About this file
This is Amendment A00002 to solicitation 70FA3025R00000001 for FEMA Wireline Telecommunications Services, addressing questions received and making changes to security requirements. The amendment provides responses to five RFI questions and revises key documents, including changing the security clearance requirement from TS to Public Trust level for contractor personnel accessing FEMA facilities.
The amendment includes updates to Attachments 5 and 6, with Attachment 5 showing revised wireline inventory, fixed locations and disaster locations that offerors must use for pricing, and Attachment 6 containing revised task order projections beyond the base year. The pricing evaluation will be based on price reasonableness analysis and balanced pricing across contract years. Contractors must submit pricing data for administrative and managed services using Attachment 5, with basic service prices including management, operations, transition, migration, implementation and reporting functions. The government will evaluate total price including all options and a potential 6-month extension under FAR 52.217-8.

RFI Questions 4, 5, 6, 7, & 8 – Amendment A00002
No. Questions Responses
4 Please confirm that any service-related item in this contract for which a price which is not specifically identified in the price schedule will be priced separately and mutually agreed upon by the Parties.
Any price service-related item which is not specifically identified in the price schedule will be priced separately and mutually agreed upon by both parties before awarding.
5 Offeror requests the J.8 Pricing - Schedule A document. Offeror notes that the government should include a CLIN for taxes, fees and surcharges which can be estimated but will change based on actuals. There will be an adjustment and true up for the charges. (Volume IV: Factor 4 – Price Proposal 6.2.2 Fees and Surcharges).
See attached revised page 36 of the Terms and Conditions which reference “Attachment 5” not “J.8”
6 Offeror requests that requirement be updated to reflect suitability status rather than TS clearance as set forth in the requirement. (Attachment 2 - Wireline Services – PWS 29. Security requirements)
See attached revised page 29 of the PWS which supersedes the original.
7 Offeror requests that the government clarify that only personnel accessing a FEMA location will be required to have suitability status.
Only personnel accessing a FEMA location needs to have public trust.
8 Offeror requests a DD254 to reflect the classification requirement.
A DD254 form will not be needed because a TS clearance is not required only public trust. The attachment for this form will also be deleted from the sam.gov website for this requirement.
Please note the following below:
• Attachment 5 has been replaced with a revised version which shows the current wireline inventory, fixed locations and disaster locations.
Complete the form then transpose the information into attachment 7 which will be used to evaluate your prices in comparison to the
IGCE.
• Attachment 6 has been replaced with a revised version which projects task orders beyond the base year.
The government will be evaluating price based on both a price reasonableness analysis and balanced pricing.
The Government may reject an offer as being unacceptable if it is materially unbalanced as to prices for each year of the contract period. Evaluation of options does not obligate the Government to exercise the options.
Evaluation of Volume IV - FACTOR 4: PRICE (Non-Technical) will be evaluated based on the following:
A price analysis will be conducted in accordance with FAR 15.305(a) (1). Price analysis is described at FAR 15.404-1(b). This analysis is done to ensure that a “fair and reasonable” price is paid by the Government. The Government will evaluate offers for award purposes by adding the total of all CLIN prices, including all options, as part of our best value analysis. The Price supplied by the Offeror shall be submitted in Attachment 5 and shall constitute the total firm-fixed price for that service or deliverable.
The Contractor shall provide pricing for administrative and managed services using attachment 5. The Government will evaluate offers for award purposes by evaluating the ceiling prices for the base period, as well as all options to obtain a total evaluated price. Evaluation of options will not obligate the Government to exercise the options. Offers containing any charges for failure to exercise any option will be rejected.
The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the IDIQ. To account for the option periods possible under FAR 52.217-8 (maximum of six months), the Government will evaluate the option to extend services by adding six months of the Offeror’s final option period price to the offeror’s total price. This amount will be the total evaluated price. The Government may choose to exercise the Option to Extend Services at the end of any performance period (base or option periods). Prices for the base and option periods, including the 6-month option available under FAR 52.217-8, will be evaluated to ensure that they are fair and reasonable for performance of the requirements. The price for the effort associated with FAR 52.217-8 will not be included in the total awarded value of the IDIQ award. If , at the end of the IDIQ period of performance (the end of the base period or any option period) and within the time period established in the clause, the Government chooses to exercise this option, the pricing will be pursuant to the rates specified in the offeror’s proposal.
Pricing of Orders
The Contractor shall submit pricing data substantiating the cost proposed under this contract and shall be priced in accordance with the prices contained in Attachment 5. Only items listed in the price schedules shall be ordered under this contract. This contract specifically excludes reimbursement for other direct costs (ODCs).
The government’s intent is to use the proposed cost as the basis to negotiate cost and set contract pricing.
These schedules will be used for ordering all recurring and non-recurring services.
Pricing shall be submitted for all fixed sites (please refer to Attachment 6: IDIQ Pricing Request).
Basic service for lines and trunks is defined as the set of capabilities that are inherent within the base price and may not be unbundled from the base price. Recurring and nonrecurring basic service prices shall include management and operations; transition, migration and implementation; and reporting functions, unless otherwise specified within this contract.
Features are capabilities that are offered beyond the basic service and can be ordered as separate items.
Internet and other services consist of commercially available services currently offered by the Contractor.
FOR OFFICIAL USE ONLY
Performance of this contract will require the Contractor to gain access to sensitive but unclassified (SBU) information. SBU information is for official use only.
Department of Homeland Security Acquisition Regulation (HSAR) clause 3052.204-71 requires that contractor personnel requiring unescorted access to government facilities, access to sensitive information, or access to government information technology (IT) resources are required to have a favorably adjudicated background investigation prior to commencing work on this contract.
Department of Homeland Security (DHS) policy requires a favorably adjudicated background investigation prior to commencing work on this contract for all contractor personnel who require recurring access to government facilities or access to sensitive information, or access to government IT resources.
Contractor employees will be given a suitability determination unless this requirement is waived under Departmental procedures.
Performance of this contract, requires the Contractor to gain access to National Security Information (includes classified documents and material). The Contractor shall abide by the requirements set forth in the DD Form 254, Contract Security Classification Specification, an attachment to the contract, and the National Industrial Security Program Operating Manual (NISPOM) for protection of classified information at its cleared facility, if applicable, as directed by the Defense Security Service. If the Contractor is required to have access to classified information at a DHS or other Government Facility, it shall abide by the requirements set forth by the agency.
The Contractor shall ensure these instructions are expressly incorporated into any and all subcontracts or subordinate agreements issued in support of this contract.
