Question: The Draft RFP SF 1449 referenced NAICS 326130 title is “Laminated Plastics

Plate, Sheet (except Packaging), and Shape Manufacturing”. This industry comprises establishments primarily engaged in laminating plastics profile shapes such as plate, sheet

(except packaging), and rod. The lamination process generally involves bonding or impregnating profiles with plastics resins and compressing them under heat.

The final RFP SF 1449 NAICS is identified as 326199 with the NAICS title of “All Other

Plastics Product Manufacturing”. This U.S. industry comprises establishments primarily engaged in manufacturing plastics products (except film, sheet, bags, profile shapes, pipes, pipe fittings, laminates, foam products, bottles, plumbing fixtures, and hoses). Under this

NAICS code, manufacturers of plastic film and sheeting are excluded.

The NAICS association provided examples of the type of manufacturing covered by

NAICS 326199. These examples include inflatable plastics swimming pool rafts and similar flotation devices manufacturing; plastics air mattresses manufacturing; plastics bottle caps and lids manufacturing; plastics bowls and bowl covers manufacturing and plastics clothes hangers manufacturing.

We believe the NAICS 326130 more accurately reflects the manufacturers of the plastic sheeting to be delivered to the Government. Will the Government consider revising

SF1449 to use NAICS 326130?

Government’s Response: The NAICS code will remain as 326199.

Question: The RFP CLINs and statement of period of performance (POP) states Period of Performance: 08/01/2024 to 07/31/2024, however the Award date is stated as

September 2024. Should the POP and CLINs show a date beginning in September 2024?

Government’s Response: The Government anticipates issuing an award in or before

September 2024. The established period of performance will be identified on the resulting award(s).

Question / Suggestion: The Answer to Questions 5 for the Draft Solicitation

70FB7024R00000006 on changes to paragraph 4 of the SOW was “Please refer to the updated SOW that will reflect the updated language.” The product specifications were not updated.

Government’s Response: The specifications will remain as is.

Question: Pallet Configuration – The current fourth sentence states the “Rolls are secured to pallet with four separate evenly spaced metal bands.” Would the Government consider either plastic / poly bands, or metal bands being an adequate solution to secure the rolls to the pallet?

Government’s Response: No, metal bands are required.

Question: Element 2 – Plastic Sheeting Sample. RFP states Offerors shall submit a tested roll of the plastic sheeting with the offeror’s proposal meeting, at a minimum, the specification identified in Table 1 of the Statement of Work.

The Government provided question and answer dated 06062024 states the following:

Answer to question 12: “4 feet by 12 feet” and answer to question 14 “Please do not send a full roll on a 4 ft X12 ft piece.”

To clarify, the Government is only requesting a 4 ft X 12 ft piece of tested plastic sheeting, correct?

Government’s Response: Yes, the Government is only requiring a sample size 4 ft X 12 ft piece of tested plastic sheeting.
