WIRELESS TELECOMMUNICATIONS SERVICES

TASK ORDER PROCEDURES

1. Issuing of Task Order A written or electronic notice will be issued by the Government prior to issuance of a formal written Task Order. The notice will specify the Government's requirement, authorize the Contractor to perform a preliminary assessment of the Government's requirement, and request a proposal for the required effort. The notice may also authorize the Contractor to begin mobilization based on urgency. The notice will be limited to a specified period of performance and ordering amount. Each task order will specify supplies and delivery location to be provided, if applicable, and task order time for performance in accordance with the terms of this contract. Some task orders may be for activation of service only, so in these cases, a delivery location will not be applicable. Oral or email orders will be allowed under this contract. Such orders will be confirmed by a written task order within five (5) business days following placement of the verbal order or email.

2. Ordering Methods

a. The Government will order any services to be furnished under this contract by written task orders (Standard Form 1449 or Optional Form 347) issued by the Contracting Officer (CO), from the effective date of the contract through the expiration date of the contract.

b. A Standard Form 30 will be the method of modifying the contract and the task orders.

c. The Contractor will be required to deliver products and provide services as specified in the task order.

d. All orders will be initiated by a task order request.

e. The Contractor shall not begin any work without a signed task order by the Contracting Officer. However, task orders may be issued orally by phone or communicated via email by the CO. If issued orally, a hard copy of that request will follow within five (5) business days. Only the Contracting Officer is authorized to place oral orders under this contract.

3. Competition of Task Orders Vendors will be given fair opportunity to be considered for each task order.

The Government will compete each task order. The proposals for task orders will be evaluated by using a lowest price technically acceptable determination.

Upon signature by the Contracting Officer, each Task Order is considered fully executed, binding and ready for implementation. Each Task Order will be forwarded promptly to the Contractor and shall conform to all terms and conditions of the contract. At a minimum, each Task Order will include the following: contractor's name, contract number, task order number, contract task number and description of task, performance period, disaster number if applicable and location, cost of the Task Order and applicable accounting and appropriations data.

Samples of specific types of requirements are below:

1. The purchase and/or activation for wireless devices and services in the contract

2. Activations and/or Upgrades for employees with existing service

a. This may require services to be transferred from one provider to another i.

3. The purchase and/or activation for employees needing new service

4. The repair of equipment for employees

a. FEMA may issue a request to distribute items that are already funded.

5. The purchase and/or activation for requests related to disaster assistance The Contractor shall provide FEMA with a Service Tracking Number and Notice of Completion for each order within 2 hours of order fulfillment, to include:

· Tracking Number for delivery of equipment

· Advance notice of provisioning

· User name assigned to each device (if FEMA end user names are provided)

· Detailed notification of completion to include mobile phone number, IMEI/MEID, and SIM

· Savings information (if applicable) NOTE: All Task Orders may include Option Periods. The Government reserves the right to extend Task Orders in accordance with the Options as stated in the contract.

4. Closeout of Task Orders All task orders issued under this contract shall be closed out in accordance with FAR Subpart 4.805 and established FEMA policy. Upon completion of each Task Order and the receipt of the final voucher, the Government will begin closeout procedures. All final invoices must be marked as FINAL when submitted.
