Consumable Medical Supply Kits (CMS)

Solicitation No. 70FB7021R00000010

QUESTIONS / ANSWERS

1. FEMA is requiring a 15-month shelf life on the 32 perishable items. The shelf life for Nutritional Drinks (CM-003, CM-024, CM-025) is 12 months and is dependent on the manufacturer's production schedule. Is it possible for FEMA to waive the 15-month requirement for the Nutritional products and allow vendors to quote a realistic 9-month shelf life?.

Government Response: No, nine (9) months will be too short for a disaster.

2. How is the 30-inch measurement in paragraph 6.0 calculated, from the ground or from the pallet?

Government Response: From ground where pallet sets to the height of the pallet.

3. FEMA is requiring the contractor to deliver up to 200 kits within 48 hours of a task order to any location within the CONUS and OCONUS locations. Is this a realistic requirement based on the fact that the contractor has to bring products into his warehouse to build kits?

Government Response: Yes, this is realistic for both.

4. Will FEMA pre-purchase kits for Vendor Managed Inventory to ensure rapid deployment of kits during an emergency?

Government Response: Currently Vendor Managed Inventory is NOT an option. The statement “Vendor Managed Inventory (Storage) is Optional” will be removed from the Solicitation, page 37, Paragraph #3.

5. Does FEMA require the kits to be shrink-wrapped?

Government Response: Currently it is not a requirement but if items are packaged in container and if it helps to keep items secure, it is an option.

6. Can the Kits be doubled stacked during transportation?

Government Response: If items are double stacked, vendor needs to ensure that there is no damage to the items during transportation. Vendor will be responsible if items are damaged.

7. Is the Government quantity correct for CM-072? 100 yards of double-sided velcro in each size. 3 football fields of velcro?

Government Response: The size for CM-072 is (1", 2", and 4" x 50 Yards)

8. For the solicitation line items, can the Government provide any specifics for NSNs or Vendor part numbers?

Government Response: There are no specific vendor part numbers. As noted on page 11 of the SOW: **Note: Brand Name products are just examples and do not constitute a brand name requirement or endorsement. Products may be brand name or equal as long as they comply with USDA/CPSC and FDA requirements for product safety.

9. We are requesting confirmation this will result in multiple awardee task orders, not multiple awardees for different items:

Government Response: This is a Multiple Award Indefinite Delivery/Quantity (IDIQ) type contract, not multiple awardees for different items.

10. The solicitation states “No substitutions.” We are requesting clarification whether this applies to the specific items in our initial RFQ submission, the items in the DOPR issued to awardees, or both.

Government Response: Correct no substitution unless authorized by CO and program office.

No substitutions to the components of the CMS kit.

11. Does the 48-hour emergency/surge delivery requirement include OCONUS?

Government Response: YES

12. For the line item “LSCM Training” what should be included in the quote? I.E. Travel, Lodging, Food for two for One day and night?

Government Response: All LSCMS training is to be performed online.

13. In order to deliver within 48 hours for emergency/surge requirements, an awardee would need to have all items at the DC to ship and deliver on time. If that inventory is not purchased and paid for by FEMA or the Inventory falls below useful shelf life, the awardee is taking a financial risk. How does this work?

Government Response: If items are less than 6 mos of shelf life, the awardee is responsible for replacing the item at their cost. This is no cost to the government.

Will the Government reimburse at the awardee’s cost?

Government Response: If items are not shipped in time of the required emergency response that would be the responsibility of the awardee.

14. Does FEMA intend to award based on geographic location of bidders?

Government Response: No. FEMA does not intend to award based on geographic location of bidders.

15. Can the Government provide information related to the anticipated space required for staging/storing of the requested items?

Government Response: IF the question is in reference to ‘Vendor Managed Storage’, see question #4 above. If the question is in reference to FEMA’s staging/storing: Currently all kits are stored in the distribution centers located in MD, GA, TX, CA, PR, HI, GU. Staging can be any location in the 50 states and territories

16. Is it FEMA’s expectation that IDIQ awardees always keep inventory of full kits and A La Carte Items?

Government Response: FEMA cannot tell the awardee how to fulfill the order or how to keep/obtain the inventory of the kits.
