Question: Can FEMA reconsider the contract value for Demonstrated Experience since the CLASS contract ceiling is only $20,042,216.00?

The CLASS IGCE is valued at $20,042,216. FEMA will consider all prior contract experience valued at or above the CLASS IGCE amount.

Section C.7, describes a requirement for three (3) Key Personnel:

1. Contracts Program Manager

2. Movement Control Unit Deputy Leader

3. Movement Control Unit Deputy Leader/On‐Site Deputy Manager Questions: (a) Do any of these positions require a Security Clearance? (b) If a position requires a Security Clearance, please specify the position and the clearance level.

None of the Key Personnel positions require a security clearance. The Contractor personnel will at times need to gain access to a FEMA Facility. Where necessary, the on‐site FEMA COR will work with the FEMA Facility security office to ensure that Contractor personnel can gain access to any FEMA sites. Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

Technical Discussion: the Statement of Work only has qualification requirements for two (2) positions: 7.7 Contracts Program Manager (Key Personnel) and 7.8 MCU Leader/Deputy On‐site Managers (Key Personnel). Questions: (a) Are there specific qualification requirements for the third key personnel: Movement Control Unit Deputy Leader/On‐Site Deputy Manager (see RFP, page 59 of 107)? (b) Are Offerors to use the qualification requirements in the statement of work using paragraph 7.8 MCU Leader/Deputy On‐site Managers (Key Personnel) for the Movement Control Unit Deputy Leader/On‐Site Deputy Manager?

Yes. Offerors should use the qualification requirements in the Statement of Work using paragraph 7.6 MCU Leader/Deputy On‐site Managers (Key Personnel) for the Movement Control Unit Deputy Leader/On‐Site Deputy Manager. As prescribed in the SOW, 7.4 Qualifications: "It is the responsibility of the contractor to provide qualified contractor personnel to perform all requirements specified in the SOW. Qualified personnel shall have significant experience in transportation management services."

Paragraph 7.8 further provides that "[s]pecialists must possess at least one year of experience in logistics and transportation operations. Experience in large scale emergency and disaster response and recovery missions with emphasis on multimodal operations is desired." Please also see section 14 Background Investigation / Security Section of the SOW.

Is the contractor able to designate which Region of the 10, it wishes to support and provide a full response?

*Note*Offerors shall provide logistics support to all FEMA Regions and prospective Whole Community partners within, but not limited to, their sector, while maintaining a sufficient quantity of staff and resources. Offerors shall be ready and capable of providing backup support to the other sector as needed. The contractor can specify which geographical sector better meets their capabilities and better suits their logistics and personnel footprint. Sector one includes FEMA Regions 1‐5 and sector FEMA Regions 6‐10. See Geographical Sector Approach in the SOW, PG. 2.

6.1 4 Technical Does the Management Plan need to be submitted with the Phase II proposal, as a post‐award deliverable, or per task order?

See "Deliverables" section 6 page 4 of the SOW. "6.1‐ Management Plan for the IDIQ award submission, the contractor shall submit a plan, not exceeding 5 pages, at a minimum provide an organization structure/chart showing operational lines of authority, responsibility, and communication for management, supervisory, and technical personnel for each site and as a whole organization, as it relates to this requirement. Indicate what job classifications will accomplish the work items. The Management Plan should be included as part of the phase 2 written technical proposal.

In the Proposal Parts table, it says Factor 1:

Demonstrated Prior Experience submission requirements: "Oral Presentation and written submission totaling no more than 5 pages in Microsoft PowerPoint format". Please clarify that we are supposed to submit a 10 page narrative in Adobe PDF format? Is the Government asking for a PowerPoint slide deck for the Oral Presentation? If so, please clarify the requirements and slide limitations.

5.6 4 Contract Will the contractor be reimbursed for personnel participation in tabletop exercises?

The contractor will receive an initial $2000.00 minumum guarantee payment for participation in the IDIQ post award conference. The contractor will be reimbursed a not to exceed amount for any / all expenses accured by the contractor at FEMA's request for any tabletop exercises conducted during the option year(s) of the contract. FEMA will fund contractor travel and accomodations for participating in FEMA sponsored exercises and conferences.

7.1 4 Contract

The Service Control Act states, “under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one‐half times their regular rate of pay for all hours worked over 40 in a workweek.” For a contractor to employ an individual without compensation for overtime based on a 12‐hour work schedule, the employee could only work 3 days per week resulting in a degradation of continuity. Also, understanding the environment of emergency response, no one is going to “tap out” because they are out of hours.

Would the government consider adjusting the verbiage to allow better contract performance, a realistic understanding of the environment, and meet the intent of the Service Control Act (SCA) and Fair Labor Standards Act (FLSA)?

Overtime pay for employees must be provided as required by Federal law. This includes overtime pay for all employees who are not exempt under the Service Contracts Act, the Fair Labor Standards Act, and other applicable federal employment legislation.

Will the government sponsor personnel for government badges, system access, familiarization training, and initiate background checks of primary and alternate personnel immediately upon award if the IDIQ to eliminate this requirement and allow for an expedited response to an emergency?

FEMA will sponsor personnel for Government facilities access / badges, LSCMS access and trainings required. FEMA will initiate background checks of primary and alternate personnel as required, primarily during task order activation.

The contractor shall provide the capability to bring on additional personnel support considered as Surge Force; a specific number of those Optional Surge Force positions has not been determined.

Will the CLASS contractor be procuring freight transportation services (air, ocean, trucking, etc.) or will the contractor be managing/tracking/ communicating FEMA purchased freight transportation services or will purchase of freight transportation services be determined with each RFQ and task order?

The CLASS Contractor will not be required to purchase transportation services on behalf of FEMA. The CLASS contract is for professional services (SME's) as outlined in table 1 of the SOW titled, "Staffing Level Matrix." The CLASS Contractor will be managing/tracking/ communicating FEMA response and recovery commodities, equipment, supplies, conveyances and all other disaster relief supplies and managing the transportation services used to transport these items into the affected area of operation. The CLASS Contractor will be managing/tracking/communicating FEMA movement flow of response.
