About this file
This is a Vendor Questions and Answers document for a FEMA racking system repair and replacement project.
The procurement requires vendors to repair and replace damaged storage racking systems, with the existing wire decking (42 x 46 galvanized) to be reinstalled. Site visit information corrected to Wednesday, August 12, at 3:00 PM ET allows vendors to assess the number, location, and condition of damaged racks, uprights, beams, anchors, rows, and bays. The new racking must match the existing bay layout and configuration exactly with no reconfiguration permitted. Work hours are fixed at 7:00 AM–3:30 PM, Monday through Friday only, with no flexibility for extended shifts. Quotes must be submitted to Edward Ruud at Edward.ruud@fema.dhs.gov and must include completed Attachment II pricing workbook, technical documentation demonstrating compliance with SOW specifications, and a delivery/installation schedule. Neither the Berry Amendment nor Trade Agreements Act applies to this requirement. FEMA will accept alternate configurations and rack repair options instead of full upright replacement if structural integrity meets industry standards and the racking layout remains unchanged. The SOW originally specified closed tube post frames for impact protection; however, reinforced backer configurations using open roll-formed frames at lower levels are acceptable as functional equivalents if properly documented and structurally sound.

VENDOR QUESTIONS AND ANSWERS 01
Question 1. The number and locations of damaged racks, including uprights, beams, anchors, rows, and bays.
Answer 1. The number, location, and condition of the current racking system can be determined via a site visit.
Question 2. Whether photographs, layouts, drawings, or marked locations are available.
Answer 2. A site visit has been made available in lieu of photographs, layouts, or drawings.
Question 3. The correct site-visit date and request deadline.
Answer 3. The site visit due date has been corrected to Wednesday, August 12, at 3:00 PM ET.
Question 4. The correct proposal submission method and destination.
Answer 4. Quotes shall be submitted to Edward Ruud at Edward.ruud@fema.dhs.gov
Question 5. Whether FEMA requires anything beyond the completed Attachment II pricing workbook.
Answer 5. In addition to completing Attachment II, quotes shall contain documentation sufficient to demonstrate their quoted racking system meets the specifications listed in the SOW as well as a delivery/installation schedule.
Question 6. Does Berry Amendment and Trade Agreements Act apply to this requirement?
Answer 6. Neither the Berry Amendment nor the Trade Agreements Act apply to this requirement.
Question 7. Will the new racking match the existing bay layout and configuration exactly, or is any reconfiguration in scope?
Answer 7. New racking needs to match existing layout. There is no layout re-configuration in the scope of work.
Question 8. Regarding hours of performance (7:00 AM–3:30 PM stated in the SOW):
a. Is there flexibility to work extended shifts (minimum 10 hours) at contractor's cost, subject to COR coordination?
b. Do work hours apply Monday–Friday only, or does the Government anticipate weekend work as part of the performance period?
Answer 8 a&b. There is no flexibility to work extended shifts, and work must be performed Mon-Fri.
Question 9. Please confirm the type of existing wire decks to be reinstalled — specifically, are they outdoor waterfall-style decks with a U-shaped channel?
Answer 9. A link to the existing wire decks is following:

Question 10. The SOW specifies closed tube post frames for enhanced impact protection over open roll-formed columns. Would the Government consider an alternate configuration — a reinforced backer on the lower levels where damage typically occurs, using open roll-formed frames — as a functional equal? We can provide technical documentation (e.g., 3"x3" roll-formed channel with 3"x1-5/8" backer through the first beam level, or dual 3"x3" columns) if this is open for consideration.
Answer 10. Alternate configurations and rack repair options are acceptable if the structural integrity meets industry standards and the layout of the racking is not impacted.
Question 11. Will FEMA consider a rack repair option instead of a rack upright replacement?
Answer 11. Alternate configurations and rack repair options are acceptable if the structural integrity meets industry standards and the layout of the racking is not impacted.
