2Attachment C - Disaster Funded (DR) TabCLIN 0006Rows 43-48Contract - PricingSection 2.6 of the PWS (Attachment A page 7) suggests that the bank account validation information will be supplied by Accuity. Can you be specific on what is required for pricing? Is this simply a list of validated routing numbers to Banks so FEMA can use this to validate input? Or, is FEMA anticipated a more comprehensive service to validate ownership of the account and routing number to the person applying for benefits? The monthly nature of this suggests it is only for purposes of valid routing number checks.We are looking for a return of the uniform data associated to a routing number (uniform bank names)… as the data we have is a freeform field.

Can you describe exactly what is required here for the purposes of pricing? Is this checking the existence of a Business (e.g. KYB on a valid business); or is this taking information off a receipt supplied by a survivor, and checking the business receipt data against a third-party service to validate the existence of those businesses?The government is open to solutions from industry.

Please provide the number of entities that will be searched via batch under this CLIN.This is not a typical occurrence & not one that we currently do. This would be variable upon need & we are open to solutions from industry.
5Attachment C - Disaster Funded (DR) TabCLIN 0010Rows 71-76Contract - PricingThe rules and indicators outlined in Section 2.10 of the PWS for CLIN 0010 (Attachment A page 8) rely on data elements. If the data elements required to create the rule are not included in other CLINs, should the data cost be included in CLIN 0010? Is the data that is required to create these rules already available to FEMA through other means?PWS Section 2.10 covers this in specific detail.

Should be assume it covers this platform/workflow engine and now the various discrete data sources mentioned under 2.10 which would appear to be (in-part) duplicates of other data requested in the PWS.Yes.

(ex: we've previously been alerted to individuals sharing exact answers and methods to use full stolen identities and illicitly created bank accounts to thwart FEMA controls.)

However, Technical Assistance and Dark Web Monitoring solutions are typically priced as an annual fee, rather than on a transactional basis. Please clarify how offerors can present pricing for these CLINs if not pricing as transactional items.If an offeror prefers to propose an annual cost instead of a per transaction cost this will be acceptable.

18Attachment C - Pricing Spreadsheet - Amendment 01n/an/aContract - PricingGiven that the majority (>75%) of CLINs concern public data sources offered by only a handful of data providers (Lexis, Reuters, Experian, etc.) that are all large businesses and none of which operate as small businesses requirement, would FEMA consider removing the 41% annual contract value small business set-aside, or alternatively provide detail on its expectations of how a Contractor could meet both the RFP’s technical and small business requirements?The subcontracting goals aren't set by FEMA therefore the goals cannot be changed. The 43% is the overall total of the subcontract not the overall total of the contract. The original attachment D was incorrect and new attachment D amendment 03 has been published to correct the percentages.
19Attachment C - Pricing Spreadsheet - Amendment 01n/an/aContract - PricingThe tab for Disaster Funded activities contains 21 CLINs whereas the Non-Disaster tab only has one CLIN for Authentication & Verification, with an estimated number of transactions significantly less than Disaster activities. Can the government confirm that there is only one CLIN on the Non-Disaster tab and provide additional information as to why there is only one CLIN for this tab?There is only one CLIN on the non-disaster tab. This is because this CLIN will be partially funded by a small amount of program funding. This CLIN, along will all the other CLINs, will be primarily funded by disasters.
20Attachment C - Pricing Spreadsheet - Amendment 01n/an/aContract - PricingCan FEMA provide context into why some CLINs have an estimated transaction range (low-medium-high) of 100,000-300,000 transactions, while others have a range of 1,000,000-3,000,000? Will those data sets with the lower transaction volume only be leveraged for a specific type of application?The transaction ranges for each CLIN are accurate & reflect estimated activity.

Could the government please remove the addition of cell D9 in the total sum formula in cell D157?D9 is not included in the calculation for D157.

25Attachment C - Pricing Spreadsheet - Amendment 01n/an/aContract - PricingOur understanding is that the number of screening required in a given month or year can fluctuate significantly depending on the number and size of disasters in a given year. As a result, for FFP purposes, it may be difficult to determine the number of transactions at the outset of a task order. Can FEMA clarify whether it intends to leverage hybrid cost models, including T&M, FFP-LOE, and FFP?No. Each transaction cost will be FFP. No other contract model will be necessary.
