Section M - Evaluation Factors for Award
Evaluation Criteria: Best Value
The Government will evaluate quote submissions based on the following evaluation factors, listed in descending order of importance:
Factor 1 – Technical: Technical consist of ensuring that the items being proposed from contractor meets the technical requirements of the government. Please be sure to include item specification sheet with quote.
Factor 2– Delivery Schedule: Items will be evaluated on how soon the items can be delivered. Contractors are to list when they anticipate when each item can be delivered. A delivery date must be mentioned, or the quote will be deemed incomplete.
Factor 3- Price The Government will evaluate offers for award in accordance with FAR Subpart 12.209 and per the requirements of the statement of work, and the Contracting Officer shall determine that the prospective
Contractor is responsible and that the prices offered (inclusive of discounts) are reasonable before award of the contract. The Contracting Officer must ensure that contract terms, conditions, and prices are commensurate with the Government’s need. Pricing shall be filled in on the Standard Form 1449 or submit a separate pricing sheet by CLIN, and the evaluation will also be based on the above criteria. FEMA is a federal tax-exempt agency and does no reselling of its services. The FEMA Tax Exempt Number is 52-1227911.
Basis of Award
Quotes received will be evaluated for award in accordance with the Best Value/Tradeoff Process and based on the evaluation factors listed above. The best value is represented by the most advantageous offer, price and other non-price factors. Price is not the determining factor for this requirement. Although price is important it may not result in the best value. Therefore, the best value may not necessarily be the quote offering the lowest price or receiving the highest technical rating. This process permits tradeoffs among price and non-price factors and allows the
Government to accept other than the lowest price quote.
