REQUEST FOR INFORMATION (RFI) QUESTIONS

General:

1. Offer any suggested changes to the draft SOO (attached). Using the attached draft SOO, can you describe the appropriate level of effort/ scope for a project like this? What would be the biggest cost drivers?

2. FIMA has previously placed a firm fixed price IDIQ for this effort. Would you recommend a different contract or pricing structure?

Reinsurance Broker Services:

3. Please provide a capability statement that would support providing Reinsurance Broker Services.

4. What knowledge and services does your company offer to meet the needs of the government? (Reinsurance Broker Services)

5. Please describe any previous experience working in the flood (re)insurance space, including any in-house subject matter expertise available (for example actuarial support services).

6. Please describe any previous experience supporting large requirements with reinsurance services, to include the standard/industry pricing approach for these services.

7. What type of timeframe and ramp up would your company normally require to be fully functional to support the Reinsurance Broker Services upon award of the contract?

Data Modeling Services:

8. Describe your ability to provide catastrophe modeling software other than AIR, Katrisk, and CoreLogic.

9. Describe any concerns or questions you may have with using your Company’s available commercial modeling license(s) within FEMA’s modeling system. (FEMA is not able to have its policy data analyzed outside of FEMA data systems due to PII. FEMA has a cloud data system, that a vendor would be able to apply model licenses to FEMA’s data system)

10. Describe any tools that you have available for post processing of catastrophe models (for blending multiple components/vendors, scaling, or other adjustments to provide aggregated model output to help inform FEMA’s view of flood risk?)

Financial Support Services:

11. Describe your ongoing market outreach process, how you determine acceptable and suitable reinsurers for market selection and monitoring their ability to meet future obligations and fulfill the contract terms.

Technology:

12. Is there emerging technology FIMA should consider for this effort?

13. Describe your tools and processes for monitoring catastrophe reinsurance market conditions and price level changes (quantitative data, sharing of data/information among brokers, etc.).

14. To what level of detail are you willing and able to share your market information? Since flood covers in the market are limited, describe the relevance of your data to flood covers.

15. Are you willing and able to work with an independent online marketplace to determine price if that approach is elected by FEMA?

16. If you offer an online marketplace to determine price, please describe software requirements for the buyers and sellers of reinsurance and the manner in which buyers, sellers, and the vendor interact with the software.

17. If you offer an online marketplace to determine price, please describe the process in which the price and coverage amounts are determined.
