About this file
This solicitation package seeks proposals for multiple contracts to provide Manufactured Housing Units to the Federal Emergency Management Agency. FEMA requires the following MHU types: one bedroom units in sizes of 8' x 48' and 13'6" x 42'8", and two and three bedroom units of size 13'6" x 50'8" and 13'6" x 68' respectively. All units must meet FEMA's performance specifications based on HUD code requirements.
The acquisition will follow an advisory down select process. Phase I requires a written response by September 28, 2020. FEMA will then advise offerors on proceeding to Phase II, which involves an oral presentation, past performance evaluation, and price proposal review. The purpose is to award multiple contracts for provision of these MHU units to FEMA for emergency housing.

Provision E.11 SUBMISSION OF PROPOSALS is replaced in its entirety with the revised provision below:
E.11 SUBMISSION OF PROPOSALS – Amendment 0002 All Phase I proposals shall be delivered to FEMA electronically at the following email address: fema-ocpo-expf-atl@fema.dhs.gov by September 28, 2020 11:59 pm Eastern Standard Time (EST). Proposals sent to any other FEMA email address will NOT be received nor evaluated. FEMA’s inbound attachment limit size is 150MB maximum per email. Compressed or “zipped” files are acceptable. FEMA does not have an approved large file transfer solution (i.e. Dropbox) and FEMA will NOT download files from another site. Physical copies of proposals will not be accepted, received, or evaluated. The deadline for submission of the electronic copy of the proposal is firm. As the closing date and time draws near, heavy traffic on the web server may cause delays. Offerors are strongly encouraged to plan ahead and leave ample time to prepare and submit their proposals. The electronic copy of the proposal will constitute the official copy for timely receipt.
