About this file

This document is a question and answer session related to a request for proposal (RFP) issued by the Nevada Department of Conservation and Natural Resources (NDCNR) Nevada Division of Outdoor Recreation (NDOR) for a Statewide Outdoor Recreation Economic Impact Analysis. The RFP requests proposals from qualified vendors to provide this analysis, with the tasks described in the RFP being mostly of equal priority. The preferred period of analysis is 2022 BEA data and the most recent data since 2020, with the possibility of incorporating IMPLAN data to provide additional detail. The state is interested in understanding mobile device data and its potential to offer insights into visitor patterns, but only if it provides the most recent data. The state is open to discussing different approaches to allocating total expenditures across regions, including the use of commercial zoning data, as long as the data is accurate and representative.

The contract opportunity is for the Statewide Outdoor Recreation Economic Impact Analysis, and the jurisdictions involved are Carson City, Nevada. The state has not yet determined its preferences regarding the use of certain data sources, such as point-of-interest (POI) data, and is open to discussing the best approach to ensure accurate and representative results.

1 Earth Economics Priority of Tasks Are the tasks described in the RFP of equal priority? If not, which tasks are higher priority? They are mostly of equal priority.

2 Earth Economics Period of Analysis What is the preferred period of analysis? Points 1.71, 1.8, 1.14.1 (and potentially 1.9) all refer to trend analyses. Is the 5-year BEA data sufficient for peer analysis? Aside from the trend analyses, what is the time period of interest? Multiple years entails multiple analyses.

2022 BEA analysis is asked to be used and most recent data since 2020.

3 Earth Economics Mobile Device Study

Mobile device data can be expensive, but when paired with validation data (e.g. visitor counts for a subset of sites, by type) can offer unparalleled insights into visitor patterns. Would NV be interested in mobile device study of select sites, either as a proof-of-concept, or to inform tools such as Tableau?

The Nevada Department of Conservation and Natural Resources is only interested in this if it makes sense and gives the most recent data.

4 Earth Economics IMPLAN Data

The BEA satellite accounts report all of these, but IMPLAN offers additional detail (e.g. direct and indirect, tax revenues). IMPLAN licenses include historical data, but this would require repeated analyses. Is NV’s interest in historical trends limited to the data provided by BEA, or would it include IMPLAN output, as well?

IMPLAN as well.

5 Earth Economics Miscellaneous

The local spending area for many parks may span more than one county (region). Total expenditures can be allocated across regions in various ways, but the most accurate is to look at the distribution of business by industry, by county. This would require POI (business footprint) data, which can be costly. A second-best approximation is to look at commercial zoning across counties. This would require state-wide commercial zoning data. We can develop other alternatives that are more likely to represent spending opportunities within the road network of each park, by county – but these are likely to be somewhat less precise or accurate. What are the State’s preferences towards groundtruthing these allocations?

The Nevada Department of Conservation and Natural Resources is not sure about this yet because they are not clear on what data they would get on the lesser option. This can be discussed to show best data although they work closely with many agencies and may have direct access to this data.
