Federal Emergency Management Agency (FEMA) Wireless Communications Questions and Answers Solicitation 70FA3018R00000015 April 24, 2018
Question
Contractor’s Question/Comment
Government’s Response
1.
The answers to questions that FEMA released on 19 April, state that FEMA will award task orders based on a lowest price technically acceptable (LPTA) approach. Would FEMA consider a best value solution approach? There may be times where a vendor’s commercial offerings differ (provides higher level of coverage) and the government may find it worth the additional cost?
No. Awards for the IDIQ contracts will be made using a Best Value determination. All Awardees will have met the minimum technical requirements which will allow competition to be awarded at the Task Order level using LTPA determinations.
2.
Please provide the SF-1449 and Amendment #1 so we can include in our proposal submission. This is required per E.2.1.
Please make sure you are always responding to the most recent documents. The solicitation that was revised as a result of the questions posted does not include that direction.
3.
Item, Price Lists:
Current price list has cellular device with 400 Pooled Minutes with Unlimited Data to be completed. Traditionally, a reference to a cellular phone is a feature/flip/bar phone that doesn’t require data. Does FEMA request a cellular device w/service without an unlimited data plan?
No, data is only required for Smart Phones, not flip phones.
NOTE: No additional questions will be accepted in response to this amendment.
