Q1. Ref: Spec. Section 013591‐5 “Historic Treatment Procedures”, para. 1.8.A. Is it a requirement to hire outside full‐time supervisors to perform this work, or can our onsite General Superintendent perform this work? Or can a qualified subcontractor perform this work with their own supervisors?
A1. The intent of paragraph 1.8.A in the Quality Assurance section of the Historic Treatment Procedures is two‐fold:
1. To make sure that the specified project work is being done by a firm with successful experience that is similar in nature, materials, design, and extent to the type of work indicated in the project documents; and
2. The crew performing said work is being overseen by full‐time supervisors (with successful experience that is similar in nature, materials, design and extent to the type of work being performed) when the work starts and throughout its execution, and that there’s a continuity in the full‐time supervisors for the duration of the project.
If the proposed General Superintendent has demonstrated experience in historic preservation, historic repair, and/or historic restoration similar to the work being performed (example: masonry and tile cleaning and repair and/or historic carpentry and/or finish restoration), then said General Superintendent would be qualified to serve as a Supervisor for the work crews performing the historic work. If a General Superintendent does not have experience in the historic work being performed, but senior staff do within the experienced subcontractor’s firm performing the work then said senior staff would be qualified to serve as a Supervisor for the work crews of the subcontractor performing the historic work.
Q2. Is a fulltime Safety Manager, with no other duties, required to be onsite throughout construction?
A2. The Safety Manager may be the same person as the QC Manager as long as the individual meets the required qualifications for both positions. (HLR)
Q3. Please provide an “Allowance” amount per Item 0002 on bid form.
A3. Hazardous Material removal shall be included in the base bid. See attached revised OF336 which shall replace the original OF336 issued with the solicitation.
Q4. The Bid Form (Optional Form 336) calls for “Allowances: Hazardous Materials”, as the second Bid Item #0002, following the Optional CLIN: East Porch which is also Item #0002. Please provide us with the “Allowance” amount that we are to include in our bid for the Removal of the HazMat, and also correct the duplicate numbering on the Bid Form.
A4. See A3 above.
Q5. The Bid Form lists quantities for Unit Price Items #0003 to 0007 as 1 SF each, but the Spec Section 012200 – UNIT PRICES lists quantities which are much greater than what is listed on the Bid Form and also has different Units of Measure. Please update the Bid Form to reflect the quantities and units that you want us to bid on.

Q6. Spec Section 051200 – Struct Steel Framing, para 1.8.A, calls for an AISC Certified Steel Fabricator. There is a very limited amount of steelwork on this project, and there are no steel subcontractors in this area who meet the AISC qualifications and who are interested in bidding such a small steel project. This strict requirements should not apply to a project of this nature.
Please WAIVE or DELETE the AISC Certification requirements for this project so that we can obtain subcontract bids.
A6. AISC lists 50 certified fabricators within 100 miles of the project site. If we waive the fabricator certification requirement, the scope of Special Inspections will need to increase such that the Fabricators Shop and all shop fabricated items are reviewed by the Special Inspector (paid for by the Contractor).
Q7. Spec Section 051200 – Structural Steel Framing, para 1.8.B, calls for the fabricator to have AISC’s Sophisticated‐Paint Endorsement or SSPC‐QP3 .
