SOURCES SOUGHT
Immigration and Customs Enforcement (ICE) Marketing and Recruitment Support
A. BACKGROUND/PROGRAM DESCRIPTION
The primary mission of the U.S. Department of Homeland Security (DHS) is to lead the unified national effort to secure the country and preserve our freedoms. While the Department was created to secure our country against those who seek to disrupt the American way of life, our charter also includes preparation for and response to all hazards and disasters. ICE is responsible for the protection of the security of the American people and homeland by vigilantly enforcing the nation’s immigration and customs laws.
The intent of this effort is to support the agency’s mission by strengthening recruitment initiatives to attract top talent. By enhancing outreach and engagement, this effort aims to ensure the agency builds a capable workforce aligned with its goals/objectives and Administration's priorities. This effort is to advance the agency’s mission by implementing comprehensive, coordinated marketing and recruitment strategies designed to attract top talent and enhance public engagement. The contractor will deliver services that increase the agency’s visibility, effectively communicate key messages through targeted social media and digital campaigns, and provide robust support for recruitment initiatives across the continental United States (CONUS). Additionally, the contractor will identify suitable event locations and conduct negotiations to secure venues that align with the agency’s objectives, ensuring successful execution of recruitment and outreach events. These efforts will ensure alignment with the agency’s goals and priorities while maximizing outreach and impact.
B. PURPOSE OF REQUEST FOR INFORMATION
This SOURCES SOUGHT is issued solely for market research, planning, and information purposes only and is not to be construed as a commitment by the Government to issue a subsequent solicitation (Request for Proposal (RFP), etc.). This SOURCES SOUGHT does not commit the Government to contract for any supply or service. ICE is not seeking proposals at this time. Further, ICE will not accept unsolicited proposals in response to this SOURCES SOUGHT. Participants in this market research are advised that the Government will not pay any costs incurred in response to this SOURCES SOUGHT. All costs associated with responding to this SOURCES SOUGHT will be solely at the interested party's expense. Responses to this SOURCES SOUGHT will be used to identify potential sources, vehicles and set asides for specific small business classifications. Therefore, while not responding to this SOURCES SOUGHT does not directly preclude a vendor from participating in a future solicitation, not responding to this SOURCES SOUGHT could impact procurement decisions that affect a vendor’s ability to participate in future solicitation(s) as a prime.
The agency seeks responses from vendors that demonstrate relevant experience and capabilities to meet the objectives outlined in this solicitation. Respondents should provide detailed information on their experience delivering services similar in scope and complexity, highlighting specific projects or initiatives that showcase expertise in recruitment, outreach, marketing, or event coordination. Federal experience is highly valued, and vendors are encouraged to include examples of past performance with federal agencies or government entities, emphasizing familiarity with federal regulations, policies, and procedures.
Additionally, responses should outline the vendor’s approach to managing projects of this nature, including methodologies, tools, and strategies for successful execution. Information on organizational capacity, such as staffing, infrastructure, and resources, should be included to demonstrate the ability to scale and meet deadlines for large or complex initiatives. Vendors are also encouraged to share innovative solutions or technologies that enhance recruitment and outreach efforts, along with references from previous clients or agencies to attest to their performance and capabilities. Clear, concise, and comprehensive responses are requested to ensure alignment with the agency’s mission and objectives.
The purpose of this SOURCES SOUGHT is to identify vendors that have the knowledge, skills, and abilities to meet the requirements contained in the SOW for sanctions compliance examiner support services.
C. DESCRIPTION/SCOPE OF WORK
Please see the attached Draft Statement of Work (SOW) for a description of the requirements. Interested Vendors are requested to provide information demonstrating their ability to perform the tasks outlined in the SOW. This information should include but is not limited to:
1. Company profile and history
2. Company size under North American Industry Classification System (NAICS) code 541613, Marketing Consulting Services
3. System for Award Management (SAM) Unique Entity Identifier (UEI) number
4. Relevant experience in the tasks outlined in the SOW
5. Technical expertise and capabilities
6. Proof of the alignment to any existing Government Wide Acquisition Contract (GWAC) your company has that can fulfill the requirement.
7. POC Name and contact Information (phone number and email address)
D. RESPONDING TO THIS SOURCES SOUGHT
Interested vendors should submit a response to the contracting officer via email at michelle.d.kelley@ice.dhs.gov no later than 9am Eastern Time (ET) on Tuesday, November 18, 2025. Responses should be limited to a MAXIMUM of five (5) pages. If you have any questions, please submit them in accordance with the Q&A format attached to this posting.
