Phase I Questions List
| Solicitation: FEMA Durable Medical Equipment (DME) | ||
| Solicitation Number: 70FB7022R00000010 | ||
| # | Question | Answers |
| 1 | Will the Government provide Contractors with the necessary documentation to be used for procuring products and transportation for DPAS rated orders? Will the documentation be provided during the DO RFQ stage? | Solicitation has been updated to remove B17 Defense Production Act (DPA). |
| 2 | Will all items need to be exact match or will clinical equivalents be accepted? For instance, will an aluminum crutch be accepted in place of a wooden crutch? | Clincal equivalents which match the item/s description as provided on Attachment 1 of the Statement of work will be accepted. The example provided, wooden crutch vs. aluminum crutch would not be a clinical equivalent since the item's description (provided in Attachment 1) requires hardwood and not aluminum. |
| 3 | Do all products need to be TAA compliant? | NO |
| 4 | The SOW states the Vendor shall begin shipping the DME kits and/or a la carte items within 72 hours. Is there a firm timeline for delivery of all the DME kits and/or a la carte items and, if so, what is the timeline? | Per statement of work, section I (Emergency Response/Surge Operations - Requirements, Deliverables, and Delivery Schedule) for both CONUS and OCONUS emergency reponse; the completed DME kit items and/or a la carte items shall begin shipping from vendor within 72 hours of delivery order award. The period of performance will identify the firm timeline; however, this is subject to approval by the program office (COR), on a case by case basis. |
| 5 | In Attachment 2, Item Pricing Sheet tab, Row 58, Column D, what is meant by Quantity per Kit = 25 since this line item is for a complete kit? | 25 Complete Kits |
| 6 | Could you please point us toward where TAA compliance requirements are stated in the solicitation document(s) since they are mentioned in Q&A? | Buy American |
| 7 | Is this solicitation based on a previous contract, or is this is a completely new solicitation | Previous contract |
| 8 | Since OCONUS shipping costs will be higher for every product that is purchased a la carte, could we provide you with a separate OCONUS catalog for products purchased a la carte? (i.e., same products as CONUS but different cost structure). | Complete attachment 2 as is. |
| 9 | How soon should we anticipate needing to fulfill orders after contract award? | See SOW section I. |
