Reference Gov't Response

We noticed that except eLOMA other forms are paper based and they cannot be filled electronically. We further believe except LOMC online processing other manual processing is a time consuming and requires lot of redundant effort by FEMA, FIMA and RMD personnel which can be automated with a flexible workflow implementation covering LOMAs, LOMR-F,CLOMAs, CLOMR-Fs, LODRs and auto generate audits reports for performance of eLOMA.

FEMA, FIMA, and the RMD also need to automate MT-1 Processing Services for Letters of Map Amendment to allow property owners to get up-to-date property-specific information from the FEMA website to instantly find if their property is under flood zone and mandatory purchase of a NFIP is required.

Please confirm if our understanding is correct and also elaborate enhancements that can assist FEMA toward its goal of providing accurate Risk Map in real-time so that we can submit our response to your market research.

Overall Redundant manual efforts aren’t a prominent feature of how MT-1 cases are currently processed. Moreover, both eLOMA and Online LOMC submittals of MT-1 requests are digital, so FEMA already processes 75 percent of cases digitally, whether through eLOMA or direct Online LOMC submittals, using tools that are maintained as part of a different IT-focused requirement. As specified in the SSN, FEMA would like to expand the private-sector role in the MT-1 process by expanding the voluntary use of the eLOMA process by qualified users, while continuing to complete 95 percent of cases in less than 45 in-house processing days. MT-1 Processing Services subject matter expertise and Risk MAP Program knowledge also are important capabilities for sources to successfully meet this FEMA requirement, as documented in the SSN.
