a la carte CLINs (e.g., CLIN 0002, CLIN 0044) without submitting pricing for the complete CMS kit (CLIN 0001) or the Option

Year transportation and logistics CLINs (1001–1034 series)? If partial submissions are permitted, are there any minimum CLIN groupings required?

Answer 1: An offeror must submit a price on the base year and all option years to include a complete CMS kit (CLIN 0001), a la cart CLINS (CLINS 0002 – 0108), the perishable items kit (CLIN 0109), and the transportation CLINS (CLIN 0111 – 0114).

• LSCMS Training (CLIN 0110) is to receive a price offer for training only in the Base Year period. There are no minimum CLIN groups and CLINS do not exceed CLIN number 0114.

• Partial submission of the contract price in the pricing template is not acceptable. Any proposal that does not include complete pricing for all required contract line items will be evaluated as incomplete. Such submissions may result in an unfavorable evaluation and will not be considered advantageous to the offeror, potentially leading to rejection of the proposal or a lower overall rating during the evaluation process. Offerors are strongly advised to ensure that all pricing shall be provided in accordance with the solicitation requirements.

Question 2: Brand Name or Equal – CLIN 0002 (Antibacterial Cleansing Wipes): The SOW specifies a travel pack of 15 standard-sized wipes, 100 packs per kit. We manufacture an antibacterial jumbo body wipe

(48" x 36") that provides equivalent or greater surface coverage per unit than a standard 15-count travel pack, with significantly reduced packaging waste. Would this product format be considered acceptable under the

"Brand Name or Equal" provision referenced in the SOW, provided it meets all applicable FDA/CPSC safety requirements and delivers equal or superior cleansing performance?

Answer 2: A change in the brand name or supplying a product of equal value to CLIN 0002: Antibacterial

Cleansing Wipes/Travel Pack of 15/100 would NOT be acceptable. A change in sizing does not fit our specs and would also result in modifications to FEMA configurations kits.

Question 3: Option Year Pricing Sheets (Tabs 2–5): We note that the Option Year pricing tabs (Opt YR 1–4) contain OCONUS transportation, ocean freight, warehousing, and container logistics CLINs that are distinct from the base year CMS product CLINs. Are offerors bidding only on base year product CLINs required to also submit pricing for the Option Year logistics CLINs, or are these evaluated separately?

Answer 3: On the Pricing Sheet, Column E & F (Base Year), Column G & H (Option Year 1), Column I & J

(Option Year 2), Column K & L (Option Year 3), and Column M & N (Option Year 4), offerors shall include pricing for deliveries to CONUS & OCONUS locations. These CLINS will be evaluated accordingly.
