3. Is this a follow-on to Solicitation Number: HSFE70-15-R-0004, FEMA National Flood Insurance Program?

Government Response:

Yes

4. Can a Write Your Own carrier bid and be considered, as either the prime or a sub-contractor, on this procurement, or is it considered a conflict of interest?

A Write Your Own (WYO) carrier may bid and be considered, as either the prime or a sub-contractor. However, WYO offerors would be required to identify and provide a mitigation plan for any actual or potential organizational conflicts of interest with their response to the posted solicitation. The Government would evaluate each mitigation plan, on a case by case basis, to make a final determination on any actual or potential organizational conflicts of interest.

5. Can the Government please provide the correspondence volume?

FID expects the correspondence volume under this requirement to range between 2500 to 3500 letters per year. This number may fluctuate annually based on external factors (number of disasters, policy changes, congressional inquiries, etc.)

Additional clarity will be provided within the Request for Proposal solicitation.
